Facebook CEO Mark Zuckerberg will hand over the contents of 3,000 advertisements purchased by Russian accounts during the 2016 presidential campaign. This is a change from the social media network's first decision to take back copies it had given to Congress when it cited privacy issues. Facebook wanted to first do an extensive legal review, according to the Washington Post. The ads in question were purchased by fake accounts by the Internet Research Agency Firm in St. Petersburg, Russia. 515

ESCONDIDO, Calif. (KGTV) — New undercover video appears to show signature gatherers pitching falsehoods to voters get them to sign petitions that would force the massive Newland Sierra development to a public vote. The County Board of Supervisors approved the project last month. It calls for more than 2,000 new homes on nearly 2,000 acres north of Deer Springs Road in Escondido. Opponents, backed by the exclusive Golden Door Spa, launched a signature drive to collect about 68,000 signatures from registered voters before Oct. 26. It would delay the project so the public can weigh in at the polls. On Friday, Newland released undercover video purportedly showing the signature gatherers making claims that the development would raise taxes, force people out of their homes, and encompass 430,000 acres. "What they're doing is basically putting in a bunch of homes, stores, casinos, hotels," one petitioner says in the video (the plan does not call for casinos or hotels).Steve Inscoe, who lives in Escondido, said signature gatherers told him that plans called for one million square feet of commercial space (it calls for 81,000), and that there was no plan to mitigate traffic (Newland Sierra says it will spend million on traffic improvements)."We are at a time when we need a whole lot of housing," said Inscoe, who supports the project. But the committee behind the petition says the real story is what's not in the video. Newland Sierra has deployed so-called truth teams that are allegedly the aggressors - an attorney for the committee says they even surround signature gatherers to block them from doing their jobs. It has led to confrontations, plus restraining orders and cease and desist letters from Vons/Albertsons. Rita Brandin, a vice president at Newland Sierra, said the signature gatherers are the ones who get confrontational."When a signature gatherer who is being paid says 'this project will raise taxes,' our truth teams can say 'that's inaccurate.' So because the signature gatherer is the one that signature by signature is making his paycheck, they get aggressive," she said.Newland Sierra sent the committee a cease and desist letter, reserving its right to litigate. In a response, Sean Welch, the attorney for the committee, warned Newland Sierra against any legal action. He noted that the signature gatherers are trained and that the First Amendment provides wide latitude for political expression. "It is beyond dispute that the Newland Sierra Project is extremely controversial, and that a large number of voters throughout San Diego County has long been opposed," Welch wrote. "Voter awareness of this issue is particularly high."As it stands, Newland Sierra plans to break ground in 2020, with first move-ins in 2021.   2849

ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric. The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands. The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. Later this year, the San Diego City Council will officially vote to form the authority.RELATED: San Diego to begin building alternative to SDG&E"We're excited to work together with the City of San Diego in accomplishing this key component of our very similar Climate Action Plans," Encinitas Mayor Catherine Blakespear said. "Partnering in a large regional JPA gives us many more opportunities to develop large-scale projects aimed at reducing greenhouse gases in the region."If the city of San Diego remains on its current timeline, the joint- powers authority would hire a CEO and CFO by the end of the year and begin hiring staff and securing funding in early 2020.City officials hope to have the project off the ground and providing energy in 2021, but would need to submit the proposal to the state's Public Utility Commission by the end of the year to make that deadline. The Encinitas City Council plans to vote on a draft JPA agreement in September. 1702

ENCINITAS, Calif. (KGTV)-- Dozens of people joined a paddle-out for the late "godfather of snowboarding" Saturday. Many thanked Jake Burton Carpenter for his legendary contribution to snowboarding. Surfers hit the waves at Swami's Surf Spot to honor a man they said changed their lives. But Jay Saling brought his other favorite board. "Two things I love most in this in the world are snowboarding and surfing, and he helped created both of those," Saling said.Saling organized the paddle-out shortly after the announcement of snowboard legend Jake Burton Carpenter's death on Wednesday. Saling carried a Burton snowboard into the waves and placed it on top of his surfboard as he paddled out.Burton is credited for reinventing the sport and culture of snowboarding. Friends and former Burton Snowboards employees now living in San Diego shared their memories with Carpenter. "At my interview, his first question was, 'Do you snowboard?' And I actually lied to him. I said, 'I did.' I was a skier. And then from that moment when he hired me, I never skied ever since, so I owe my life to Jake," former employee Mike Hoefer said. Many who knew Carpenter said he was a man who thought outside of the box. Not quite turning things upside down, just sideways."You could get on the mountain, but he turned everything sideways and just made everything more fun," surfer and snowboarder Chris Dodds said. It was so much fun that snowboarding became an Olympic sport in 1998. San Diego-born Olympian Shaun White's parents joined in the paddle-out Saturday. Their son paid his respects on Instagram, sharing a photo of the embrace he shared with Carpenter after his gold medal win in Pyeongchang. From Olympians to recreational boarders, Jake Burton Carpenter's impact on snowboarding will live on forever."His passion really created this world for us that we all share, and now we all have in common," former Burton employee Jenny Sehic said. "It's pretty powerful."Carpenter's funeral is scheduled for Tuesday in Vermont. 2022
