CHULA VISTA, Calif. (KGTV) - A skate park that was once riddled with graffiti is getting a grand homecoming in the South Bay.The City of Chula Vista will hold a grand reopening of the Len Moore Skate Park on Saturday from 10 a.m. to 12 p.m., with raffles, prizes., local vendors, live music, and demonstrations by skating pros.The Boys and Girls Club closed the park last August due to costly maintenance and repair issues. This led to the organization giving up the park to the city.Since that time, though, vandalism and graffiti became a constant concern, which led to the park's reopening in February. City officials will now monitor the park for cleanliness and graffiti."Before the city could actually open it up there were some minor maintenance things that we needed to take care of. There were some ramps that needed to be taken out and demolished. There was a lot of graffiti," Gil Contreras, principal recreations manager with the City of Chula Vista, said.Community members had a say in the park's reopening as well. A series of community meetings asked the public what they wanted out of the park, the priority being the ability to skate for free. The park will also offer skate classes, day camps, and birthday party rentals.RESOURCES: Learning how to skateboard"We definitely took everything into consideration when reopening the park. [Community members] were concerned about the graffiti and the vandalism and things like that," Contreras said. "We did reassure them ... we have park rangers who frequently visit all of our parks. We have a staff who actually comes through every day and just kind of gets an idea and looks at everything and talks to the patrons."Since February's reopening, Contreras says all the city has received are positive remarks.The park is open daily from 8 a.m. to dusk to skateboarding, BMX bikes, scooters, in-line skating, and roller skating. CHULA VISTA, Calif. (KGTV) — A growing turf war over a fee at the San Diego International Airport is threatening to delay the massive project to revitalize Chula Vista's bayfront about 15 miles south.The Port of San Diego is already clearing land to make way for a new resort and convention center. RIDA Development has already been selected to build both. The issue now is how to pay for the 1,600 space parking garage next door. The Port imposed a .50 cent fee on rental cars at the airport to help finance the million garage, which a spokeswoman says is authorized in The Port Act. RELATED: Chula Vista bayfront project: Soil transportation underway"This fee is a tried-and-true method for financing a parking facility that has worked great in San Diego already. It is a previously Board-adopted and legislatively-created funding that is explicitly authorized in Port Act Section 57.5," said Port Spokeswoman Tanya Castaneda.But the Airport Authority says it has the power to impose the fees at its facility. The Authority joined a lawsuit by Hertz and Enterprise challenging the fees - leading to concerns of delays."It would have been nice before this fee was levied for someone to reach out to us," said April Boling, the Airport Authority's chair. And with malware attacks, unencrypted data and third-party breaches, there will likely be more this holiday shopping season.“Cyber criminals are very well aware of the current situation and they are going to do everything they can to take advantage of it,” he said.According to the FBI, cyber crime has increased by 400% this year. But there are things consumers can do to protect themselves.Consider identity protection services. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758
