QINGDAO, Shandong: China is likely to replace the United States as the world's third most popular tourism destination next year, a United Nations World Tourism Organization (UNWTO) official said. At present, China ranks fourth, after France, Spain and the United States. Last year, China accounted for 5.8 percent of the global tourism market, a growth of 0.3 percent compared with two years ago. Twenty-nine percent of tourists who traveled to Asia and the Pacific last year also visited China. Xu Jing, regional representative for Asia and the Pacific of UNWTO, said the market share percentages of China and the US last year were very close. "I am confident China will overtake the US next year," he said at the 2007 China (Qingdao) International Olympics & Tourism Forum, which concluded on Friday. UNWTO forecast last year that China would become the most popular destination by the year 2020. At the beginning of this year, it revised its forecast to 2015. Xu said the forecast was revised because of the rapid development of the country's tourism industry. The number of overseas travelers to China has increased from 10.5 million in 1996 to 49 million in 2006. The 2008 Summer Olympics in Beijing and the 2010 World Expo in Shanghai, will further boost China's tourism market. The Pacific and Asia Travel Association said inbound tourism to China will increase by 5 percent year-on-year between 2007 and 2009.

SHENZHEN: Efforts to explain and publicize the new Labor Contract Law have thwarted many attempts to dodge the provisions included in it, but violations still occur, an official of a worker's union said Wednesday."We have been keeping an eye out for any abnormal redundancies and it appears the situation is improving," Xie Liangmin, sub-chief of the legal affairs department of the All China Federation of Trade Unions, said during a visit to this southern city.However, a company in Guangdong Province was recently found to have fired a group of contract workers and then rehired them through a manpower services company, Xie said."All attempts by companies to evade their responsibility to take care of their employees will be punished after the detailed regulations of the Labor Contract Law are issued," he said.The federation is working closely with the authorities to draw up detailed regulations, the release of which is likely to be postponed until the first quarter of next year, Xie said.Although the federation has publicly criticized two companies - IT equipment manufacturer Huawei Technology and retail giant Wal-Mart - for attempting to dodge some parts of the law before it takes effect on January 1, no punishments have been handed down.Dong Ping, an official with the Ministry of Labor and Social Security, called on companies to come to terms with the legislation."The law provides an opportunity for companies to develop harmonious and stable working relationships with their employees within a more competitive environment. A successful company always respects its employees and abides by the law," Dong told a forum on promoting the new law.Terry Guo, CEO of Foxconn Technology, a leading IT manufacturer with operations in Shenzhen, said it would give its full support to the Labor Contract Law."The new law will prod companies into becoming more efficient and upgrading their technology. It should help them accelerate their strategic repositioning and restructuring," Guo said.He said Foxconn will work to improve the quality of its staff, save energy and encourage innovation to offset expected rises in its operational costs.The company has also revised its human resources policy and internal regulations to bring them in line with the Labor Contract Law.

SHANGHAI: Thirty intellectually disabled teenagers and volunteers from 18 nations and regions shared their friendship, joy and ideas at a forum held on Friday to fight stereotypes and spread the message of the Special Olympics.The 2007 Global Youth Summit, in conjunction with the ongoing Special Olympics World Summer Games in Shanghai, offered young people an opportunity to talk openly about their needs and expectations and seek ways to reverse stereotyped attitudes about those who are mentally disadvantaged .The 30 pairs of students each had a Special Olympics athlete accompanied by a peer from a middle school or college. The event also brought together adult celebrities from China and abroad to lend their support.At yesterday's summit, Piao Roubing, 17, an athlete from Northeast China, recalled her friendship with her partner, Zhao Xiaoyue, who now studies at a Shanghai university. After meeting at a community forum five years ago, the two have been in contact to share both their happiness and troubles."I was surprised when I received a short message from her one day to consult me about her pains in growing up," said the 19-year-old Zhao. "I feel I am very important to her and she encourages me to have the power and determination to change lives."Compared with many others, people with intellectual disabilities are more sincere and pure, Zhao said. Soaring global oil prices have led to small refiners drastically cutting down on production - forcing Sinopec to fill the void.Since the prices of refined oil products are set by the central government, the refiners - private or local-government-owned - find it unprofitable when the price of crude is as high as is now. Crude prices reached a record .80 a barrel at the New York close on Monday."Surging international crude prices are exerting mounting pressure on the local market (by discouraging small refiners). We are already running at full capacity to ensure fuel supply," Mao Jiaxiang, vice-president of Sinopec Economics & Development Research Institute, told China Daily Tuesday.Sinopec is Asia's top refiner, feeding the bulk of fuel consumption in China. But due to capacity limitations at its plants, there is a rising gap between demand and supply.Mao pointed out that fuel shortages are mainly triggered by the production drop at medium- and small-sized refiners scattered around the country, which contribute 5 to 10 percent of the country's supply.The National Development and Reform Commission (NDRC), the top economic planner, keeps a tight lid on domestic fuel prices to fend off inflation, only allowing refiners to set prices within an 8 percent band of a government-imposed benchmark.Sinopec will have more refining capacity on stream next year, which will help ease supply pressure, Mao said.This year, it is believed Sinopec may import more oil products from abroad if necessary. "As far as we're concerned, the serious reduction of the dollar reserve is a small probability," he said, adding that any adjustments to its dollar holdings will be "incremental."
