ESCONDIDO (KGTV) - Monday morning neighbors posted about a rash of graffiti in Escondido, a block away from Glen View Elementary school, outraged at the content and vandalism.On East Mission Avenue, just past Midway Drive, a home and two power boxes stained with black spray paint. One of the designs looked like a Star of David, causing concern online, worried the vandalism was anti-semitic."I noticed the graffiti over there, and that's just a disgrace," Grandmother Rose Ochoa said as she paused on her daily walk with two grandchildren on their way to pick up another grandchild."I feel disrespected. I feel like there's a lot of hate," Christina Landers said. She's lived in this neighborhood for about 27 years and said the graffiti has spread closer to her home, "it's crazy, it's like they're messing up our side of town.""I mean it's everywhere, you can't walk down a block without seeing it," Ochoa said. She moved to San Diego from Los Angeles and said she loves this neighborhood."I think they're too young to point it out right now," she said referencing her 4-year-old granddaughter and 2-year-old grandson, "and I'm thankful for that, but there's going to come a time that I'll have to explain it to them, and that's going to be hard because I teach them at home do not to write on the walls, do not write on the chairs and then we walk out here and see everything on the walls."One of the tags included what looked like the Star of David, concerning the owner of the home that was tagged."I talked to the guy, and the guy says I don't have any enemies I don't know why they'd do this to me?" Landers said.Around 11 a.m. the Escondido Graffiti Eradication Unit drove up, ready to repaint the walls and electrical boxes."It's very rewarding to be able to give back to a community I've lived in my whole life," City Worker Nate Tunnell said.Both he and his coworker said the work is constant, and thankful neighbors make it worthwhile."We've been fighting them, and it looks like we've been beating them too, so that's always going to put a smile on my face," Tunnell said. "Right on you're doing a good job!" Landers said enthusiastically.Neighbors who spoke with 10News hope harsher punishment is implemented to keep their community clean."Maybe if they catch them and make an example of them, maybe they'll slow it down a little, cut it down a little," Ochoa said."Go somewhere else and do it, not our city," Landers said.You can go online to Escondido's website or download the Report It app to submit a report to get graffiti cleaned up. 2634

ESCONDIDO, Calif. (KGTV) -- The Escondido Union School District Thursday confirmed two people at Mission Middle School tested positive for coronavirus.District officials were notified Tuesday of the positive tests, and officials noted the cases were separate and not related."In an abundance of caution and in alignment with guidance from the San Diego County public health department, all students and staff members who were determined to be potential close contacts with either individual were notified immediately, and were advised to begin a 14-day quarantine", said district spokeswoman Michelle Breier.According to the district, the quarantine includes 25 students, five teachers, and three classroom aides.Under Escondido Union’s hybrid model, some students returned for in-person classes in late September.The district has implemented health and safety measures for students and staff, including limiting class sizes, enforcing social distancing, requiring face masks, conducting health screenings, and swift contact tracing following notification of a positive test.Escondido Union School District is a preschool-grade eight elementary district that is entirely separate from the high school district. FALLBROOK (CNS) - Four residents were displaced Tuesday when a fire broke out in the garage and damaged part of their Fallbrook home, authorities said.The blaze was reported shortly before 6:30 a.m. at a home in the 2000 block of Pomegranate Lane, off South Stage Coach Lane north of Fallbrook High School, according to North County Fire Protection District spokesman John Choi.Firefighters from the Oceanside and Camp Pendleton fire departments responded to the scene along with Cal Fire San Diego personnel to help douse the blaze, which fully engulfed the garage and extended into portions of the home and the attic, Choi said.Crews knocked down the flames within 35 minutes, but the fire caused extensive damage to the garage and minimal damage to the home, he said.No injuries were reported.The American Red Cross was called to the scene to help the displaced residents -- four adults and one pet -- arrange for temporary lodging.The cause of the fire was under investigation. 989

ENCINITAS, Calif. -- No dancing allowed. Sounds a little like the movie, “Footloose” right? Well, it’s real — and it’s the law in the city of Encinitas, California.“We got in trouble for people dancing here,” said Brie Cardosa, owner of Mr. Peabody’s Bar and Grill. The restaurant was fined ,000 for allowing their patrons to dance while listening to live music.Cardonas' restaurant has been providing food and live music for more than a decade. She said they have never had any run-ins with the law until they recent fine from the Alcohol Beverage Control.“We didn’t realize we were doing anything wrong,” Cardosa said.The fine stemmed from a city law that makes it illegal to dance in Encinitas during evening hours.Encinitas Councilman Tony Kranz believes his predecessors created the law in 1986 to prevent several dance clubs from being built in the city, or to dissuade people from behaving lewdly at alcohol-serving establishments.“I think it’s just the result of cities trying to limit their liability," he said. "And make it an enjoyable experience for everybody that comes out."The crackdown took place after the city received an overwhelming number of complaints from a number of area bars. Many Peabody’s fans have taken a stand by signing an online petition to let them keep dancing.You can find the petition here. Cardosa said dancing to music is a natural reaction, and found it hard to force her patrons to remain still. “We just don’t want to get in trouble if we’re dancing, or if someone starts moving around,” Cardosa said. “We don’t want to tell them that they can’t dance. It’s such a difficult type thing to explain to someone.”Kranz agrees. “I’ve been there before. and I’ve seen some dancing. I might have even swayed to the music a couple of times there,” he said. “The (Alcohol Beverage Control) interprets their rules that if you sway to the music, you could be in violation of the rules. That is not what city council is interested in having happen.”Encinitas City staff have started work on a revision to the current, and outdated law. In the meantime, Cardosa is hoping the petition persuades the council to let them stay as is. Her other options are to turn in a “deemed approved ordinance” application to temporarily be approved or to submit the “entertainment establishment permit,” also known as the “cabaret permit.” This would allow Mr. Peabody’s to have “dancers“ inside their venue.But that doesn't really align either. “We don’t want to be a dance club. We don’t want to be a dance venue,” Cardosa said. “I hope to have the support of the city behind us, and just you know, move on.”Cardosa said she will continue to host live music at the restaurant several nights a week, without dancing. She is working with city staff to find the best way to legally run her business while making her patrons happy. 2912
