You cannot have gatherings, play sports or sit on the beach.Edelbrock said most of the crowd is following the rules, "probably 80% are coming down with good intentions."That other 20% then has to be contacted by police or lifeguards trying to enforce orders to stop the spread of the coronavirus."Their [lifeguards'] primary function is to facilitate safety out in the ocean to watch the water, watch over our kids and make rescues and do first aide and that kind of thing. Daily we’re making 1,000 extra contacts for people not considering the current rule set," Edelbrock said today's water conditions weren't great, making it more important to keep an eye seaward.In Pacific Beach a neighbor snapped a photo of a woman holding her dog, standing on the closed boardwalk while an officer was writing something. The neighbor said it was a ticket.Friday law enforcement said they would be out Memorial Day weekned enforcing the eased restrictions."It’s doing a disservice for those trying to do the right thing," Edelbrock said it also negatively affects those working to enforce the rules and puts them at risk.Chris Vanos, chief steward of Teamsters 911, said he's seen fights break out when lifeguards encourage people to follow the rules. OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. "If you add those up, [the production] is equal to Qatar's so it's kind of lost the equivalent [output] of those new members," Mills added.OPEC members collectively supply about 44% of the world's crude oil. The cartel aims to monitor the market and decide to raise or lower oil production in order to maintain stable prices and supply.Qatar has been a member of OPEC since 1961. The Dodgers last won the Fall Classic in 1988.This marks the 39th time in a best-of-seven World Series that the Fall Classic has extended to a final game (including 1912, when eight games were played following a Game 2 tie). The Dodgers will attempt to become the 21st team to come back from down 3-2 in the Fall Classic under the current seven-game format.Of the 40 times that a team leading 3-2 has dropped Game 6, it has gone on to win the series 18 times, which is 45%. Ten of the last 12 teams to lose Game 6 with a 3-2 lead went on to lose the series. On Election Day, Democratic presidential nominee Joe Biden began his Tuesday off the campaign trail to spend time with his family.Biden and his wife Jill first attended St. Joseph on the Brandywine in Wilmington, Delaware, for a Tuesday morning mass.While there, the couple stopped at son Beau Biden's grave, USA Today reported.Beau died of brain cancer in 2015.Beau is buried next to his late mother Neilia, and infant sister, Naomi, who both died in a car crash in 1972, shortly after Biden was elected senator, Yahoo reported.The former vice president has spoken about his late son often throughout his campaign.
