SAN DIEGO (CNS) - U.S. Navy Secretary Richard Spencer and officials with the San Diego Association of Governments signed a formal agreement Thursday to potentially revamp the Naval Base Point Loma Old Town Complex, which local officials hope to use as a transit hub to connect public rail transit to the San Diego International Airport.SANDAG and local U.S. Navy officials signed a memorandum of understanding on the subject in July that did not require either party to take action on the 70-acre property but allowed both sides to discuss their vision for the complex's future.The agreement with Spencer and the Navy will supersede that document and start a path to San Diego's own "Grand Central Station" while working to modernize the complex for Navy uses as well.RELATED: SPAWAR area could be missing link to San Diego's airport transitIt outlines goals for this year and next year like finding funding for site planning, starting the environmental planning process, potentially drafting legislation and requesting congressional authorization if necessary."San Diego is a city of innovation and exploration that matches the work ethic of every sailor and Marine at sea," Spencer said. "With this agreement, we are taking our long partnership a step further, moving forward on a plan that will better protect our nation and invest in the community."RELATED: SANDAG leaders unveil bold vision for future of public transit in San DiegoThe project could eventually receive partial funding from the San Diego County Regional Airport Authority, which signed a 10-year agreement worth more than a half-billion dollars with its airline partners in July to fund improvements to public transportation to and from the airport.The complex is currently home to Naval cybersecurity and information officials, including the Naval Information Warfare Systems Command. "This project can strengthen the Navy's presence in San Diego, create thousands of jobs and incorporate a transit hub to make it easier for people across the region to get to and from the airport." 2722

SAN DIEGO (KGTV) - A Clairemont neighborhood woke up Thursday to a police raid, one week after surveillance video captured a gun battle in the exact same area. A damaged front door was left behind after a police action early in the morning. Just before 7 a.m., a surveillance camera captured officers arriving on Batista Street. They line up in front of a two-story home, before executing a search warrant there."So unusual. Don't remember anything like this in recent memory," said Gail Martin, who has lived in the neighborhood for more than 30 years. For neighbors, the bizarre events began last Friday. Doorbell video shows a speeding black truck turning onto a street past a sedan, which then begins to move. In the next video, the truck is stopped on the street. Not far away, someone emerges from the passenger side of the car and starts firing a handgun. After about six shots are exchanged. The car then backs up and peels out. Another surveillance camera shows the truck racing out of the area.Evidence markers revealed a scene resembling the Wild West. Did other clues lead to the nearby home? Neighbors tell 10news a lot of young people are seen coming in and out at all hours."A lot of partying, a lot of drinking. Yelling and fighting ... not very common for this neighborhood," said Eric Jacobs. On this morning, the activity was narcotics officers swarming the home. The search of the house lasted more than an hour-and-a-half. When it wrapped up, a young man was handcuffed and taken into custody. A SDPD spokesperon confirmed a search warrant was completed by narcotics officers but said detectives have yet to make a link to the shooting. 1665

SAN DIEGO (KGTV) - A boy found wandering in the parking lot of a Rolando church Monday was reunited with his mother.The pastor of the Fellowship of Love Divine church found the boy around 2:30 p.m. in the parking lot on Aragon Dr., near the Kroc Center.San Diego Police got a call about 30 minutes later from a mother reporting her child missing from a home about a block away."He was clean. Had on a pair of Pampers, and a pair of socks. And he stuffed had a toy car and he seemed to be really happy, you know," said Pastor James Dawson.The boy was returned to his mother at their apartment nearby. SAN DIEGO (KGTV) — A 74-year-old woman was pinned between a U-Haul van and a retaining wall after chasing after the runaway van in Valencia Park.After exiting the van Saturday at about 7:30 a.m., the woman failed to set the parking brake, San Diego Police said. As the van started rolling northbound on Valencia Parkway, the woman gave chase.She was re-entering the vehicle when it veered to the left, struck a fire hydrant, a retaining wall, and another vehicle, police say, pinning the woman between the van and the wall.The woman suffered non life-threatening injuries, including a fractured pelvis.SDPD Traffic Officers were investigating the incident Saturday. 673

  

SAN DIEGO (KGTV) -- A brush fire burning near the border in Otay Mesa grew to 10 acres Monday afternoon, according to Cal Fire. Thick, white smoke could be seen billowing from miles away. Cal Fire originally reported the fire around 4 p.m. burning in Tin Can Canyon. The fire then grew to five acres before Cal Fire posted a third tweet, noting that the blaze had grown to 10. "Firefighters continue to make progress," the agency said Monday evening. Just before 6:30 p.m. Monday, the agency said crews were able to stop the forward rate of spread.#BorderFire [update] The IC reports that the forward rate of spread has been stopped.
