BEIJING, Dec. 4 (Xinhua) - The Municipal Party School in Suzhou City, south China's Jiangsu Province, received a special group of "students" Friday morning for a class on current economic development and future trend.The 46 "students," all freshly-appointed officials of deputy departmental level or departmental level from northeast China's Jilin Province, would soon return home to take office after a two-day visit to local renowned enterprises.They were survivors of one of the nation's public selection campaigns for leading officials this year.In China's northwestern Xinjiang Uygur Autonomous Region, meanwhile, the fiercest-ever competition just entered its final phase. MOSCOW, Dec. 2 (Xinhua) -- A handover certificate on China providing Russia with emergency humanitarian aid has been inked in Moscow between the two sides, the Chinese embassy in Russia announced on Thursday.The document was signed by Chinese Ambassador to Russia Li Hui and Vladimir Puchkov, State Secretary and Deputy Minister of Russian Emergencies Situations Ministry on Wednesday.On behalf of the Russian government, Puchkov thanked the Chinese government and people for providing aid and support to Russia on the abnormal summer wildfires.Li spoke highly of the close cooperation between China and Russia in recent years on emergency rescue and humanitarian aid, and expressed hope that China could further strengthen cooperation and exchange views with Russia in this regard in the future.The humanitarian aid delivered by the Chinese side on Aug. 20 was worth three million U.S. dollars, including fire extinguishers, compressors, fire-fighting suits and gas masks.Statistics showed that the summer wildfires have cost Russia 15 billion dollars.

BEIJING, Dec. 23 (Xinhua) -- China will carry out the House Sale Price Statistical Scheme in 2011, after soliciting opinions via the internet earlier this year, said Ma Jiantang, head of the National Bureau of Statistics (NBS) on Thursday.Ma made the remarks at a national statistics work conference, saying the bureau had accepted suggestions from various departments and experts and would work steadily reform the method of calculating the country's house sale prices in 2011."We'll further work with real estate departments, make full use of their network data, and check the authenticity of the data to further push forward the statistical scheme reform," Ma said.The NBS was committed to improve the scheme at the beginning of the year. It released the draft plan on September 25, which said prices, floor areas, and sales of newly-constructed houses in 35 major cities would be based upon data from local real estate departments, instead of independent research.Ma said that the bureau is working on 4 key systems, including building a database for basic surveyed units, one set of standards for surveyed enterprises, data collecting and processing software systems, and direct reporting network systems."The four systems are aimed to guarantee the authenticity, integrity and timeliness of the data," he said.By 2012, above-scale enterprises, above-norm wholesale and retail accommodations and catering businesses, construction enterprises, and real estate enterprises will be able to submit their data directly to a national data center, said the NBS.Also, about 550 cities across the country will use personal digital assistants (PDA) to collect data for the consumer price index (CPI), a major gauge of inflation, as well as farm produce prices, by the end of 2012, the NBS said. 

BEIJING, Nov. 21 (Xinhua) -- The State Council, China's cabinet, announced Sunday a slew of measures to rein in rising commodity prices to ease the economic pressures on the people.Local governments and departments are required to boost agricultural production and stabilize supply of agricultural products and fertilizer while reducing the cost of agricultural products and ensuring coal, power, oil and gas supplies, the State Council said in a seven-page circular.The cabinet urged local departments to step up vegetable-planting efforts while stabilizing winter vegetable production and strengthening grain and edible-oil production field management to ward off supply shortages.To reduce delivery costs, road tolls for vehicles transporting fresh- and live-farm produce will be forbidden from Dec. 1, the circular said.The cabinet also ordered local authorities to continue to reduce the prices of power, gas and rail-transport for chemical-fertilizer producers while ensuring coal supplies for power generation companies and increasing production of oil -- especially diesel -- to guarantee sufficient supply.Local governments must temporarily disburse subsidies to needy people and increase allowances for poor students and student canteens, the circular added.Local authorities were ordered to establish coordinated social-security mechanisms that promise a gradual rise in basic pensions, unemployment insurance and minimum wages.Local departments were also ordered to adjust prices promptly and to impose temporary price controls on important daily necessities and production materials where necessary.Market monitoring will be intensified to clamp down on hoarding and speculation in major agricultural products, the circular added.Chinese decision makers have made price controls a top priority, as the consumer price index (CPI), the main gauge of inflation, rose to a 25-month high of 4.4 percent in the 12 months to the end of October. The hike was mainly due to a 10.1-percent surge in food prices. Food prices have a one-third weighting in China's CPI calculation.China has been moving to mop up excessive liquidity to combat inflation, with the latest move to target over-liquidity in the banking system.The People's Bank of China, or the central bank, said Friday it would raise capital reserve requirements by 50 basis points for all the banks of the country for the fifth time this year to control credit and liquidity.
