A US advisory panel has released their recommendations on how a future COVID-19 vaccine should be distributed, and is now seeking public comments on their draft plan.The National Academies of Science, Engineering and Medicine published their discussion draft Tuesday afternoon on their website. It is meant to “assist policymakers in planning for equitable allocation of a vaccine against COVID-19.”The draft plan has a four-phased approach to handle the intense demand for and limited supply of the vaccine when it is first developed.“While major efforts are being made to have a significant supply of COVID-19 vaccine as soon as possible, the committee has been tasked with considering the tough choices that will need to be made for allocating the tightly constrained initial supplies,” said committee co-chair Helene Gayle, president and CEO of the Chicago Community TrustThe plan states in the first phase “would be ‘frontline’ health workers—health professionals who are involved in direct patient care, as well as those in transport, environmental services staff, or other health care facility services, who risk exposure to bodily fluids or aerosols. Under conditions of such scarcity, access should not be defined by professional title, but rather by the individual’s actual risk of exposure to COVID-19.”Their plan also gives higher priority to older Americans living in group settings. They cite data showing about 80 percent of all COVID-19 deaths in the US occurred in people over the age of 65, and a significant proportion of them were people living in long-term care facilities.“Recognizing the importance of education and child development,” tier 2 includes teachers and school staff, as well as those with pre-existing conditions that put them at a heightened risk of severe complications from COVID-19 and those living in group housing situations not included in tier 1.The group states that by the time there is enough of the vaccine to reach tier 4, “ideally, these individuals would be willing to participate in an egalitarian process (such as a lottery) if there are persistent local or regional shortages in this phase.”The group that developed this draft was formed in July at the request of the National Institutes of Health and the Centers for Disease Control and Prevention.“We are pleased to help inform the government’s decision-making process and provide our expert advice for priority-setting for the equitable allocation of potential COVID-19 vaccines,” said National Academy of Medicine President Victor J. A study conducted by Stanford researchers found nearly 10% of those tested exhibited coronavirus antibodies. The study was published in the Lancet earlier this week.The study involved dialysis patients and randomly tested over 28,000 samples. The samples were taken in July as part of the patients’ treatment.The data found stark differences based on region. The northeast around 27% of patients with coronavirus antibodies, compared to 3.5% in the west.The study’s authors stressed that the study oversampled minorities. Minorities, the study found, were considerably more likely to have coronavirus antibodies than the rest of the population.“Uncertainty exists as to whether seroprevalence estimates in the dialysis population can be extrapolated to the US population more broadly,” the study reads.The study indicated that herd immunity is still far off, as estimates say at a minimum, 50% of the US population would need to be infected to reach that level. 969

A New Jersey state trooper admitted to the state's attorney general that he pulled over women while on duty in an attempt to ask women out on a date, WNBC-TV reported. The trooper, 37-year-old Marquice Prather, pleaded guilty on Monday to charges of invasion of privacy, tampering with physical evidence and falsifying or tampering with records. He had been suspended without pay since December after accusations mounted against the trooper. WNBC reported that Prather will be banned from public office, and likely will face probation for the charges. Authorities told WNBC that Prather tampered evidence by turning off his microphone, as the trooper claimed the microphone malfunctioned. Prather was accused by authorities of going through personal information and photos on the cellphones of female motorists. Prather was also accused of copying intimate photos and videos of the women, and he would solicit the women to go on a date with him. 1028

A suspended Buffalo Police officer accused of assaulting a suspect in the Buffalo city lockup has been found not guilty on all charges.32-year-old Joseph Hassett was charged with two counts of third-degree assault, official misconduct, offering a false instrument for filing and making a punishable false written statement in connection to an incident that happened in March 2017.Judge Russell Buscaglia heard a bench trial in State Supreme Court and announced the not guilty verdict Thursday morning.According to investigators, Hassett was recorded on camera allegedly assaulting a drug suspect on March 18, 2017. The suspect was taken to ECMC for a head injury and a cut on his forehead that required stitches. The Erie County District Attorney's Office and the Buffalo Police Department both said they didn't learn about the incident until video of the confrontation was requested by the victim's attorney during the course of his criminal case stemming from the March arrest. 1032

A non-profit in California has developed a way to capture poachers who snatch sea turtle eggs - building lookalike eggs with GPS trackers constructed inside them.According to research published Monday in the journal Current Biology, the InvestEGGator is a 3D-printed life-like turtle egg that can be tracked as far away as 137 kilometers (85 miles)."It replicates the appearance, weight, and feel of a real turtle egg. It is easily deployed at low risk to investigators, can be programmed and monitored remotely using web-based and smartphone applications, and is a low cost, allowing for deployment of many units at once," the company said on its website.The decoy eggs are placed in real nests alongside real eggs, which are monitored and mapped every time they are moved, said the Ventura-based Paso Pacífico, the non-profit that developed the eggs.The research showed that the decoy eggs provide a signal once every hour."Using data provided by the decoys, we identified trafficking routes and on two occasions properties of potential interest to law enforcement," researchers said in the journal.
