CHULA VISTA, Calif. (KGTV) -- As the Sweetwater Union High School District deals with financial trouble totaling tens of millions of dollars, employees are starting to feel the impact. At least 300 employees with the district opted for early retirement, some of whom retired this December. Peter Bishop has worked for the district for more than 17 years as a math and science teacher. I’m sorry to leave the kids, sorry to leave my colleagues, those are the folks I’m going to miss, but, you know, time to move on.”Bishop expects that there will be an impact to schools throughout the district as experienced teachers move out and younger, less experienced ones move in. The teachers that retired were all long-term teachers. Very experienced. Those who selected early retirement were given two options for bonuses: Leave in December to receive 85 percent of their annual salary or leave at the end of the school year in 2019 to receive 60 percent of their annual salary. The offer comes as the district figures out how to deal with financial woes. A recent report by the Fiscal Crisis and Management Assistance Team found massive spending, tens of millions in deficit and lack of oversight as just a few reasons for the financial trouble facing the district. 2213

(KGTV) – A Chula Vista family came home to their house completely ransacked by burglars.“It was a total mess,” homeowner Eric Deas said. “It was like a hurricane came into my house.”Deas says he left for his aunt's house around 11:30 a.m. on Tuesday. When he got back around 3 p.m. he found that someone had tried to get into his backdoor, then smashed a window to get in.The thieves stole thousands of dollars worth of jewelry and electronics. But they also raided his fridge, drank his alcohol, and ate his food. They trashed his house, dousing his floors and furniture with booze.  Deas even found feces in the upstairs bathroom. "They didn't flush," he said.He also found a shoe in his aquarium.  About ten of his prized fish were dead.  He thinks the thieves dumped wine in the fish tank.“It looked like they had a good time,” he said.  “They had a party in my house. Unfortunately, it was a 'damage party.'”A neighbor’s security camera caught a white BMW park in the neighborhood. Then it appears of group of teens got out of the car and started walking towards Deas' house. The video was taken in the same time frame of the break-in. It was hard to make out faces or a license plate, but Deas thinks its video of the party bandits.The intruders also took something very sentimental from him.“My mom wrote me these handwritten notes. She passed away two years ago,” Deas said, “Things that sad, 'love you, ma.' It was personal.”Deas doesn't think he will get them back.“I call them punks; they don’t deserve to be people. I want them to know they picked the wrong house,” Deas said.  “(They) will be caught. (They) will be found.” 1724

CHULA VISTA, Calif. (KGTV) -- A beloved South Bay preschool director is being remembered as someone who always made others feel special.Aaron Partch was a co-director at Concordia Preschool in Chula Vista. He passed away September 15th.A virtual memorial for him was held Saturday.Like many other schools, Concordia closed in March during the pandemic. A couple months after the school closure, Partch was diagnosed with grade four glioblastoma. He had undergone brain surgery and was receiving treatment, including chemotherapy and radiation. In mid-September, Partch passed away suddenly from a heart attack.“God took our warrior up to heaven where he no doubt is singing and dancing with the angels,” his family wrote online.His co-workers said his energy will be missed.“He knows everybody by name. His greetings were always extremely cheerful, but sincere. When he asked you how your day was, he wanted to know,” said preschool teacher Meagan Lee, who worked with Partch for the last two years. “I think it’s really hard for all of us to walk down the halls and know he’s not going to be there with us.”Partch had been with Concordia Preschool for more than ten years. Nearby schools also remembered him.“If you knew him, you knew what a loss this is not just for Concordia, but for our community as well. Aaron was one of those people who lit up a room. He filled every moment with happiness and joy, and he was such a great leader to his students,” the Enrique Camarena PTA wrote on Facebook.Partch was 51 years old. CINCINNATI -- A 911 operator who was placed on leave after a teen's death will return to work Wednesday.Police spokeswoman Tiffaney Hardy couldn't say if that operator, Amber Smith, would face any discipline because an investigation is continuing.Smith took the second call Kyle Plush placed to 911 as he suffocated in his van outside Seven Hills School. Since then, teachers have been cut, bus routes were eliminated, and class sizes have increased.FCMAT recommends the state controller and local district attorney be notified of its findings.Frances Martinez, the former internal auditor for the district, told Team 10 the "people who purposely did wrong should be held accountable." Martinez said she raised the red flag regarding financial issues at the district, but was not taken seriously. She said when it came to some of the district's financial accounts, "that's how the reconciled. They just made up stuff and made a balance."Martinez said she was sitting next to Superintendent Karen Janney when the multimillion-dollar deficit was discovered. "She said, hey it's the business system. It's old, huh? Just making up stuff. I've heard about six different versions of the truth and none of them have been truthful."The former Chief Financial Officer Karen Michel would not participate in the audit. The team also could not make contact with Doug Martens, the director of fiscal services.With the release of the FCMAT report, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The district was given 15 days to respond to the audit's findings with its "proposed action."One teacher in the district, who did not want to be identified, said the audit's findings were sad, but not surprising. "Hopefully, the positive that can come out of this is that we become more transparent and have more oversight and this will never happen again," the teacher said. On Tueday, SUHSD spokesman Manny Rubio provided this statement to 10News on behalf of the district: "The Sweetwater Union High School District is currently reviewing the report from FCMAT and its findings and recommendations. The District takes this report very seriously and will be determining next steps. Given that this matter is still pending, we will refrain from any additional comment at this time."The District Attorney's office said they are reviewing the audit. There is also an investigation into the district by the Securities and Exchange Commission. An agency spokesperson would not comment. 4002
