(KGTV) - A private elementary school in the North County is hoping an extensive safety plan could help secure a waiver to reopen the school in mid-August.When Governor Newsom issued his order stopping in-person schooling for counties on the watch list, plans to reopen came to a sudden halt. Amanda Johnston is principal at St. Mary's School in Escondido, a Catholic K-8 school. School officials started developing the plan in April. It includes limiting enrollment, which now stands at about 170 students. The state has said public school districts and private schools can seek a waiver from county health officers to reopen elementary schools."We definitely plan to take all the necessary steps once we understand all the criteria and the process," said Johnston.As the school awaits that guidance, the work continues. ESCONDIDO, Calif (KGTV) - An albino red-tailed boa constrictor named "Lemony Snicket" is back home.A man wearing a hood and backpack returned the snake on May 16 to the EcoVivarium children's museum in Escondido. Museum officials believe Lemony disappeared on April 29. The snake was dehydrated and had not been fed. It was also full of mites. Later in the day, they said the boa was missing.A security camera facing Lemony's enclosure was also inoperable. Earlier the same day, the camera broke. However, if that article is posted on social media and spread to hundreds of thousands of people, the person can only sue the individual who posted the article and cannot hold the social media company responsible for spreading the article.The wording of Section 230 also allows internet companies, and more specifically social platforms, to moderate their content by removing or censoring posts that are obscene, violent or otherwise violate that specific platform’s terms of service and standards, so long as the social platform is acting in “Good Samaritan’ blocking” of harmful content.This has allowed online social platforms to grow and thrive, offering a space for users to share their thoughts and opinions, without the fear that those thoughts and opinions will get the platform in trouble. The wording for Section 230 came from established case law, including a Supreme Court ruling in the middle part of the 20th Century, which held that bookstore owners cannot be held liable for selling books containing what some might consider obscene content. Those decisions include controlling the content allowed on the platform, what gets censored, and creating algorithms that spread certain content further or faster.Content publishers are held to different rules and responsibilities by the Federal Communications Commission. News publishers can be held liable for the content they share on their platform, either in print or online.The president’s executive order came after Twitter started adding a fact-check warning to his tweets that contain false or misleading information. ESCONDIDO, Calif. (KGTV) -- San Diego neighborhoods are getting a step ahead of crime. One Escondido HOA is the latest to install license plate reader cameras. Drivers entering the Kent Ranch HOA in Escondido are now greeted by high-tech license plate readers. According to the creators of the tech, the cameras help police solve an average of two to three cases a day nationwide. The cameras don’t have facial recognition, only the ability to identify the car. Critics of the technology worry the data could be abused and is an invasion of privacy. The HOA did hear from some residents about privacy concerns, but believed public safety outweighed the concerns. Residents can request their vehicle not be captured by the cameras. 739
