NASHVILLE, Tenn. — The Nashville District Attorney's Office will no longer prosecute those who have been charged for possessing less than half an ounce of marijuana."Marijuana charges do little to promote public health, and even less to promote public safety," District Attorney Glenn Funk said Wednesday in an announcement on the policy change. "Demographic statistics indicate that these charges impact minorities in a disproportionate manner. The resources that would have been used to prosecute those charges will be allocated to supporting victims and prosecuting violent crime.Nashville Mayor John Cooper said in a statement that he supports the change in policy."I support the DA's decision to stop prosecuting minor marijuana offenses in Davidson County. We need to continue working to ensure that people have access to drug treatment and that we are doing everything we can to keep nonviolent young people out of the criminal justice system," Cooper said.Last fall, the Tennessee Bureau of Investigation sent a memo to law enforcement across the state that said testing in marijuana cases would "only be performed on felony amounts of plant material and at the District Attorney's request if needed for trial."While the memo did not decriminalize marijuana, defense attorneys said they would be less likely to pursue prosecution for those caught with small amounts of marijuana.The Nashville People's Budget Coalition — a coalition of civil rights groups in the ciry — reacted to Wednesday's policy update, saying Funk's decision could be a beginning of meaningful change, but they want to see more."While the district attorney is attempting to show good effort, we also want to go further," Erica Perry said. "Can you decriminalize and stop prosecuting sex workers? Can you stop prosecuting any amount of drugs? That is important."Funk's decision prompted State Rep. John Stevens, R-Huntingdon, to call for the DA's resignation."A blanket policy to not enforce the law is dereliction of duty and a subversive act akin to treason," Stevens said in a statement, in part. "The determination that marijuana possession is a 'minor; offense is a policy judgment out of the power and authority of the elected District Attorney. MILWAUKEE — Jacob Blake is out of the hospital and in a rehabilitation center, his attorney says.Blake was in Froedtert Hospital since Aug. 23, when Kenosha Police Officer Rusten Sheskey fired seven rounds into Blake's back.Blake's attorney declined to say when exactly Blake left the hospital, or how long he is expected to remain at the rehabilitation center. Blake's family said he had been paralyzed from the waist down. It appears his condition has improved somewhat, as he is now recovering in an unidentified rehabilitation center.Blake was initially handcuffed to his hospital bed after the shooting. Police said at the time that the handcuffs were necessary because Blake still had an outstanding warrant on him. After he posted bond and with the help of local lawmakers, the handcuffs were removed, and the police officers guarding his door left.Officer Sheskey has not been charged in the shooting. Sheskey's attorney says the officer believed at the time that Blake may have been trying to drive off with a woman's child.On August 23, Officers were initially called to a domestic incident. There, they attempted to arrest Blake on an outstanding warrant for third degree sexual assault charges. Blake tried to get into his car, when the officer fired his service gun into Blake's back.The shooting quickly became national news as protests erupted in Kenosha and across the U.S.After a few nights of demonstrations in Kenosha, a 17-year-old man opened fire on the crowd, hitting three people. Two people died and the third was taken to the hospital. The teen, Kyle Rittenhouse, was arrested at his home in Illinois and he is now facing extradition to Wisconsin and charges in the shooting deaths. Multiple people were busy Monday morning in Fort Pierce rescuing baby sea turtles that were stuck in seaweed from the high surf and strong winds of Hurricane Irma.The rescue was occurring at 10 a.m. at Jetty Park. A man named Eric said he spoke with the Florida Fish and Wildlife Conservation Commission, who told him to put wet sand in a bucket and collect the stranded turtles.    FWC originally said to put the turtles back into the water but later changed their mind.“Originally FWC told me to put them back into the water, but we noticed that they were just coming right back onto the shore because the waves are just too strong for these little creatures,” said Eric.He said when other people in the area saw what he was doing, they jumped in to help with the rescue.The group of people were frantically digging through a massive mound of seaweed with their bare hands to save as many turtles as possible.By 10 a.m., the group had rescued about 50 to 60 baby sea turtles and nine eggs that were not broken. Unfortunatly they found about 20 small turtles that did not survive Irma.FWC said they come by later to collect the turtles.  1181

More than 20 states have set records in daily reported cases of COVID-19 in recent days, prompting concern that another surge in deaths and hospitalizations linked to the virus could be on the way.According to information from Johns Hopkins University, 22 states across the country — particularly in the Upper Midwest or Great Plains region — are seeing record increases in new COVID-19 cases. Among the states seeing the most dramatic spikes are Montana, Nebraska, North Dakota and South Dakota.The cases in the upper Midwest may have been fueled by the Sturgis Motorcycle Rally, which took place in South Dakota between Aug. 7 and Aug. 16. At least one report has estimated that the rally may have led to the infection of more than 250,000 people.Since the day the rally began, the number of new cases in South Dakota has risen from about 90 a day to more than 700 a day, and deaths increased from about one a day to about 10 a day. It's an exponential rise that's been mirrored in North Dakota and surrounding states.The spike in cases in the Plains and the Midwest has fueled a new surge in case counts across the country. MILWAUKEE, Wisconsin — The parents of a 9-year-old Milwaukee girl shot and killed by her brother over the weekend have been criminally charged.Marcel Antonio Jelks, 32, and Talisha Lee, 29 both faces charges. Jelks has been charged with child neglect resulting in death and possession of a firearm by a felon. Lee has been charged with child neglect resulting in death, and furnishing a firearm to a felon.According to Milwaukee Police's preliminary investigation, Miyanna was accidentally shot by her brother — who is a minor — in their home in the 4500 block of North 38th Street just after noon on Saturday. She was brought to a local hospital where she was pronounced dead. Police say the brother was been taken to the Milwaukee County Children's Court Center. "She was a beautiful, young girl. She was smart, intelligent. She was just 9 years old," said Jay Jones, a family friend.Jones said seven children live in the house with their mom and dad and he doesn't believe the father knew their was a gun inside the house."They are not the type of people to put their kids in no type of danger or anything like that," he said.If convicted, Lee faces 25 years in prison. Jelks could be sentenced to an additional 10 years due to his criminal history. 1305
