QINGDAO, April 20 (Xinhua) -- China's senior navy officer said here Monday that the international fleet review to be held in east port city Qingdao on Thursday is aimed at promoting understanding about China's military development.     Ding Yiping, deputy commander of the Chinese People's Liberation Army (PLA) Navy, told Xinhua in an exclusive interview that the review would serve as a platform for navies from other countries to increase their understanding about China and the Chinese navy. China's People's Liberation Army (PLA) kicks off a grand maritime ceremony to mark the 60th anniversary of its navy at 6 p.m. Monday off the coast of the eastern city of Qingdao,China's Shandong Province, April 20, 2009    "Suspicions about China being a 'threat' to world security are mostly because of misunderstandings and lack of understandings about China," Ding said.     "The suspicions would disappear if foreign counterparts could visit the Chinese navy and know about the true situations."     Ding also said the review is expected to build a platform for navies from different countries to enhance understanding about each other and for navy leaders to address matters on safeguarding global sea security.     High-level delegations from 29 countries and 21 vessels from 14countries will take part in the review, according to the Defence Ministry.     China would send domestic-made warships and weapons to the review, including the debut of its nuclear submarines.     As the review is to start in days, Ding said the weather in Qingdao is their "prime concern" for the review.     "It would definitely affect the review if bad weather appears," Ding said, "such as rain and fog."     But Ding also said that according to weather forecast, the cold air which caused rain and heavy wind in Qingdao since Saturday afternoon would come to an end by Wednesday. He is confident that the weather on Thursday would be good enough for the review to go smoothly, if "no major weather accidents happen."

ZHENGZHOU, June 20 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged economic restructuring to tap the growth potential as the nation copes with the impact of the global downturn.     Li made the call during a four-day tour ending Saturday in central China's Henan Province.     He said that with the concerted efforts nationwide, China's economy was turning for the better. He nevertheless warned of difficulties ahead citing the complicated world economy and called for confidence and more coping efforts.     Visiting local companies, Li urged the remolding and upgrading of traditional industries and the development of new sectors including new energy, environmental protection, new and high-tech and modern services.     Li's trip also highlighted the importance of agriculture and encouraged renovation and the development of modern agriculture. UNITED NATIONS, May 4 (Xinhua) -- China on Monday called on the international community to continue to push forward the nuclear disarmament process.     Cheng Jingye, director-general of arms control and disarmament department of the Chinese foreign ministry, made the appeal here at the third session of the Preparatory Committee for the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons.     Complete prohibition and thorough destruction of nuclear weapons for the establishment of a world free of nuclear weapons is not only the shared aspiration of the international community, but also the goal that China has advocated and worked for over the years, Cheng said.     "China believes that nuclear disarmament should be a fair and reasonable process of gradual reductions towards a downward balance," he said.     Cheng urged nuclear-weapon states to commit themselves unequivocally to complete prohibition and thorough destruction of nuclear weapons, and negotiate and conclude an international legal instrument at an early date.     Pending achievement of the above-mentioned goal, nuclear-weapon states should reduce the role of nuclear weapons in their national security policies, he said. They should undertake unequivocally not to be the first to use nuclear weapons, and conclude an international legal instrument on not to use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapons-free zones.     As states with largest nuclear arsenals, the United States and Russia bear special and primary responsibilities, he said. They should continue to drastically cut their nuclear arsenals, which is indispensable for advancing the nuclear disarmament process and realizing the ultimate goal of complete and thorough nuclear disarmament.     China welcomes the agreement of the United States and Russia to start negotiations on a new bilateral nuclear disarmament treaty, and hopes that the two countries will further reduce their nuclear arsenals in a verifiable and irreversible manner, Cheng said.

BEIJING, June 17 (Xinhua) -- China's political advisors brainstormed Wednesday on the country's economic development and offered suggestions about coping with the impact of the global downturn.     They gave their advice as the standing committee of the 11th Chinese People's Political Consultative Conference (CPPCC) National Committee continued its sixth meeting, which started Tuesday.     Li Yining, a renowned economist and one of the members of the standing committee, said restructuring and innovation were pivotal for an economic recovery. Once the problems of fair play and difficulty in financing were solved for private companies, their potential for innovation would emerge.     Other proposals ranged from fostering new growth poles to solving social disputes.     Jia Qinglin, chairman of the National Committee of the CPPCC, was present at the meeting.     He said Tuesday that maintaining steady, relatively fast economic development and safeguarding social stability and harmony were the foremost tasks facing China, and he asked the participants to focus their discussions on these themes and make valuable suggestions.

SHANGHAI, May 23 (Xinhua) -- Kaohsiung mayor Chen Chu met with her Shanghai counterpart Han Zheng Saturday afternoon during her visit to the mainland.     Chen was to promote the World Games, to be held in Taiwan's port city Kaohsiung from July 16 to 26. Shanghai is the last leg of her promotion tour.     Han expressed his confidence in deepening cooperation between the two port cities.     "With development of cross-straits ties, exchanges between Shanghai and Kaohsiung are more frequent than before," he said.
