ESCONDIDO (KGTV) -- Escondido police arrested a man with prior criminal convictions Thursday after they found him passed out in his vehicle wearing a ballistic vest and loaded rifle magazines in his front passenger seat. He also had other weapons and police gear he'd allegedly stolen from a law enforcement officer in San Diego, authorities said.According to a release from Escondido Police Department, officers found the man after a caller reported him passed out around 1:10 a.m. outside the 7-Eleven on West Ninth Avenue. The caller said the man was likely under the influence of drugs and did not respond to attempts at waking him.When officers arrived on scene, they recognized the man as 30-year-old Thomas Vann, who has prior criminal convictions. He was wearing a ballistic vest with loaded rifle magazines that were "plainly visible" on the front passenger seat.Officers were able to wake Vann and detain him. They searched his vehicle and found four fully loaded rifle magazines, 126 rounds of rifle and shotgun ammunition, and stolen police gear, including a tactical vest, a duty belt, a medical kit, and handcuffs. Officers determined the police gear was stolen Wednesday from a law enforcement officer in San Diego. They also found 392 grams of methamphetamine and 78 grams of heroin.Vann was arrested and booked into the Vista Detention Facility on numerous drugs, weapons, and stolen property charges. 1426

Even the White House can't explain President Donald Trump's tweets suggesting California environmental laws have worsened wildfires raging in that state.On Tuesday, administration officials declined to offer any clarity on Trump's series of tweets claiming environmental laws and water regulations in California are hampering the state's ability to fight the wildfires. Wildfire experts and local officials say the President's claims simply don't hold up.Instead, some White House officials admitted to being slightly perplexed at where Trump may have gotten the notion that California's long-running water crisis and a debate over how to divide limited supplies are somehow related to the out of control fires.While Trump's tweets can sometimes be linked to segments on Fox News, there have been no correlating segments linking the two issues in recent days on the channel that frequently serves as presidential inspiration. Jerry Brown to "allow the Free Flow of the vast amounts of water coming from the North and foolishly being diverted into the Pacific Ocean. "California does NOT divert water to the ocean. FALLBROOK (KGTV) - One person is dead after she was hit by a vehicle while walking along the shoulder of a road in Fallbrook with her husband.CHP officers say the 60-year-old woman was walking with her husband just after 5 p.m. northbound on the east shoulder in the 2700 block of Gird Road north of Laketree Drive. An approaching pickup truck heading northbound left the roadway and struck the woman. The truck stopped for a moment before fleeing the scene northbound on Gird Rd.North County Fire Protection District and CHP responded and crews began life saving measures at the scene, but the woman was pronounced dead. Her 60-year-old husband was not injured.The truck involved in the crash is described as an older model pickup truck that's dark in color. The truck will likely have damage to the right front side.Investigators were reviewing surveillance footage from the area to learn more about what happened.Anyone with information on the whereabouts of the suspected vehicle or information about the crash is asked to call CHP at 858-637-3800. 1060

  

Eta strengthened into a hurricane on Wednesday morning, about a day ahead of its scheduled landfall on the Florida Gulf Coast.Scripps station WFTS in Florida reports that Eta now has wind speeds of at least 74 mph, making it a Category 1 hurricane.After several days of uncertainty regarding the path of Eta, officials with the National Hurricane Center (NHC) now project that the storm will make landfall on the west coast of Florida.According to a 5 a.m. update from the NHC, Eta could make landfall with hurricane-force winds as early as Thursday afternoon. Several communities on the Gulf Coast of Florida have issued hurricane warnings ahead of Eta's arrival. The NHC says Floridians between Bonita Beach and the Suwanee River could experience tropical storm winds later this week.The NHC also says that many parts of Florida's west coast, including the Tampa Bay area, could see "life-threatening" storm surge.Eta has already killed dozens of people after heavy rains and winds triggered landslides in Honduras and Guatemala last week. FALLBROOK (KGTV) -- A couple looking to buy a home in the North County wants to share an experience they're describing as negative as the new solar energy law goes into effect in 2020.The law requires that homes built in California starting in 2020 must have solar panels. It has caused confusion among potential homebuyers, like Brian and Carmen McKay. They recently left Las Vegas, looking to move back to San Diego County.“I used to work at Fallbrook skilled nursing many years ago,” said Carmen McKay. The couple found a home they liked in the Horse Creek Ridge development, a new housing project in Fallbrook.“When we realized it was a corner lot… oh my gosh, we loved it,” Carmen said.They were told the cost was roughly 5,000—which sounded like a reasonable price for San Diego, according to the McKays. That is when they say they got a surprise from the sales representative.“Then she says, by the way, once we were sold on the house and the price… there’s solar panels on the house. You have the option to lease it or buy it. And we’re like, why?” Carmen said.They said during the home tour, solar panels were not mentioned at all. Carmen said the sales representative only mentioned it when they were back in the office, ready to sign documents to buy the home. As the McKays were questioning solar, they were told “it’s required by the state.” That is only partially true. A spokesperson for the California Energy Commission told Team 10 that “the law only applies to homes that have been permitted after Jan. 1, 2020.”“If that’s not the case with the home in question that you mentioned, then the mandate does not apply,” wrote energy commission spokesperson Edward Ortiz.The McKays were told it would be about ,000 extra to buy the solar panels.“I think that it was misleading because we were buying a house that we were told it was 5, but it’s actually 5 or we’re paying a higher monthly out of pocket,” said Brian McKay.The seller knew they were on a time crunch.“We sold our property [in Nevada]. We’re at an AirBnB… we need to buy,” Carmen added.Nobody at the sales offices at Horse Creek Ridge would comment. Team 10 was directed to public relations. Through email, the spokesperson said:“Two separate state energy requirements guide D.R. Horton in its decisions regarding home design options in the state of California – the current State Energy Code requirements (commonly known as Title 24) and the State‐Mandated Solar requirements, which take effect in 2020. In most communities, we have found that solar is the best, most cost‐effective option for both D.R. Horton and our homebuyers to meet the current Title 24 Energy Code requirements. Thus, Horse Creek Ridge was designed using solar to meet the current Title 24 requirements, and as a result, we are required by the state to have solar on each home in the community.”When asked why that was not told to the potential homebuyers from the beginning, during the tour of the home, D.R. Horton spokesperson added that “solar requirements are communicated to customers via numerous marketing materials… and as an addendum to the home purchase agreement.” She pointed to an 8-page brochure, where solar is mentioned once on page 7. She also sent Team 10 an image of solar displayed on a model home—something the McKays said they never saw.There is no mention of solar or photos of any homes with solar on Horse Creek Ridge’s website. “I feel like I was deceived,” Carmen said. “We fell in love with the place. I felt like I was pushed in the corner.”Dan Zimberoff is an attorney not involved in this case, but he has seen solar disputes in the past. “A buyer needs to be aware,” Zimberoff said. “If you’re purchasing a new home and you see what that price is, ask the details. Is that really going to be the final price?” “We’re starting to remember why we left California,” Carmen said.The McKays ultimately decided not to buy the home. They hope their experience teaches others about the right questions to ask. “We were willing to pay the higher cost to live here, but I don't like being misled by builders,” Brian said.
