The crossing is active and includes advance warning signs and pavement markings on its approach, the National Transportation Safety Board said. The crossing is also equipped with crossbuck signs, warning lights, bells and gates.As the truck neared the highway a westbound Congressional Special Amtrak train was approaching the highway–railroad grade crossing.The NTSB said the train’s lead locomotive was equipped with a forward-facing track image camera. Data that was taken from the camera showed that as the crossing came into view, the gates were down and the truck was on the grade crossing. Witnesses to the crash reported that the refuse truck entered the crossing after the gates were down.The train’s recorder showed the Amtrak train was traveling about 61 mph when the engineer applied emergency braking. The train struck the left rear of the refuse truck, causing the truck to rotate counterclockwise and then collide with a railroad signal next to the tracks. The refuse body separated from the truck, and the truck’s two passengers were ejected, according to the NTSB.As a result of the crash, one passenger in the truck died. The other truck passenger had serious injuries and the driver of the truck had minor injuries. Three Amtrak crewmembers and three train passengers sustained minor injuries, the NTSB said.NTSB investigators and Albemarle County Police Department officials and the Federal Bureau of Investigation documented the crash scene and the characteristics of the crossing, the train and the refuse truck. The track and operational characteristics of the crossing signals were also examined and documented.The crash remains under investigation.  2354

A second report in as many days is predicting an “extremely active” hurricane season.The National Oceanic and Atmospheric Administration released their annual August update for the Atlantic hurricane season Thursday. They are predicting 19 to 25 named storms, where 7 to 11 of them become hurricanes and 3 to 6 of those become major hurricanes with winds of 111mph or greater.Hurricane season ends November 30.There have already been nine named storms in 2020, the earliest that has happened since historical records began. Hurricane Isaias was also the fifth storm of the season to make landfall. It’s the fastest we’ve gotten to five land-falling storms since the old record set back in 1916.Historically, according to NOAA’s Climate Prediction Center, only two named storms form on average by early August and the ninth storm typically does not form until October.“This is one of the most active seasonal forecasts that NOAA has produced in its 22-year history of hurricane outlooks,” said U.S. Secretary of Commerce Wilbur Ross. “We encourage all Americans to do their part by getting prepared, remaining vigilant, and being ready to take action when necessary.”On Wednesday, Colorado State University’s Tropical Weather and Climate Research Center released their final predictions for the 2020 hurricane season. They believe there will be roughly 24 named storms, and 12 hurricanes.“The primary reason why we’re forecasting such an active season isn’t as much the storm activity that we’ve already had, but the large-scale conditions we’ve observed during July and what we expect to see during the peak of the season,” said Dr. Phil Klotzbach, from Colorado State University.NOAA says current oceanic and atmospheric conditions are making 2020 an active storm year, including warmer-than-average sea surface temperatures, reduced vertical wind shear, weaker tropical Atlantic trade winds and an enhanced African monsoon.Both groups say their predictions are for overall seasonal activity and do not predict landfall. A Philadelphia police officer who was seen on video pulling down the masks of protesters and spraying chemical irritants in their faces was charged Wednesday with simple assault, reckless endangerment, official oppression, and possession of an instrument of crime, the Philadelphia Inquirer and CNN report.Officer Richard P. Nicoletti, 35, turned himself in on Wednesday.The charges against Nicoletti stem from a June 1 Black Lives Matter protest, when demonstrators blocked I-676 in Philadelphia. Bystander video showed Nicoletti — who was acting as part of the Philadelphia Police SWAT team — approaching three protesters who were kneeling and sitting on the ground.The video shows Nicoletti pull down the demonstrators' masks and spray pepper spray in their faces. He also shoved one of the protesters. The District Attorney's statement claimed Nicoletti sprayed the protesters "without provocation."None of the demonstrators were arrested.According to CNN, the Philadelphia Police Department reviewed the bystander video and opened an investigation on June 24.The officer's lawyer, Fortunato Perri Jr., said Nicoletti was simply following orders."His unit was ordered by commanders to clear the highway with the approved use of tear gas and pepper spray," Perri said, according ot the Inquirer.
