BEIJING, Jan. 16 (Xinhua) -- China is pinning hopes on its affordable housing programs to cool its red-hot property market in the latest round of campaigns against rising asset bubbles, after the government moved to crack down on market speculation during the past year.Experts held that to increase supplies of affordable housing is the key solution to guide the market toward healthy development and help stabilize prices.During a talk show hosted by China National Radio on Dec. 26, Chinese Premier Wen Jiabao said the government will press forward housing price control and increase the supply of affordable houses for low-income earners.His words came after the government had announced a plan to build 10 million more low-income housing units this year.China is working on a more healthy system that provides housing that meets different demands, after an array of policies, including tighter credit for commercial housing, failed to produce satisfactory results in 2010.In 70 major Chinese cities, home prices rose 0.3 percent month on month and 7.7 percent year on year in November last year, which was the third consecutive month prices rose.China started the construction of some 5.9 million units of affordable homes in 2010, of which 3.7 million were completed, official figures showed.Qin Hong, a researcher with the Ministry of Housing and Urban-rural Development, said the number of affordable homes is still "far from enough", especially as more low-rent homes are needed for China's "sandwich class" families who either are disqualified for low-cost housing or cannot afford the sky-high prices of commercial housing."By attaching more importance to affordable homes and low-rent housing, it seems that the government is leading the market in the right direction," said Zhang Hanya, head of the Investment Association of China.

HANGZHOU, Nov. 9 (Xinhua) -- Senior Chinese leader Li Changchun on Tuesday applauded the contributions that Chinese literary writers and authors had made to enriching people's lives and called on them to create more works that are true to life and close to people.Li, who is a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks in a congratulatory letter that was sent to the organizing committee of the fifth Lu Xun Literature Prize, one of China's most prestigious honors.The award ceremony was held in east China's Shaoxing City, the hometown of Lu Xun (1881-1936), one of China's most well-known contemporary authors and essayist, on Tuesday night.Named after Lu, the prize was first awarded in 1986.Writers of outstanding short- to middle-length novels, poems, prose, essays, reportage, literary reviews and theoretical works will receive the award, which is bestowed every two years.

HOHHOT, Jan. 2 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that herdsmens' living standards should not be lowered as the nation strives to conserve the grasslands.Wen made the remarks during a two-day tour to Xilingol, Inner Mongolia Autonomous Region, that ended Sunday.From the beginning of this year, China is giving financial assistance to herders for their efforts to conserve grasslands and to compensate them for their losses.China's pastoral regions are vast and have great development potential. The development of animal husbandry not only helps herders improve their living standards but also concerns cities' non-staple food supply, the Premier said."Periodic bans are an important step to restore the grasslands. They should be implemented gradually. Herders' living standards should not be lowered and pastoral regions' supply of beef and mutton should not be reduced during the process," he said.Officials should visit yurts to discuss the policy with affected herders, Wen said while inside a yurt, a traditional Mongolian tent.He called on authorities to devise policies for the sound and fast development of pastoral regions, on the basis of the new reward-compensation mechanism.He urged local governments to make more efforts to improve grass seeds, livestock and irrigation systems, to provide vocational training for herders and to facilitate the modernization of stock breeding and pasture areas.

SINGAPORE, Nov. 14 (Xinhua) -- In celebration of the 20th anniversary of diplomatic relations between Singapore and China, a dedicated marker to commemorate late Chinese leader Deng Xiaoping was unveiled here on Sunday.The marker, which sits beside the Singapore River, was unveiled by Singapore Minister Mentor Lee Kuan Yew and Chinese Vice President Xi Jinping, who is here on a three-day official visit.The marker comprises a text panel and a bronze bust of Deng commissioned by the Chinese Embassy to Singapore. BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.
