BEIJING, April 19 (Xinhua) -- China's Vice President Xi Jinping Monday told members and organizations of the Communist Party of China (CPC) they had strict responsibilities in restoring normal life in quake-stricken Qinghai Province and helping the survivors.Xi, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the requirements at a meeting of senior CPC leaders in Beijing on Party building.Party members, officials and organizations responsible for civil affairs should make sure quake-affected people have enough food, clothes, drinking water and shelters, Xi said.CPC members, officials and organizations working in health-care fields should treat the injured and prevent disease outbreaks, while members working in education should work to resume school classes, Xi said.Other CPC officials and members in transport, electrical power and telecommunications should make efforts to repair infrastructure, and restore power, water supplies and road transport as soon as possible.He Guoqiang, head of the CPC Central Commission for Discipline Inspection, who was also present at the meeting, underlined disciplinary rules for quake relief work.

GENEVA, May 17 (Xinhua) -- The international community should have "a sense of urgency" in their efforts to realize the United Nations' Millennium Development Goals (MDGs), Chinese Minister of Health Chen Zhu said here on Monday."The deadline of the MDGs is only five years away, and we are facing huge challenges at this critical moment," Chen told the annual assembly of the World Health Organization (WHO)."The international community should have sense of mission and urgency to reach consensus, coordinate actions, and accelerate progress," Chen said.Addressing delegates from the WHO's 193 member states, Chen said that despite the unremitting efforts of the international community, "the MDG health indicators of women and children have been improving slowly and the situations are far from optimistic.""China holds that health of women and children constitutes an important element in a country's national basic health system and it reflects the social and economic development level," he stressed.Chen said the attainment of the MDGs would be "a historical milestone," and he urged governments to share this responsibility and "take stronger measures."One of the proposals the minister made at the conference was to improve the health of the people, particularly women and children."The ultimate goal of social and economic development is better life and brighter future for the people, and health is the basis of good life," he said.To improve the health of the people, countries need to build a strong and powerful health system so that they can provide comprehensive health services and tackle public health emergencies, according to the minister."All countries should attach importance to the building of such a system with articulated political commitments and substantial input," he said.Chen also highlighted the importance for controlling chronic and noncommunicable diseases, which "consume large quantities of health resources and afflict social and economic development.""To ensure sustainable health, social and economic development, the international community should conduct researches and take more effective countermeasures in its fight against such diseases, " he said.The minister also called on developed countries to increase their assistance to developing countries so that they can improve their health system and be more capable of dealing with health challenges."Health is an eternal theme of mankind, and the attainment of the MDGs is our common pursuit. China hopes that countries worldwide will stay closer and help each other to ward off disease threats and build our beautiful homes of health and harmony," Chen said.The World Health Assembly (WHA) is the WHO's supreme decision- making body. This year's five-day conference will discuss a wide variety of public health issues as well as administration and management matters.

NINGBO, Zhejiang, May 16 (Xinhua) -- European customers benefit from Chinese exports and all parties should work to build a fair, level playing field in international trade, said a senior official of the European Commission in an exclusive interview with Xinhua here on Sunday."We are working to create a level playing field which gives opportunity, diversified choices and good prices to our customers," said Neelie Kroes, Vice President of the European Commission, the executive arm of the European Union, in a forum on the sidelines of the Expo 2010 in Shanghai.Kroes said international trade was a bit comparable to road traffic. "Most of us respect the rules of the game, but if one or two are not respecting the rules and the red lights, there will be an accident," she said.In the case of China-EU trade relations, "most of the parties in the games are respecting the rules, and only one percent is not taking the rules into account, and that is the subject that we called anti-dumping," she said.Recently, China-EU trade relations were marred by a dispute over imports of certain Chinese-made shoes with EU ministers voting last December to extend import duties on Chinese shoes for another 15 months.Earlier last month, the European Commission rejected a complaint by China to the World Trade Organization that EU's anti-dumping tariffs on imports of Chinese shoes breached WTO rules."Making shoes is a traditional skill of my village and we are good at making shoes. I don't understand why they applied the anti-dumping measure against us, " said Gao Hua, a small-sized shoe manufacturer in Wenzhou, to the south of Ningbo of Zhejiang where the Expo forum was held.The Federation of European Sporting Goods Industry (FESI) said in March that it had started legal action against the European Union over its decision to extend anti-dumping duties on shoes imported from China and Vietnam.The FESI said in a statement that the European Commission's decision to extend duties on imported Chinese and Vietnamese leather footwear was based on a misguided investigation and analysis.It was unfair to single out the one percent that didn't obey the rules, Kroes said. The 27-member EU is China's biggest trade partner. China is the EU's second-biggest trade partner and is its biggest source of imports.China's main exports to Europe are machinery and domestic goods, including clothes and shoes. While the EU's main exports to China include industrial machinery, transport equipment, chemicals and high-end consumer goods."99 percent of European people are delighted to have Chinese goods and the EU's import from China is beneficial to EU consumers, and it also help keep European producers awake and competitive," Kroes said.FESI, whose members include top sports footwear brands such as Adidas, Puma, Nike, Lacoste and Asics, said the duties had cost the industry nearly 1 billion euros (.36 billion) since being introduced in 2006, according to the statement.

  

NANNING, May 15 (Xinhua) -- Three people were killed and one was missing amid heavy rains that pounded a scenic city of Guangxi Zhuang Autonomous Region for the past two days, Guangxi's flood-control and drought relief headquarters said Saturday.Continuous rainstorms triggered mud-rock flows Thursday night in Ziyuan County of Guilin City, killing three people there, the headquarters said.On Friday morning, a fisherman was swept away by rain-triggered floods in Gongcheng County of Guilin.Rainstorms had incurred property losses to about 19,000 people in Guilin as more than 30 houses collapsed, 1,100 hectares of farmland were inundated and many public facilities were damaged.The economic damage was estimated at 13.2 million yuan (1.9 million U.S. dollars).In southern province of Guangdong, three rainstorms pelted Guangzhou, the provincial capital, over the past week, with rainfall up to 440 mm, a record high in 25 years.The precipitation equalled to a quarter of the city's annual rainfall, according to meteorological statistics, said Lin Liangxun, Guangdong's chief weather forecaster.Guangdong has reported one missing. More than 35,000 people have been affected by the three rounds of heavy rains.Latest weather forecast said the rain is expected to weaken over the weekend.In the central province of Hunan, more than 8,000 people were stranded Saturday after heavy rains inundated the key roads of a town. Rescuers were transporting food and daily necessities to the region through a small chain bridge.The rain triggered mountain torrents in Xupu County on Wednesday and Thursday, causing damage to its four major bridges and the trunk roads linking Shanxi Town to the outside. Rescuers had to carry first-aid materials on their shoulders to the stranded population.Water level in the worst-hit Shanxi Town reached 2.7 meters in the street, said Zhang Shanwen, Party chief of Shanxi Town.Weather forecast said a new round of rains will hit the region on Sunday and Monday.
