BEIJING, Feb. 9 (Xinhua) -- China's Ministry of Agriculture on Wednesday urged more measures be taken to minimize the impact of a drought due to the possibility that the winter drought may continue into spring.The country's winter wheat producing regions have suffered severe drought since October last year, and the possibility of spring drought is surfacing, Minister of Agriculture Han Changfu said in a statement posted on the ministry's website.Spring drought following the winter one will be a significant threat to summer grain production, he said.As of Wednesday, the drought had affected about 115.95 million mu (7.73 million hectares) of winter wheat in the country's eight key producing provinces, which account for 42.4 percent of the total winter wheat growing areas in the regions, the statement said.China's main wheat growing regions include the provinces of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.Han urged agricultural authorities to be "fully aware of the extreme significance" of a summer harvest this year and strengthen their efforts to assure a successful harvest.Summer grain and oil production is crucial to easing inflation pressures and stabilizing grain output for the entire year, he said. "To have a summer harvest, the current pressing job is to protect winter wheat from drought," he said.There are currently positive factors for a summer harvest, including an adequacy of water for spring irrigation, according to Han.He ordered local agricultural officials to work to stabilize spring planting areas and ensure that the areas for grain planting will be equal to that of last year.Local agricultural officials were also asked to strengthen supervision over market supplies of agricultural materials to keep prices stable.Also on Wednesday, the State Council, or the nation's cabinet, pledged to boost grain production by raising minimum purchase prices of grain, subsidizing the purchase of anti-drought technologies and adding funding for farm irrigation.
JERUSALEM, May 8 (Xinhua) -- Israeli researcher Jacob (Koby) Scheuer, from the Tel Aviv University (TAU) School of Electrical Engineering, has developed a nano-scale gyroscope, the Ha'aretz daily reported Sunday.Scheuer developed a new optic-fiber nano-sensor four years ago, along with an optic gyroscope that works in conjunction with the sensor. As he developed the devices, it occurred to him that his discovery could be harnessed to surgical needs, virtual reality, or communications, said the report."What we developed here is an optic gyroscope," Scheuer told Xinhua in a recent interview on Sunday, "like the others, but the breakthrough is that we found a way to measure rotation in a very, very small device using the optic sensor."Optic gyroscopes emit light when they rotate, and change its wavelength when there is any change in the speed of rotation, making it possible to measure velocity and position by the differences in light.Scheuer's gyroscope, however, is so small in comparison to the others commonly used in planes, trains and vehicles, that it can be used in cell phones or watches and does not need satellite connection like the ubiquitous Global Positioning System.The applications of this gyroscope and optic sensor are almost endless, as Scheuer puts it."It can be a pill that you swallow and can move through your body to take pictures or release drugs in a localized area," the researcher explained, "or it can be used by a doctor to operate on a patient who is thousands of kilometers away.""Our gyroscope has complete independent navigation capability, which the others don't have," he stressed.Though the new optic gyroscope works in theory, it still hasn't been tried in out in reality. "It will take some time until we can empirically demonstrate our work, I would say about three to five years," Scheuer added.Alongside the gyroscope, Scheuer continues to work on the optic sensor, whose applications can also be found in security, such as an information security system developed by Scheuer to safeguard online information that acts as a key bearer."When both parties have 'the key' it's virtually impossible to hack the information sent," Scheuer noted, terming the development as a "total paradigm change."

NAIROBI, Jan. 28 (Xinhua) -- Although exact details surrounding the situation are not known at this time, there are indications that the fishing vessel TAI JUAN 227 from China's Taiwan has been released from pirate control, the EU anti piracy mission said on Friday.The vessel, which had a crew of 28 at the time of the attack, was pirated on May 6, 2010 while operating 700 Nm North East of Seychelles.EU Naval Force spokesman Paddy O'Kennedy said in a statement that although direct contact with the crew has not been possible, the vessel's owners apparently received a call from the master stating that they had been released but that they did not know why.According to the EU naval force, the crew were provided with fresh food and water by a U.S. warship after the release. The vessel is currently heading away from Somalia.The naval spokesman also said that there is confusion surrounding the details of the release as, until three days ago, the FV TAI YUAN 227 was suspected as being used as a pirate mothership.The Gulf of Aden, a body of water between Somalia and Yemen, is the main sea route between Europe and Asia.Tankers carrying Middle East oil through the Suez Canal must pass first through the Gulf of Aden. BEIJING, Feb. 10 (Xinhua) -- More than 9,300 kidnapped children in China have been rescued since April 2009 since a nationwide campaign was launched to crack down on human trafficking, according to the Ministry of Public Security Thursday.In a statement, the ministry encouraged the involvement of civilians in providing clues to help the police rescue minors -- especially those being abused and forced to beg on the streets.In less than three weeks, a Chinese microblog called "Street Photos to Rescue Child Beggars" attracted 175,000 followers and posted more than 2,500 images of begging children online for parents to identify.The blog was set up last month by a professor with the Rural Development Institute of the Beijing-based China Academy of Social Sciences. It has helped rescue six children so far.However, the ministry noted in the statement that children kidnapped to become beggars took up only a small portion of all cases of child beggars. In most cases, children were taken to beg along with their parents or relatives.The ministry has urged police authorities across the country to closely cooperate with civil affairs, urban management and health departments in apprehending people who force children to become beggars.
SANAA, Feb. 6 (Xinhua) -- In response to earlier reports that a Chinese-flagged commercial ship was hijacked by Somali pirates off Yemeni coast, the China Maritime Search and Rescue Center (MSA) said Sunday that the ship has never been hijacked, and is now sailing safely with escort of the Chinese anti-piracy navy fleet.Both the "Tien Hau" ship, which was registered in Hong Kong, China, and its 22-member crew, are safe, a MSA official confirmed to Xinhua over the phone. The center contacted the ship to make sure it was safe, he added.The ship had been followed by a suspicious boat for a while, but it was never attacked or hijacked, the official said.Earlier, Yemeni Interior Ministry had said the ship was hijacked by pirates some 20 kilometers off the Yemeni island of Al-Tair off the city port of al-Hudaida, and was heading to Somali coast.The Gulf of Aden is considered as one of the world's most dangerous waters because of rampant piracy.
