SAN DIEGO (KGTV) - The California Highway Patrol said a person arrested at gunpoint on Interstate 15 in San Diego Thursday was suspected of driving illegally in the HOV lane and leading an officer on a pursuit.The chase happened on southbound I-15 just south of Aero Dr. at 5:30 p.m.Officers said the driver was in the high-occupancy vehicle lane and failed to pull over, leading to the brief pursuit.There are no reports of any injuries or a reason why the driver did not yield for the traffic stop. 508

Councilman Chris Cate said he is very excited about the opportunity, "the goal in this endeavor is to have a central location for both our firefighters and our police officers to have a viable long term solution for their training facility."Currently San Diego Police and Fire train at a facility just north of Terminal 2, at Lindbergh Field.Along with asbestos problems, the entire facility will come down to make way for the Pure Water San Diego Project, that will turn wastewater into drinking water."We have to be in construction before that because all of those guys have to be out of there," Cate said the deadline is 2027. He hopes by that time a permanent facility will be open for the first responders.Some of the items on the wish list, "classrooms, virtual simulations and testing/tactical obstacle courses, life-size training buildings, home simulations simulating burn scenarios, and many other necessary components required for a safe city."Cate said another important part of the process is weighing the opinions of neighbors, both in households, and businesses. One woman who works nearby said she's worried how much traffic a facility like that could bring.Cate is most concerned about police, fire and SWAT personnel, "it's incumbent upon us as policy makers to make sure that they have all the tools that they need to do their jobs very well for the public."The study is set to be completed by Summer 2020. SAN DIEGO (KGTV) - The family of a mother and daughter killed by a YouTuber in a wrong-way crash on Interstate 805 filed a lawsuit this week against the teenager’s estate, the City of San Diego, and the County of San Diego. Eighteen-year-old Trevor Heitmann, known as McSkillet, drove his McLaren the wrong way on the freeway in August 2018, killing Aileen Pizarro and her 12-year-old daughter Aryana. The sports car collided with the family’s SUV, which burst into flames. In their lawsuit, Aileen’s father Miguel Pizarro and son Dominic Pizarro cited the County and City for negligence resulting in death. The lawsuit cites an incident the day before the crash, during which the San Diego County Psychiatric Emergency Response Team responded to a call claiming Heitmann was “screaming, paranoid, and delusional”. A psychiatrist, Dr. Mary Rusher, told police she had evaluated Heitmann and he was “a danger to himself and to others and must be immediately detained on a California Welfare & Institutions Code 5150 hold,” the suit stated. Rusher also told a police dispatcher Heitmann had displayed manic symptoms and appeared paranoid, delusional, out of control, and threatened to harm his mother in preceding days, according to the court document. “Police left the home without any evaluation of Trevor’s condition, or notifying PERT, if they were not part of same (PERT),” the lawsuit says. The suit claims the police officers were not exercising their authority to place Heitmann on a 5150 hold in accordance with the law. SAN DIEGO (KGTV) - The California Highway Patrol has ruled out street racing and DUI as causes of a crash on Interstate 805 in Sorrento Valley that left a man with serious injuries. Traffic came to a standstill in the northbound lanes of the freeway about 2 p.m. when a silver Mercedes SUV hit the driver of a blue Nissan. Witnesses told the CHP the Nissan suddenly stopped in a lane and the driver got out of the car. CHP says the Nissan became disabled and the driver got out of the car after pulling off to the side of the road. The Nissan’s driver was struck and thrown 135 feet before landing on the pavement. The CHP said the man had severe head injuries. A total of four cars were involved in the resulting pileup. Three people were taken to the hospital, San Diego Fire-Rescue reported, but no one aside from the Nissan's driver was seriously hurt. The other drivers stopped and cooperated with the investigation. The affected lanes of the freeway reopened about four hours after the crash.The Nissan was recently purchased, according to the CHP. Amon Browning and his wife Christina were recently featured on ABC News. The San Francisco couple just retired, and they’re only 40 years old. “I was making ,000 a year, and Christina was making about ,000 a year,” says Amon Browning. In just eight years, they managed to save million by investing 70 percent of their income through a method called FIRE, which is short for Financial Independence, Retire Early. Everyone in the movement is different in their quest to save and retire early; there’s no one specific way to do it. “Some things that most people cut: really expensive cable, really expensive phone bills, streaming services,” adds Mah. For others, it’s more drastic, like downsizing a house or giving up an expensive car for a used one. The FIRE movement takes a great deal of sacrifice. To be successful like the Brownings, you must reduce spending, pay off your debts, and maximize your savings by setting aside 40 to 60 percent of your income.
