BEIJING, Oct. 9 (Xinhua) -- China's Vice Premier Li Keqiang has stressed the importance of quality management, proper resettlement of people, environmental protection and preventing corruption in building the country's South-to-North Water Diversion Project.North China had long suffered from water shortages and the project is a strategic infrastructure goal that would benefit the Chinese people, Li told high-ranking government officials at a forum held Saturday in Nanyang, a city in central China's Henan Province.According to a design, a canal serving the middle route of the South-to-North Water Diversion Project will be in Nanyang City.Building the project concerns China's national economic and social development and the long-term development of the Chinese nation, said Li, also director of the South-to-North Water Diversion Project Commission (SNWDPC) of the State Council.Further, the enormous complexity of the South-to North Water Diversion Project called for excellent coordination and organization in pushing forward the construction, he said.Li also stressed the importance of quality management in the project, saying quality control was the core task for building the project into a world-class one.Also, resettlement of people is a key issue in carrying forward the project, and efforts needed to be made to make sure that people are properly resettled and they have the capabilities to increase their wealth, he said.Additionally, Li said, during the process of building the project, more attention should be given to protecting water resources and preventing water pollution.He also called for strengthened supervision of the funding used for the project to prevent corruption and to punish those violating the law.The South-to-North Water Diversion Project is designed to divert water from the water-rich south of China, mainly the Yangtze, the country's longest river, to the country's arid northern part. It will consist of three routes: eastern, middle and western ones. The project started with construction of the eastern route in 2002.Up to now, both of the eastern and middle routes are already under construction. The western route, meant to replenish the Yellow River with water from the upper reaches of the Yangtze through tunnels in the high mountains of western China, is still at the planning stage.About 330,000 people in Hubei and Henan provinces will be relocated before the middle route is completed in 2014.

BEIJING, Sept. 24 (Xinhua) -- Premier Wen Jiabao's three-day U.N. visit this week has been fruitful as a major diplomatic effort at a time when new changes are emerging in the world economy and politics, Foreign Minister Yang Jiechi told reporters Friday.Wen was in New York from Tuesday to Thursday for the U.N. Summit on the Millennium Development Goals (MDGs) and the general debate of the 65th session of the U.N. General Assembly, a summit of the U.N. Security Council member states, and a high-level discussion panel on AIDS and MDGs. He also met with U.S. President Barack Obama on bilateral ties and regional and world issues, calling for more cooperation.Yang said Wen made the New York trip as the world economy stabilized and started to show improvement but the recovery remained unbalanced and was still not solid.The international community has, in general, made significant progress on meeting the Millennium Development Goals (MDGs), the minister said. he said, however, more imminent is the imbalance in international development and there are new challenges in international cooperation and development.The developing countries want more attention from the international community on the development issue, the minister said, and countries are ever more willing to promote peace, development and cooperation. VIENNA, Sept. 20 (Xinhua) -- The International Atomic Energy Agency (IAEA) needs to enhance its role in promoting the peaceful use of nuclear energy, non-proliferation and fostering nuclear security, a senior Chinese official said here Monday.Global revitalization of nuclear energy has brought more opportunities for the IAEA to play an even larger role in promoting the peaceful use of nuclear energy and technology, said Chen Qiufa, head of the Chinese delegation to the IAEA's 54th General Conference opened in Vienna.Chen, also director general of the China Atomic Energy Authority, told the conference that the IAEA should continue to strengthen technical cooperation for sustainable development of nuclear energy, and give heed to opinions of developing countries.On the issue of nuclear safety, Chen said the IAEA should continue to push forward the development of global nuclear safety and security legislation and standard system, to strengthen transfer of knowledge and exchange of experience, popularize and promote nuclear culture so as to increase public confidence in nuclear energy development.With increasing work load of nuclear verification activities, the agency should build its own technical capability while fully cooperating with member states and using their resources to achieve nuclear safeguards targets, he added.Chen pointed out that the IAEA should play an active role in addressing sensitive and hot-spot nuclear issues.He said China always holds that the nuclear conundrum on the Korean Peninsula and in Iran should be resolved through dialogues and negotiations.China also supported the IAEA and its director general to continue to play their due role to push forward the diplomatic settlement of these issues.
