BELGRADE, July 15 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo and Serbian Prime Minister Mirko Cvetkovic met here on Thursday and agreed to expand cooperation between their two countries.During their talks, Wu, chairman of the Standing Committee of the National People's Congress of China, spoke highly of the China-Serbia ties, saying China sees Serbia as an important cooperation partner in Southeastern Europe. Thanks to their joint efforts, the two countries have made remarkable achievements in their cooperation in infrastructure construction, automobile manufacturing and other areas, noted Wu, the highest-ranking Chinese official to visit Serbia since the two countries established their strategic partnership in 2009.The Chinese guest particularly referred to the official inauguration of the Zemun Bridge construction, the biggest infrastructure project to be conducted in Serbia by a Chinese enterprise.Wu on Wednesday attended the groundbreaking ceremony for building the bridge, which will span the Danube river and ease local traffic strain. As the two countries boast good political relations, strongly complementary economies and huge cooperation potential, Wu stressed, China and Serbia should make a full use of such advantages and seize opportunities to deepen bilateral collaboration in infrastructure construction including roads, bridges and power plants.Meanwhile, the two countries should explore new ways and fields of cooperation, consolidate the leading role of enterprises in bilateral economic and trade cooperation, and thus build up momentum for a substantial leap forward on the cooperation track, added Wu.Stressing that China encourages its businesses to cooperate with their Serbian counterparts in various ways, Wu expressed the hope that the Serbian side will further facilitate corporate cooperation between the two countries. For his part, Cvetkovic first recalled his experience in the Serbian National Pavilion Day activities at the World Expo in Shanghai last month, saying that he was deeply impressed by the unparalleled exhibition, which he said will surely help Serbia better showcase its splendid history and modern accomplishments to the world.Noting that economic and trade cooperation is a significant part of the Serbia-China strategic partnership, the Serbian host also cited the Zemun Bridge project, stressing that the new fruit of bilateral cooperation symbolizes the Serbia-China friendship and injects new impetus into the strategic partnership between the two countries.Serbia attaches great importance to enhancing ties with China, and is ready to continue expanding cooperation in infrastructure, energy, agriculture, tourism and other fields, Cvetkovic emphasized.Serbia keeps its door open for Chinese enterprises, and is ready to create a better environment for corporate cooperation between the two countries, he continued, adding that his country will learn from China's successful opening-up policy and foreign investment incentives.Wu met with Serbian President Boris Tadic on Wednesday after a visit to France. BEIJING, June 12 (Xinhua) -- China's top economic planner Saturday forecast a "mild" year-on-year rise in the consumer price index (CPI), a main gauge of inflation, in June, resulting in an average CPI increase of around 2.6 percent in the first half. The projection by the National Development and Reform Commission (NDRC) came one day after China released its latest economic data. The latest estimate was revised up from a 2.5-percent CPI rise the NDRC projected on May 18.China's CPI hit a 19-month high with a 3.1 percent year-on-year increase in May, surpassing the central government's targeted 3 percent annual inflation limit.During the January-May period, China's CPI rose 2.5 percent year on year.According to the NDRC's projection posted on its website, China's June CPI will dip slightly month on month, but still post a "mild year-on-year increase" due to the low comparison basis in the same month last year. The NDRC said positive factors for basic price stability were on the increase, citing sharp falls in international commodities prices, the government's macro control policies and a crack-down on farm produce speculation as well as a possible good grain harvest this summer.Sheng Laiyun, spokesman for the National Bureau of Statistics, said Friday at a press conference that China had the basics for keeping prices under control this year."Although China faces quite a lot of pressure, the 3-percent target (for the whole year) is still possible with effort," he said.

BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise. He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.

BEIJING, July 11 (Xinhua) -- China's Central Meteorological Station warned Sunday that rainstorms would again batter many provinces and regions in the coming days bringing with it bigger risks of new flooding and other geological disasters in central and eastern China. From Monday until Wednesday, the observatory forecast some regions in provinces including Guizhou, Hunan, Hubei, and Anhui will see heavy rain.Eastern Jiangsu, Zhejiang, Jiangxi, central Henan, Chongqing and Shanghai will also see rainstorms during the next three days.A total of 14.92 million people in 10 provinces and regions along China's longest river, the Yangtze, have had their lives disrupted after torrential rains began pounding since July 8, a statement from the Office of State Flood Control and Drought Relief Headquarters (SFDH) said Sunday.Rain-triggered floods also brought damage to 806,000 hectares of farmland and destroyed 20,000 houses, with direct economic losses standing at 8.6 billion yuan (1.3 billion U.S. dollars), a statement from the flood control authority said.Official figures showed during the 10 days ended on Saturday, at least 50 people were confirmed dead and 15 others were still missing in 9 provinces after heavy rains.Rain-triggered floods have left 14 people dead and three others missing in Chongqing Municipality since Thursday, toppling more than 3,000 houses, partly cutting off power supply and causing the evacuation of 80,400 people, according to the local government. The floods have affected the lives of more than 1.7 million people in 17 districts and counties there, incurring 1.34 billion yuan in direct economic losses, Chongqing's flood-control and drought-relief headquarters said.In Hubei Province, 17 people were killed and three others missing amid downpours since July 3, which affected the lives of more than 5.63 million people in 75 counties across the province, Hubei's Civil Affairs Administration said Sunday.More than 182,500 residents had been relocated after heavy rains damaged more than 71,000 houses, inundated 537,650 hectares of farmland, cutting off many road services and suspended power supply. In Jiangxi Province, more than 34,000 people have been evacuated since July 5 when downpours began to hit 22 counties, pulling down more than 2,400 houses. So far 620,000 people from five provinces in eastern and central China have been evacuated from flood-hit areas as soldiers from the People's Liberation Army and armed police forces mobilize to fight the floods.Chen Lei, Minister of Water Resources, also SFDH vice director, said at a work meeting Sunday that local authorities should come up with detailed plans for flood control to minimize losses caused by the disaster.A total of 8 work teams sent by SFDH are also helping with flood control work in provinces along the Yangtze and in northwest China's Qinghai Province, where thousands of people were evacuated Sunday from Golmud City as a risky reservoir nearby was on the verge of breaching after heavy rain. But the water level of the reservoir has begun easing, the SFDH said, as temporary channels had been dug to divert water.Chinese Vice Premier Hui Liangyu urged at a work conference Saturday relevant departments to closely monitor the weather and issue alerts promptly, reinforce dams and dikes as well as resettle people affected by the floods.Meteorological experts warned cities should be on alert against water logging while mountainous areas should be wary of mud flows and landslides triggered by heavy rains.
