VISTA (CNS) - A man is in custody for an alleged hit-and-run accident that caused a fatality, a California Highway Patrol official said today.Authorities arrested David Palafox, 29 of Vista and booked him into the Vista Detention Facility on suspicion of felony manslaughter, driving under the influence, and hit-and-run, said Mark Latulippe, CHP public information officer.Related: Interstate 5 hit and run deathAccording to the CHP, at 8:14 p.m. Friday, Palafox was driving his white GMC Sierra truck eastbound at a high rate of speed on Palmyra Drive, approaching Estrelita Drive.A 51-year-old man was walking across Estrelita Drive near the intersection when Palafox turned his vehicle right and hit him, Latulippe said.Related: Retrial for San Ysidro hit-and-run suspectLatulippe said Palafox didn't stop and fled the scene. VISTA (KGTV) — A driver accused of crossing into wrong-way traffic and killing an Escondido cyclist turned to a witness after the crash and said, “I’m sorry,” before speeding off, according to court testimony Tuesday.Jamison Connor, 41, appeared in a Vista courtroom for a preliminary hearing on several charges. But it can also make it harder for some people to vote depending on what state or county they live in."For the most part, Election Day is not a holiday in the United States and if people are going to vote, they need to take time off work or make some sort of arrangements for child care. There’s a level of inconvenience to it and not every state and city is very accommodating of that," said Masket.A number of states across the country have been 100% mail-in ballots for quite some time, others have joined on recently. "I believe Oregon was the first to go in this direction back in the late 1990s. They started doing all mail-in ballots, a few others, mostly western states including Hawaii and Washington and Utah followed suit. Colorado started doing this for the 2014 election cycle, so it's a relatively small number of states. But since California is now in the mix it’s a large number of voters," said Masket.Ben Hovland is the Chairman of the U.S. Election Assistance Commission. He says in the last presidential election, 25% of Americans voted by mail or absentee ballot."We've seen a few other states come on recently like Utah and Hawaii and then a few states this year but you also have states like Arizona where they have permanent early voting list where about 75% of their voters are getting a mail ballot sent to them automatically," said Hovland.Hovland says in nearly every state, voters can request a mail-in ballot. Though, some states require you to provide a valid excuse for it. Still, he expects a record number of people will be voting by mail in 2020 because of the coronavirus pandemic. No matter how you vote this year, experts say make sure you're going to your local government, and not social media, for information about how and where to vote, registration information and vote-by-mail deadlines."The National Association of Secretaries of State has led a program called Trusted Info 2020 which is oriented towards getting people to go to their local election official for information," said Hovland. (KGTV) -- The San Diego County Sheriff’s Department is searching for a man who disappeared from a care facility.The department tweeted just after 1 p.m. that 36-year-old Berhane Piong went missing from the facility on the 2220 block of Bosna Place in Vista.Piong has a developmental disability and has the living and decision-making skills of a 12-year-old, authorities say. He will only respond when called by Berhane.Piong was last seen wearing his favorite camouflage hoodie jacket, black sweatpants and blue sneakers.Anyone who spots him is asked to call 911. 586

The North San Diego County city invites you to celebrate its history this Sunday at the annual Vista Strawberry Festival. In the 1960s and 1970s, strawberries from Vista were shipped around the world. The crates were so popular, strawberries in the Netherlands became known as “vistas”, according to the festival’s website. The community celebration, to be held May 26, brings events including a run, Little Ms. Strawberry Shortcake pageant, and contests for pie eating and beer stein-holding.
