SAN DIEGO (KGTV) —  Christmas came early for Haley Proctor; a soon-to-be single mom and hospital corpsman with the U.S. Navy, based at Camp Pendleton."Thank you so much. I appreciate it!" Proctor exclaimed as she received a re-furbished 2017 Toyota Corolla.Before she arrived, the Corolla was loaded with items from a simple wish list: Diapers, baby clothes, a stroller, a car seat, and a teddy bear in a blue vest. All are the same color as the car. It's much needed transportation. "Drive back & forth to work and take my daughter to daycare and go to the grocery store and things I was doing on foot," she said. "They did. They did it in blue; it's my favorite color. So awesome." A small town girl from Indiana, where it's snowing now, Haley was grateful on many levels. The Armed Services YMCA, Caliber Collision, and Allstate Insurance weren't finished; presenting her with a check for 00 dollars."It's gonna make my life 2,000 times better!" she added. "So overwhelmed I can't even cry. Thank you so much. Such a blessing." One other blessing coming in about four months, "I think I'm gonna name her Gabriella. She's a blessing and this whole team's been a blessing to me. I am so appreciative and I hope that one day I can give back to someone that done something good." It is an early Christmas gift for Haley and a birthday present, too. SAN DIEGO (KGTV) - When a baby is born premature, a family’s world can be turned upside down. November is Prematurity Awareness Month. So, in recognition of that, the March of Dimes donated 50 care packages filled with everything from fuzzy socks to crossword puzzles, and tissues to parents who spend countless hours with their babies in the NICU. "Oh, is that funny?" says mom Vanessa holding her newborn. For a mother, anything her newborn does is a little miracle. "So this is our boy Ezekial,” says Vanessa showing off her little miracle. “He was 3 pounds, 10 ounces." But Ezekial is only one of three miracles. There's also sister Eleana, and little Evelyn. Triplets, three little miracles, born nine weeks premature at Sharp Mary Birch. "I spent three and a half weeks upstairs on the fourth floor, admitted. Um, it was hard,” adds Vanessa holding back tears. “I carried the triplets until 31 weeks and three days, and we've been here ever since, I'm going on about 40 days." Forty days and counting in the Neonatal Intensive Care Unit at Sharp Mary Birch Hospital. And Vanessa, with a two year old at home already, is here six to nine hours a day. "I come between 10 and 11, and I'll leave about 5 or 6. It just depends. Sometimes it's just hard to leave," says Vanessa. On this day, the March of Dimes is here delivering care packages. A little comfort for parents trying to navigate the emotional roller coaster of life in the NICU. "It's great, the nurses love our babies, and the doctors are amazing,” says Vanessa. “It's just some days are hard because this is what you come to every day. And every day I just want to hear, 'Your babies are ready to go home.'" That day will come, just like it did for Kristina and Mia. "She was born on July 31st, and she was supposed to be born on November 3rd. She was born 1 pound and 9 ounces," says mother Kristina holding her little Mia tight. Mia was 14 weeks premature. "This kind of puts it into perspective of how small she was,” says Kristina showing a picture on her phone. “That's my husband’s finger, and that's her little hand. Her fingers don't even wrap around the tip of his finger." The difficulty of having to leave your baby in the hospital, and the trust that a parent has to have in the nurses who care for them is overwhelming and at the same time, very comforting. “Yes, it is extremely overwhelming, depressing,” says Kristina. “But you bond with these people here and they become family, they really do. That's why I’m back here today to visit my primary nurse. We will always be grateful for everything they did for us here." Mia was part of a March of Dimes study when she was in the NICU at Sharp Mary Birch. Each year more than 22 thousand babies never make it out of the NICU because of complications with premature birth. SAN DIEGO (KGTV)- Across San Diego County, most law enforcement agencies have been focusing on education rather than enforcement regarding violations of the county’s public health order.The goal is to get people to comply voluntarily.“What we’re trying to do here is educate the public so that ultimately we can save lives,” said San Diego Sheriff, Bill Gore.In the City of Coronado, police have been offering people free facial coverings.“To approach folks in an enforcement posture, I’m not sure we’re going to get the type of compliance we need,” said Coronado Police Chief Chuck Kaye. “When we see folks that are not using face coverings we say ‘hey can we offer you a face covering?’”This Fourth of July weekend is expected to be busy, especially at local beaches.California Gov. Gavin Newsom ordered all parking lots of state beaches in Southern California and the Bay Area to be closed for the weekend.The City of Oceanside has also decided to close off its beach parking lots.So far, no community COVID-19 outbreaks have been linked to outdoor settings.“I spoke to a number of the coastal mayors and said ‘are you confident you can enforce the physical distancing at your beaches?’” said county’s supervisor, Nathan Fletcher. “They said they can so we have to trust them that they can do that as we move forward into the weekend,” said San Diego County supervisor Nathan Fletcher.“We have our normal patrols in our coastal towns that we police for,” said Gore. “We’re not planning to add enforcement details to be specifically walking on the beaches to look at who’s wearing a mask, who’s socially distanced or not.”Gore said he expects beachgoers to comply with social distancing and facial covering rules when required.Under the latest public health order, restaurants must close to the public from 10 PM TO 5 AM.Bars, wineries, and breweries that don’t serve food must completely close down. Wineries that operate outside are an exception and may stay open.“State regulatory teams will be in different regions, we’ll be working with that team here which part of it is Alcohol Beverage Control and our county regulatory agency,” said Gore. “So, we can do enforcement if we don’t get that voluntary compliance that we’re seeking,” said Gore.The San Diego Police Department said it's anticipating crowds this weekend and will have extra officers patroling the beaches and bays to keep people safe. SAN DIEGO (KGTV) — Video posted to social media went viral this week, reportedly showing San Diego Police officers' violent arrest a 20-year-old man.Trenelle Cannon was arrested on warrants in Chula Vista Tuesday at about 6 p.m., according to his mother. He was booked into jail and charged with carrying a loaded firearm in a public place, robbery, and identity theft, according to SDPD, however more charges may be filed.The video shows several officers above Cannon as he is being arrested. One officer can be seen making a repeated punching motion. Cannon's girlfriend, Shakira Smith, was in the car with him and other friends at the time of the arrest and captured the video."A 12 second video of this arrest was shared on social media without any context or details provided," police said in a news release. Video released later in the day by police shows a man tackling a police officer before more officers get involved. SDPD held a press conference to address the video:Undercover officers had been conducting surveillance of Cannon in the area of 600 E St. in Chula Vista when they requested uniform officers to arrest him, SDPD Chief David Nisleit said during a press conference. Nisleit says Cannon then fled from officers, forcing police to give chase. At some point during the chase, a weapon was recovered where a witness last saw Cannon. Nisleit said Cannon was located once again in the area of 1100 4th Ave., where he got into a car with four others. The vehicle then proceeded to get onto Interstate 5, where officers conducted a traffic stop.During the traffic stop, Nisleit said Cannon tackled an officer to the ground, prompting multiple officers to assist in an arrest. Nisleit said officers feared Cannon had another weapon and used a "combination of physical force and distraction strikes" to restrain him."This is a very important key to note, once restrained and no longer a threat to officers no additional force was used on Cannon," Nisleit said.The family of Cannon held a press conference in response to the incident:Smith, as well as Cannon’s mother spoke at a news conference Thursday afternoon. Smith said she and Cannon were in a car with several friends when they were pulled over. She claims Cannon was pulled out of the car before being thrown to the ground. She then says officers piled on top of him. Smith made no mention of what happened before the couple got into the car, when police say Cannon led them on a chase, allegedly dropping a gun along the way.After screaming at police, Smith says she started recording the arrest. As she was recording, Smith says police told her: “put your phone away, you can’t do that.”The family and others said they wouldn't answer any questions following the news conference. Nisleit said Cannon and the officers involved were not injured, aside from slight abrasions. Internal Affairs detectives was notified of the arrest and will evaluate officers' use of force and whether they followed policy.
