ADDIS ABABA, Jan. 28 (Xinhua) -- Fruitful results have been achieved some one year after the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC), Chinese envoy and Assistant Foreign Minister Liu Zhenmin told Xinhua here on Friday.Liu was in the Ethiopian capital Addis Ababa to attend the 16th African Union (AU) summit as special envoy of the Chinese government.During the FOCAC ministerial meeting held in November 2009 in Sharm el-Sheikh, Egypt, the Chinese government announced eight new measures of promoting Sino-African cooperation.Since then, China has been actively implementing various programs and projects according to the eight new measures, Liu said.The “China-Africa Science and Technology Partnership Program” and the “China-Africa Joint Research and Exchange Program” have been launched, Liu said, adding that the aid program of agricultural demonstration center is in smooth implementation process.Meanwhile, China is actively working on establishing the China-Africa partnership in addressing climate change, and is strengthening communication and coordination with Africa on the issue of climate change, Liu said.The Chinese envoy added that various programs and events such as the China-Africa Agricultural Cooperation Forum, the “African Culture in Focus 2010” activities, and the “20+20 Cooperation Plan of Chinese and African Institutions of Higher Learning” have been launched or successfully held. He said these events have promoted the comprehensive development of China-Africa relations.A wide range of other measures are also being carried out in an active manner, according to Liu.The year 2011 is key to the implementation of the measures announced on the fourth ministerial meeting of FOCAC, Liu stressed.To this end, China will continue strengthening communication and coordination with African countries, carrying out close cooperation and pushing forward the development of the China-Africa new strategic partnership, he pledged.
SAN FRANCISCO, April 7 (Xinhua) -- Google's Android will become the most popular smartphone operating system worldwide and will account for 49 percent of the market by 2012, IT research and advisory firm Gartner said Thursday.According to Gartner's projections, worldwide smartphone sales will reach 468 million units in 2011, a 57.7 percent increase from 2010.The company predicts that Apple's iOS will remain the second biggest platform worldwide through 2014 although its share will decrease slightly after 2011, on the assumption that "Apple will be interested in maintaining margins rather than pursuing market share by changing its pricing strategy."Microsoft's Windows, driven by its partnership with Nokia, is expected to move into the mid-tier by the end of 2012 and become the third largest in the worldwide ranking by 2013.Some analysts raised doubts on Gartner's forecasts, saying that its assumption on Apple's price strategy contradicts statements by Apple's chief operating officer Tim Cook and the cooperation between Nokia and Microsoft will not have that much of an impact on smartphone market share by 2012.
NICOSIA, March 8 (Xinhua) -- Cypriot geneticists have reported a non-invasive Down's Syndrome test that could possibly replace the risky amniocentesis procedure now in use.A team of researchers at the Cyprus Institute of Neurology and Genetics reported in Nature Medicine journal that the new test involves only a small quantity of blood taken from the mother's arm, which is analyzed to detect DNA differences between the mother and the fetus.Philippos Patsalis, medical director of the institute, said Tuesday the new method eliminates dangers involved with amniocentesis testing, which involves sampling amniotic fluid by inserting a hollow needle into the mother's uterus.At present, only women belonging to high risk groups, including older women, are tested for Down's Syndrome, which is the most common genetic cause of mental retardation.Patsalis, who led the study, said the new method would be made available to the medical community after clinical tests are concluded world-wide on 1,000 women within two years.
BEIJING, Jan. 20 (Xinhua) -- China on Thursday announced it had introduced a regulation to better manage state compensation funds. The regulation was signed by Chinese Premier Wen Jiabao Monday and immediately came into effect then.The regulation is aimed to ensure eligible claimants receive state compensation on time and in full.The regulation means governments at all levels must budget for state compensation payouts each year, and if the actual amount of state compensation payouts exceed what is budgeted for, additional funds must be used.The regulation also standardizes the procedure of applying for state compensation.State compensation refers to government pay outs to citizens for damages it has caused them through infringements of their rights.The State Compensation Law of China took effect since 1995.
CHIAYI, Feb. 26 (Xinhua) -- Chen Yunlin, the Chinese mainland chief negotiator with Taiwan, discussed cooperation prospects on Friday with fishermen and farmers in Chiayi in southern Taiwan.Chen, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), led a 50-member delegation and spoke at a seminar attended by more than 70 business people from both the mainland and Taiwan.He said small and medium-sized enterprises on both sides "played an important role in cross-Strait economic development, employment and in maintaining social stability.""Small- and medium-sized businesses are an important part of cross-Strait economic exchanges," he said, adding that among the more than 80,000 Taiwanese enterprises investing on the mainland, over 50 percent are small and medium-sized companies.Chen said that efforts should be made to enhance cooperation between small and medium-sized enterprises on the mainland and those in central and southern Taiwan.The mainland delegation arrived in Chiayi from Kaohsiung after investigating the investment environment with local business leaders. They arrived in Taipei on Wednesday at the invitation of Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF). Both the SEF and the ARATS are authorized by the two sides to handle cross-Strait affairs.Chen said that since 2005, the mainland bought a large amount of farm and fishing products from Taiwan, which greatly boosted sales of Taiwanese products."Many renowned mainland distribution firms are present here at the seminar to seek cooperation opportunities with Taiwan's farmers and fishermen so that the sale of Taiwanese products on the mainland could increase steadily," he said.Chiang said the farming and fishing industries were the most important sectors in southern Taiwan.He added that the tax-reduction plan of the cross-Strait Economic Cooperation Framework Agreement's (ECFA) "early harvest" program, which took effect on January 1, covered 13 categories for farming products and five categories for fishing goods. Chiang said the plan was an opportunity for the industry to expand its exports to the mainland.He noted that the "early harvest" program's duty exemption also covered sectors like textiles, machinery components, and "all related to small- and medium-sized enterprises."Chiang said Friday's seminar was meant to promote cooperation between smaller businesses across the Strait, to deepen the effect of the ECFA to benefit both sides.The mainland delegation will continue its trip in southern Taiwan and return to Taipei late Saturday. They will visit Taipei's Neihu Industrial Park on Sunday before leaving the island on Monday.
