SAN DIEGO (KGTV) - A San Carlos woman's trip to the San Carlos library turned into nightmare after she was bitten by a dog.A large bruise and two puncture marks remain stamped on Tricia Erler's left thigh."I was in total shock," said Erler.On Tuesday afternoon, she had just finished a mind-and-body class inside the library, grabbed some magazines, and was headed into a lounge area to read."I was behind this woman's chair, and she got up abruptly and swung around in one movement ... she sort of fell into me, and I fell into the books. The woman walked out and never came back."I was upset and shaking. You would think you'd be totally safe in a public library," said Erler.Erler just received her second of four shots for a rabies regimen. Definitely feel dogs should be checked," said Erler.Under federal law, dog owners can be asked if the animal is a service dog, but can't be asked for documentation. SAN DIEGO (KGTV) -- A Marine died Saturday night after being hit by a car in the Midway district. San Diego Police say the crash happened around 7 p.m. on the 2700 block of Midway Drive. According to police, the man in his early 20s left a bar in the area when he walked or fell onto Midway Drive before being struck by a car. Police are checking surveillance cameras in the area to identify the driver, who left after the crash. A woman who lives in the area says cars often speed on the road and that there are few places to cross the street.“Like almost a half a mile down, and so if you're gonna cross, you can either walk extra far or you can jaywalk'; a lot of people you do you see jaywalking,” Quinn Dekker told 10News. 736

SAN DIEGO (KGTV) -- A new report is looking into why there is a shortage of homes for sale around the country. According to the report by NerdWallet, in October of 2017, the US had a 3.9-month supply of existing homes for resale, meaning at that pace, it would have taken 3.9 months to sell all the homes on the market. According to NerdWallet, a supply under six months places home buyers at a disadvantage. The report identifies six reasons why the housing supply is so low. 1. Boomers aren’t movingOver three-fourths of baby boomers own their own homes, according to the report, meaning millennials don’t have enough homes available to buy. Landlords won’t sellNerdWallet says millions of single-family homes were converted to rentals after the foreclosure crisis. In 2017, renters made up 36 percent of households. A greater demand for homes coupled with less supply means values rise while rents are rising faster than home prices. 3. Low mortgage rates The report points out that interest rates on outstanding mortgages averaged about 3.8 percent over the last three years. As mortgage rates rise, fewer people are interested in selling and getting into new mortgages. 4. Entry-level homes ignored by buildersIn the first nine months of 2017, nearly 500,000 newly-built homes were sold of which 55 percent sold for 0,000 or more. Elected officials can also set a minimum square footage for homes, further limiting supply. “There are regulations that are more about the neighbors’ sensibilities than they are about the safety of the people living in the houses,” says Miriam Axel-Lute, associate director of the National Housing Institute. “It’s neighbors who want their property values to go up, in most cases, who are insistent upon some excess safety design standards or minimum lot sizes or other things,” Lute says. “They either want their property values to go up or they don’t want, quote, ‘the wrong sort of people’ in their neighborhoods. The research was authored by psychology professor Jean Twenge and published in the Journal of Social and Personal Relationships. Among the findings:High school seniors who reported feeling lonely went from 26 percent in 2016 to 39 percent in 2017.High school seniors who said they often felt left out rose from 30 percent in 2012 to 38 percent in 2017. SAN DIEGO (KGTV) - A pregnant San Diego County woman found a shocking discovery in her baby’s ultrasound picture: what appears to be a photo of her late father kissing her unborn daughter. Shantel Carrillo, who’s five and a half months pregnant with her second child, had the medical exam Monday at Sharp Grossmont Hospital. She didn’t expect the photograph to go viral. “I didn’t see it; I just posted the original picture online,” said Carrillo. Friends quickly pointed out the ultrasound image resembled a picture of Carrillo’s father Charles, who died in 2016, holding Carrillo’s oldest daughter Myree.
