URUMQI, July 9 (Xinhua) -- The Chinese government and the Communist Party of China (CPC) will severely punish the outlaws in the Xinjiang riot, and restore normal social order in the region as soon as possible, senior Chinese leader Zhou Yongkang said here Thursday.     Authorities would take stability as their top priority at hand, and crack down hard on violence, in accordance with laws to protect the lives and property of people of all ethnic groups, and safeguard ethnic unity, said Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee. BEIJING, June 11 (Xinhua) -- Chinese President Hu Jintao and U.S. President Barack Obama sent messages respectively to the United States' National Symphony Orchestra (NSO) Thursday, wishing its performance in China a success.     "I am pleased to extend my warm welcome to all the visiting artists from the United States," Hu said in the message. He recalled the NSO's first visit to China in 1999, saying it "left a beautiful impression to the Chinese audience."     Hu hailed the Symphony's second visit to China at the 30th anniversary of the establishment of China-U.S. diplomatic relations. He said music can help to "refine sentiment of humankind and promote communication between people's hearts of different countries."     "I believe that music from across the Pacific Ocean will enhance the mutual understanding between our two peoples and certainly write a new chapter in the long run of friendship between us," Hu said.     He also wished the performances of the NSO a great success.     In his message, Obama extended a heartfelt welcome to all those attending this performance of the NSO as it tours the People's Republic of China for the second time.     "Music has been called a universal language, " said Obama. "It has the potential to build inter-cultural bridges, forge new relationships among peoples and nations, strengthen our understanding of history and tradition, and enrich our lives and our communities."     "I believe that rich cultural and artistic exchanges like this one will help bring our peoples and our nations closer together," Obama stressed.     The NSO, founded in 1931, is an American symphony orchestra that regularly participates in events of national and international importance, including performances for ceremonial state affairs, presidential inaugurations and official holiday celebrations.     The orchestra came to China at the invitation of the Ministry of Culture. It plans to give a series of concerts in Beijing, Xi'an and Shanghai and perform the renowned works of Mendelssohn, Tchaikovsky and Wagner for the Chinese audience.

BEIJING, May 17 (Xinhua) -- Chinese military authorities pledged Sunday to tighten supervision on senior and middle ranking officers, through strict punishment in cases of breach of duty and regular inspection of their work.     The military will adopt a strict system to investigate and punish senior officers for breaching duty or making mistakes, said a circular issued by the Central Military Commission (CMC) on Sunday.     The document, approved by CMC Chairman Hu Jintao, said it will also introduce a system of accountability by regular inspection on the work of officers at army corps level.     Military units higher than regiment level of the People's Liberation Army must review the work of their commanding officers at least once a year, it added.     Commanding officers from regiment to army corps levels are usually regarded as middle and senior ranking PLA officers.     It will tighten inspection on senior officers to see whether they strictly follow the military disciplines and show loyalty to the Communist Party of China.     The circular called on the officers to keep a communist nature. "In the face of a complicated ideological situation, senior military officers must stick to their faith and keep a firm political stance," it said.     They should devote themselves to building up the country's military capacity to win local wars in the information age, it said.     The document said that the supervision and inspection will focus on any examples of extravagance and waste by military officers.

BEIJING, April 21 (Xinhua) -- A senior Chinese official Tuesday called for steady, active efforts to build a just, efficient and authoritative socialist judicial system.     Zhou Yongkang, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the comment when presiding over a meeting here on judicial reform and work.     He called for intensified efforts to implement the decisions of the CPC Central Committee, get an accurate understanding of the right direction of reform, and carry out research and analysis.     Deepening judicial reform serves the urgent needs to consolidate state power, carry out the basic policy of governing the country by law, and to ensure social fairness and justice, according to Zhou, who is also the secretary of the CPC Central Political and Legislative Affairs Committee.     Judicial reform matters China's long-term stability, social harmony and stability, as well as direct interests of the public and the development and progress of the country's political and legislative work, he stressed.     Reform should reflect opinions and suggestions from all social strata and be in line with national conditions and public opinions, he said.     He also called for efforts to gather the strength and pool the wisdom of the masses in the reform process and ensure reform had practical effects.
