San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. (KGTV) - An open letter to the World Health Organization titled “It is Time to Address Airborne Transmission of COVID-19” is signed by 239 scientists from 32 different countries and highlights the importance of acknowledging and protecting the public against the possibility that coronavirus can be spread through the air. One San Diego scientist who signed is from the UCSD Scripps Institution of Oceanography, Doctor Kim Prather.The idea shared is that COVID-19 can be spread from aerosols, which are particles that float in the air rather than dropping to the ground like a droplet. An infected person breathes out aerosols that are suspended in the air, then another person walks through that air and breathes it in.It’s no secret that heath officials have discussed the importance of good airflow to stop the spread, but this paper says leaders like the WHO are not recognizing the possibility that it is airborne and the “lack of clear recommendations on the control measures against the airborne virus will have significant consequences: people may think that they are fully protected by adhering to the current recommendations, but in fact, additional airborne interventions are needed for further reduction of infection risk.”Researchers say wearing masks and social distancing are important steps to stopping the spread, but want to also emphasize that other steps need to be taken to stop the spread through the air. SAN FRANCISCO (AP) — A scathing grand jury report released Tuesday after a 2018 Northern California wildfire killed 85 people found that Pacific Gas & Electric officials repeatedly ignored warnings about its failing power lines, performed inadequate inspections to focus on profits and refused to learn from past catastrophes. The 92-page summary says PG&E's corporate culture elevated profits over safety and encouraged shortcuts in delivering highly dangerous power. Company CEO Bill Johnson pleaded guilty on behalf of the nation's largest utility earlier Tuesday to 84 felony counts of involuntary manslaughter. SAN DIEGO (KGTV)- COVID-19 is causing some changes for voters in San Diego county. Your usual polling location may not be active for the November elections.“Because of the pandemic, it has created a level of uncertainty in our universe,” says Registrar of Voter Michael Vu.Vu says to ensure physical distancing the county has consolidated the 1,600 small voting precincts into 235 super poll locations for voters to cast their ballots.“We just want to make sure everyone does it in a safe and healthy way.”Vu says they will be expanding the technology at each site with the ballot marking machines introduced during the primary elections back in March.“There will be, on average, 7 of those ballot marking devices per super polls location,” says Vu. “But we will also be having a number of voting booths because we will have pre-printed paper ballots for voters.”To help with social distancing and the influx of voters, there will be seven different check-in stations at each site to move people along.On Thursday, the Registrar of Voters office will be sending out sample ballots and voter information pamphlets. SAN DIEGO, Calif. (KGTV) -- Neighbors in Del Cerro say an intersection near their homes is a hot spot for accidents and speeding, with the latest incident occurring Monday night.The streets and intersection in question are Madra Avenue and Del Cerro Boulevard. Denisse Newell took cell phone video during the aftermath of Monday’s accident. Newell says she’s reached out to City of San Diego officials to ask that something be done to make drivers slow down.Another neighbor, Emily Broadwater, says she was involved in an accident at the intersection in 2018 after a man didn’t stop at the stop sign. Her minivan was totaled.Newell says her dog was also hit by a speeding car and survived the accident. Her husband has stopped walking their children to school after multiple close calls. Neighbors worry that the next time it’ll be a person. The women say they’d like the city to implement like speed bumps, a stoplight or roundabouts to get drivers to slow down.ABC 10News reached out to San Diego City Councilman Scott Sherman’s office, who represents the district.
