(KGTV) - A bill that would create the option for a third gender marker on California driver's licenses and birth certificates is heading to the state Senate.SB 179, also known as the Gender Recognition Act and introduced by Senator Toni Atkins, passed through the State Assembly 50-13 and will now return to the Senate for approval of amendments made in the assembly.If approved in the Senate, it will head to Governor Jerry Brown's desk for signing.RELATED: San Diegan third in nation to change gender to 'nonbinary'California Assemblymember Todd Gloria (D-San Diego), a co-author of the bill, said the legislation aims to end the stigma and hardships Californians face when it comes to government documentation.“All too often, members of our transgender, intersex, and nonbinary community experience hardships and even stigma when their government documents don’t match their gender presentation," Gloria said in a release. "Despite the divisive rhetoric at the federal level, SB 179 demonstrates the inclusiveness of California and represents recognition from government that people can exist as more than just male or female."In addition to a third gender marker on state-issued identification documents, the bill is also designed to "streamline" the process for transgender, intersex, and nonbinary Californians to get those certificates.RELATED: Oregon becomes first state to allow gender-neutral licensesCurrently, changes to gender in California require proof of "clinically appropriate treatment." Atkins' bill does away with this requirement.Under the bill, anyone who chooses to change their gender would be allowed to "to attest, under penalty of perjury, that the request is to conform the person’s legal gender to the person’s gender identity and not for any fraudulent purpose."If approved, this portion of the bill would go into effect September 2018.In the case of driver's licenses, the bill would require an applicant to have the choices of male, female, or nonbinary, as specified, available. Mark Price, who was a firefighter for 30 years, was sentenced Thursday for sexually abusing a young family member on vacation in Hawaii last year. The girl and her mother gave their victim impact statements to the judge in Hawaii over the phone. The young victim said she feels very uncomfortable when she’s alone in a room with a man. Her mother said she’s worried how this will affect her daughter as she becomes a teenager, and that this has ruined her daughter’s life. “Mark was her role model, the man figure in her life that she trusted the most and that was all shattered and she has trust issues even with me,” said Dannika Zarghami, who knows the victim. (KGTV) — Hundreds of thousands of unemployment debit cards in California have been frozen due to fraud, according to the state's Employment Development Department.The EDD says 350,000 debit cards have been frozen because of a variety of fraud indicators, including a high number of claims at a single address. It wasn't clear how much the debit cards were worth, but law enforcement officials say they've uncovered fake cards amounting to ,000 each, KABC reported."The Department’s top priority is to quickly verify the identity of any claimants in this group that may have been impacted by scammer attacks, while we work to shut down the potentially fraudulent claims," the EDD said.Impacted EDD claimants who may have their cards frozen are advised to take the following action:"Claimants who receive an email, text message, or mailed notice from EDD requesting them to provide identity verification documents should visit EDD’s website to login or register for a UI Online account and upload the documents through the Document Upload feature. The EDD has implemented various methods to help expedite the verification process. Payments will be reestablished for claimants verified to be legitimate and accounting will be done to clear them from any connection to a possible fraudulent claim initiated in their name or involving their address.For claimants who receive an email, text message, or mailed notice and need assistance in providing the identity documents, a new AskEDD dropdown menu has been implemented for them to provide contact information following these steps:Select the category 'Unemployment Insurance Benefits'Select the sub-category of 'Payments'Select the topic “Frozen EDD Debit Card” and press Continue to provide contact and claim information.For claimants who can’t access funds on their EDD Debit Card and have not received any messages from the EDD, it’s likely that Bank of America has frozen the card because of a suspected transaction, and EDD does not need to verify their identity.
