BONITA (KGTV) -- Neighbors in Bonita say their street is becoming congested with "toll dodgers" - drivers who are going out of their way to avoid paying the .55 toll on State Route 125.   It's not just the traffic buildup that neighbors find concerning, it's that these drivers are often speeding - right past an elementary school, parks and horse tracks. In a community meeting Tuesday, the City shared plans to fix the issues on Briarwood and San Miguel Ranch roads. RELATED: Drivers dodging tolls on SR 125 cause problems in South Bay neighborhood"There's a lot of concern about people trying to evade the tolls," said Greg  Cox, with the San Diego County Board of Supervisors. As a result, Cox said the City lowered the speed limit on San Miguel Road to 25 mph and placed a stop sign at a popular horse crossing. They also plan to intall a traffic signal at Sunnyside Elementary School. "If the County can secure a grant for the funding, that could be done within the next year," Cox said. John Scott has been in the neighborhood since the mid 1980s. He's noticed the buildup up of traffic over time, and says...he can't fault the drivers for trying to save a buck. "They got as much right to use the road as anybody else has to use the road," he said.  1327

BLOOMINGTON, Minn. (AP) — The FBI is investigating after a piece of rope resembling a noose was found in a Black firefighter's locker in the Minneapolis suburb of Bloomington. An FBI spokesman confirmed Saturday the bureau is investigating and said that the case is in its initial stages. Bloomington officials had asked the FBI to investigate. Officials say that the rope was tied into what appears to be a crude noose and was discovered at a Bloomington fire station on June 15. The discovery was reported to Fire Department leaders eight days later, on Tuesday. The fire chief says such acts that “embody hate, intimidation, and aggression will not be tolerated.” Mayor Tim Busse says he's “disgusted, angry, and embarrassed by this cowardly act.” 758

BOYNTON BEACH, Fla. - Up and down South Florida, garbage can be found along our streets, parking lots, and sidewalks.A Boynton Beach man and his group of volunteers, known as the "Litter Hikers of America," are trying to reverse the trend to create a litter-free environment.Sunrises in sunny South Florida are a special moment."Really nice and calming for me. I enjoy it," said Richard Reyes. "This is my coffee right here."Reyes takes it in every morning before checking his tools, supplies, and his route for the day."Going to be a very good day. Hope to get lots of litter," said Reyes.On this day, he and his crew were on Federal Highway in Boynton Beach."When I walk, I do the median and crew does the sides," said Reyes, who was joined by his friends Suzie and Shawn.They have quite a few fans. The three of them search the streets, sidewalks, and parking lots."I have a facemask, gloves," said Reyes as he picked up trash.There are bad surprises and sometimes good. On this day the Publix parking lot was clean.No matter the weather, Reyes is out there."Six times a week. Sometimes seven," said Reyes.Reyes has been picking up trash since his days on the west coast of Florida, back when life threw him a curveball."Aortic valve replacement and an aneurism repaired," said Reyes.Following his recovery, Reyes started walking and gathering trash."I can’t go long distances like I used to. So walking is very healthy for me and that’s a big reason why I do it," said Reyes. "I came out here and continue the effort in Boynton Beach."At the end of his cleanups, he weighs his garbage. He collects data too."43,200 pounds of litter this year," said Reyes.Proof that Reyes has a long journey ahead of him, but he knows each step along South Florida’s streets, inches him closer to his goal. (KGTV) - Hundreds of animals evacuated due to the Valley Fire are staying at county shelters.The San Diego County Department of Animal Services and the San Diego Humane Society are working together to rescue animals and care for them until they can be reunited with their owners.Nearly 300 pets and livestock are currently staying at the San Diego County of Department of Animal Services shelter in Bonita and the Iron Oak Canyon Ranch on Campo Road in Spring Valley.All horses should be brought to the Lakeside Rodeo Arena.Alma Pereda brought her dogs to the shelter in Bonita after the hotel she was evacuated to did not accept pets."Pretty hectic trying to get what we can, rescue first your family and then your pets," Pereda.Kelly Campbell is the director of the county's Department of Animal Services."We're working to try to support folks do have teams out in the field who are scouting in areas that may have been inaccessible for evacuations, welfare checks on animals, "said Campbell.They're also trying to balance the needs of pet owners with the requirements of the pandemic."They love their animals, want to come and see them, but need to make sure not in closed quarters due to COVID," said Campbell.Household pets are still being accepted at the shelter in Bonita, but it's at capacity for large animals. BEIJING (AP) — While China appears to have reduced coronavirus cases to near zero, other infectious threats remain, with local health authorities announcing a suspected bubonic plague case in the Inner Mongolia Autonomous Region.Authorities in the Bayannur district raised the plague warning on Sunday, ordered residents not to hunt wild animals such as marmots and to send for treatment anyone with fever or showing other possible signs of infection.The case was reported at a people’s hospital in Urad Middle Banner, according to state-run Xinhua news agency.Xinhua reports that the third-level plague warning for prevention and control will last until the end of the year.Plague can be fatal in up to 90% of people infected if not treated, primarily with several types of antibiotics.Pneumonic plague can develop from bubonic plague and results in a severe lung infection causing shortness of breath, headache and coughing.Health authorities in China have announced a suspected case of bubonic plague in the Inner Mongolia Autonomous Region. 1052
