SAN DIEGO (CNS) - The death toll in an outbreak of hepatitis A in San Diego has reached 16, and 421 people have been sickened with the disease, the county Health and Human Services Agency reported Tuesday.The figures are associated with an outbreak that began last November and has struck the homeless population and users of illicit drugs particularly hard.RELATED: San Diego to begin spraying down streets to control Hepatitis A outbreakPatients who contracted hepatitis A, which attacks the liver, in a manner unrelated to the outbreak aren't included in the statistics.The new numbers were released the same day the city of San Diego began a pilot program to keep 14 public restrooms in Balboa Park open 24 hours a day. Under direction from county health, the city on Monday began washing down streets and sidewalks in the East Village with a bleach formula.Also, around 40 hand-washing stations were set up around the city -- concentrated in areas where the homeless congregate -- around the beginning of the Labor Day weekend.RELATED: City and County of San Diego provide handwashing, vaccines to stop Hepatitis A outbreakOn Wednesday, a proposal to declare an emergency in San Diego over the outbreak and a lack of shelter space is scheduled to go before the City Council's Select Committee on Homelessness.Councilman David Alvarez suggested the declaration nearly two weeks ago, calling for immediate action because of the fatalities. In response, the office of Mayor Kevin Faulconer said the declaration was unnecessary, since the city was taking steps to combat the illness.County officials, meanwhile, are continuing a program of vaccinations, which are considered to be the best way to prevent hepatitis A. The disease is spread by contact with microscopic amounts of infected feces and via sexual transmission.RELATED: Hepatitis A outbreak ravages San Diego homeless populationMore than 7,000 shots have been given to people considered to be at-risk of acquiring the disease, and over 19,000 shots given out in total, according to the HHSA.In January's annual tally of the area's transient population, 5,619 homeless individuals were counted in the city of San Diego, a 10.3 percent increase from last year. David Hamilton, Boeing Company aerodynamicist and aerospace engineer Robert Liebeck and Robert Gilliland, the first man to fly the SR-71 Blackbird.The museum launched the International Air & Space Hall of Fame in 1963 to honor pilots, inventors, engineers, space explorers and more who have made important contributions in the fields of Earth and space flight. Past inductees include air and space luminaries like Charles Lindbergh, Neil Armstrong, Chuck Yeager and Ellen Ochoa."We're especially pleased to honor this exemplary class of 2019 because these men and women are amongst the most talented figures in air and space history," museum President and CEO Jim Kidrick said. "Aviation and space exploration, as embodied by the honorees in the International Air & Space Hall of Fame, directly represents the human pioneering and exploring spirit."Proceeds from the induction ceremony will benefit the museum's programs to educate young people about flight and space exploration. SAN DIEGO (CNS) - The San Diego Humane Society will make a group of animals displaced by the Camp Fire available for adoption Friday.Earlier this month, the organization's Emergency Response Team deployed to Butte County for 10 days to offer aid to hundreds of animals displaced or otherwise affected by the fire.The team returned to San Diego Dec. 19 with eight dogs and three cats, some of whom received treatment for burns caused by the fire.The owners of the 11 animals surrendered them to the Humane Society because they could no longer care for them. As a result, they will not have an owner seeking to find them once conditions improve in the areas affected by the fire.The Humane Society will put a group of the displaced animals up for adoption at 10 a.m. at its main campus, located at 5500 Gaines St. Available animals include a bonded pair of 6-year old miniature pinscher mixes named Pikachu and Panchie and a 3-year old cat names Sunshine.One of the dogs, 11-year-old Cinnamon, was adopted on Friday. Two of the cats have also found forever homes. Residents can view the Humane Society's adoptable animals at sdhumane.org/pet. Adoptions will be on a first-come, first-served basis. 1203

  

SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer announced Monday he has directed city staff to delay full enforcement of parking regulations until Oct. 1, to provide more support for residents impacted by COVID-19.Parking enforcement has been limited to holiday or Sunday regulations in San Diego since March 16. During that time, the city has suspended citations for vehicles violating street sweeping parking restrictions, metered parking, time limits and yellow commercial zones. Citations have continued to be issued for vehicles parked illegally at red, white and blue painted curbs.Previously, restrictions had been scheduled to return on July 1, Aug. 1 and Sept. 1, but the ongoing pandemic has prompted a delay each time.According to Faulconer's office, before March the city processed an average of 42,000 parking citations per month. In April, the city issued 1,704 parking citations for violations of the holiday or Sunday regulations.Restarting parking enforcement is seen as one small step toward restoring San Diego's economy by allowing for increased turnover of customers in business districts, Faulconer has said. But extending limited enforcement of parking regulations will provide additional relief for residents impacted by COVID-19 shutdowns."We know many San Diegans are facing financial hardship during this difficult time, and the last thing we want to do is add another burden like having to pay for a parking ticket," Faulconer said. "Delaying full parking enforcement is simply the right thing to do as we work together as a community to recover and rebound from this deadly pandemic."Other jurisdictions in San Diego County have continued to enforce metered parking, so drivers are encouraged to review posted signage when looking for a parking space.Street sweeping has continued throughout the public health emergency. During the limited enforcement period until Oct. 1, citations with corresponding fines will not be issued to vehicles parked in street sweeping zones. 2010

  

SAN DIEGO (CNS) - Police Tuesday were searching for a man suspected of carjacking another man on a Bay Terraces street.The victim was sitting in his 2018 Kia Forte around 9:55 p.m. Monday in the 1300 block of Manzana Way, near the Hillsborough Recreation Center, when a white van pulled up alongside him, San Diego police Officer John Buttle said.A man got out of the van and told him he wanted the car, then the victim -- assuming the man had a weapon -- got out of his car, Buttle said.Another person driving the van sped away, followed by the thief in the victim's Kia, which had California license plate 8BCW102, the officer said. No detailed suspect descriptions were immediately available.Anyone with information regarding the theft or the location of the car was asked to call SDPD's robbery division at 619-531-2299 or San Diego County Crime Stoppers at 888-580-8477. 883
