Cigna wants to buy Express Scripts for billion.Cigna is one of the country's largest health insurers, and Express Scripts is one of America's biggest pharmacy benefits managers, which administer drug plans for more than 266 million Americans with employer and government health insurance.If the deal clears regulators, it would be the latest merger to disrupt the health care industry, which has been under heavy pressure in recent years as the federal government, employers and others attempt to control soaring health care costs. Drug prices, in particular, are a target, and pharmacy benefits managers are key players in that arena since they negotiate rebates from drug manufacturers and discounts from drugstores.The merger could give Cigna more control over drug prices, which is a major issue for insurers. Rival insurer Anthem said last year that it would partner with CVS to start its own prescription drug plan manager. Albertsons announced plans last month to scoop up what's left of Rite Aid. It called off a billion merger with Anthem last year after a federal judge blocked the deal on antitrust grounds.A federal judge also put a stop last year to Aetna and Humana merging in a billion transaction last year. The Justice Department sued to block both deals.Other players are also looking to enter the health care sector in an effort to rein in costs. CHULA VISTA, Calif. (KGTV) -- A suspect was arrested in the shooting death of a 24-year-old man in Chula Vista, police announced Tuesday.On May 15, Chula Vista police were called to the 200 block of G Street in response to reports of gunfire in the area. Upon officers’ arrival, Fredrick Wood was found on the ground with gunshot wounds.Wood was taken to the hospital where he died from his injuries.Through their investigation, police learned Wood was “shot inside a nearby residence belonging to Enrique Delgado. The victim then ran into the street after being shot, where he collapsed.”Police said Delgado was nowhere to be found.According to police, investigators tracked down Delgado on June 11 at a motorhome in San Diego. Police said Delgado “admitted to shooting Mr. Wood during a dispute, refused to surrender and stated he was armed with a firearm.”A SWAT team was called to the scene as Delgado barricaded himself in the motorhome. He eventually surrendered without incident.Police reported “several firearms and a large quantity of narcotics were also located inside Delgado’s motorhome at the time of arrest.”Delgado was booked into jail and faces charges of murder, possession of narcotics for sale, convicted felon in possession of a firearm and ammunition, illegal possession of an assault weapon, possession of a stolen firearm, possession of a controlled substance while armed with a loaded firearm and having a concealed weapon in a vehicle. 1468

CHULA VISTA, Calif. (KGTV) – More than 300 South Bay parents and students attended a school safety forum Monday night.The Sweetwater Union High School District and Chula Vista police held the meeting at Chula Vista High School’s Performing Arts Center.“We certainly had some questions, we pinged our kids on what drills are being done on their campuses,” said Ricky Gallegos, who has two kids that attend high schools in the district.School officials and police assured parents that they practice and prepare for the unthinkable. But police were also candid about their limited resources. They have 10 school resource officers for 61 campuses and more than 51,000 students in Chula Vista.  Police asked parents for their help by reminding them to be involved with their kids and school community and to report whatever doesn't sound right. They also told them about the “P-3 Anonymous Tip App” which was launched within the past year. They said it there have been more than 400 tips made and law enforcement removed 13 guns from San Diego County Schools as a result of the app.“I think it’s petty cool, especially that it’s anonymous because I know some students are worried that they’ll talk to someone else,” Leira Gardea, a sophomore at Chula Vista High School said.Mental health was also a big topic of discussion. The Sweetwater Union High School District says they have 13 therapists and assured parents they do their best to disturbed or troubled youth the help they need.Chula Vista Police is holding another school safety forum next week. CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning. They are in the process of scheduling when on-site testing will begin. 2803

(KGTV) -- Chula Vista native Sally Chand always knew what she wanted to do in life: follow in her family's tradition and join the military.Chand's father, her uncles and all of her brothers were all Marines. Her grandfather served in the Army. Chand eventually joined the Marines as well. Her son followed in her footsteps. After graduating from Castle Park High School, Chand served in the Marines for 22 years. Chand made history as the first female and Hispanic war interrogator translator in Chinese Mandarin. Later in life, Chand married a Marine who served for 27 years, Sergeant Major Michael Chand. He was killed while working as a civilian contractor in Iraq. Chand says being a female Hispanic Marine was a challenge in a male-dominated field. However, Chand says she always saw that challenge as motivation to continue working hard. 1068
