CINCINNATI -- Family members and friends said their final goodbyes to 16-year-old Kyle Plush at his funeral Monday.The teen died trapped inside his van at Seven Hills School last Tuesday, even after he pleaded with 911 operators to send help. Two Cincinnati police officers and a Hamilton County sheriff's deputy who searched near the school never found him. A Cincinnati City Council committee has a special meeting Tuesday afternoon to look into what happened.After Plush's death, the Cincinnati Police Department released a?computer-aided dispatch report,?Plush's calls and some dispatch traffic. It later released an internal review of the incident?after it was leaked to multiple news outlets.But the department has yet to explain exactly where its officers looked and what they did during their search for Plush. Nearly a week after the teen suffocated, numerous questions remain about what went wrong that day.The first 911 operatorStephane MaGee took the first 911 call from Plush. She couldn't communicate back and forth with him, because he said he could not hear her.MaGee indicated the caller was a female trapped in a van at the Seven Hills parking lot in "unknown trouble."Using latitude/longitude coordinates, she found Plush may be across the street from the school. She noted that location may be a thrift store parking lot in the dispatch report. Officers were dispatched to 5471 Red Bank Road, which is the parking lot across from the school where Plush was suffocating inside his Honda Odyssey. MaGee noted she used "Phase II" to find the location; "Phase II" is shorthand for a requirement, from the Federal Communications Commission, that wireless providers have to give 911 centers the latitude/longitude coordinates of cellphone calls.The latitude/longitude coordinates MaGee obtained were within feet of where Plush would be found dead later that night. Even though MaGee had almost the exact location of where Plush was found, a supervisor later wrote she should've used the school's name -- which would've sent officers to a less-exact location, at 5400 Red Bank.The officersRecords show Cincinnati Police Officers Edsel Osborn and Brian Brazile, riding double as Unit 2232, responded to the school to investigate Plush's first call. It's unclear if they ever came back on the radio to ask for clarification about the caller or vehicle.The officers noted they tried calling Plush back but didn't get an answer. Less than 11 minutes after arriving, they marked the assignment complete and were ready for a different assignment.Later that night, when Plush was found dead, another call went out for police to respond to Seven Hills School. Officers didn't yet know Plush was dead. Brazile and Osborn's unit, 2232, came on the radio to say they'd been there earlier in the day and found nothing."I think somebody's playing pranks. It was something about they were locked in a vehicle across from the school, we never found anything. But we'll respond and see what else we can find," one of them said in the radio transmission that night.That's what we know about the two Cincinnati police officers' actions. WCPO has requested numerous records, which have not yet been provided.Chief Eliot Isaac has not gone into detail about what the officers did at the school that afternoon. CHULA VISTA, Calif. (KGTV) -- A family in Chula Vista is beefing up security and warning their neighbors after surveillance cameras caught someone breaking in. Video shows a burglar smashing through a door in the house and ransacking the place before the family returned home with their young son with special needs. “It’s almost like TSA after 911. You just gotta not stop living your life; you got to fortify yourself and live your life a little differently right now,” said Dean Riggott.It’s the life Riggott, his wife, and their 9-year-old son say they’re living after surveillance footage from their kitchen captured the incident. “It’s a complete violation, like, right now I’m sleeping downstairs to be the first line of defense.”Riggott is defending his family against a burglar who smashed through a glass door and made his way inside. The family wasn’t home at the time. Their son was the first to notice the home had been burglarized.“He said, 'Dad, there is something wrong with the door, and there’s stuff all over the ground',” said Riggott.The 9-year-old couldn’t see what was wrong with the door because he is mostly blind. He also has autism. “Told my son immediately to get out, grabbed a knife and my club.”Police came minutes after being called but the burglar was long gone. The family was uneasy after seeing iPads, video game systems, and other expensive items untouched. “He’s talking to somebody the whole time on a Bluetooth, and I think that’s a key point.”Other than destroying things, the thief seemed to only target vintage, high-end purses, taking about ,000 worth. “He came in with socks on, he’s in the system; he must be in the system if he’s worried about his fingerprints.”Riggott says he hopes someone will recognize the man's face. (KGTV) - If a person suffers cardiac arrest inside a hospital, their chances of surviving are lower than you may think.According to the American Heart Association (AHA), the survival rate for adults is just 23%. The nonprofit attributes this low number to poor-quality CPR."So we need to do better in order to improve that number, our patients deserve better, our staff deserves better," said Sarah Saunders-Harbaugh, a clinical lead at Sharp Chula Vista Medical Center.Saunders-Harbaugh is leading the hospital's effort to adopt the new AHA training method: RQI 2020, which stands for Resuscitation Quality Improvement. The simulation-based training provides verbal feedback in real-time while staff members do compressions and ventilations. Previously staff was only required to get re-certified every two years. With RQI 2020 staff will train every three months, but only for about 15 minutes each time."So 'we're constantly building muscle memory, and we have the opportunity to get better while we're using this equipment and then we have the opportunity to save more lives in the hospital," said Saunders-Harbaugh.A Texas hospital using this training method increased its survival rate by 21%, doubling the previous rate.Sharp Chula Vista is the first hospital in the county to implement RQI 2020, and the AHA hopes to have it in every hospital by 2025. 1389

CINCINNATI -- A Blue Ash, Ohio nurse, worried she would be fired for being drunk at work, attempted to steal narcotic medications and flee from Cooper's Trace Nursing and Rehabilitation Center on April 5, according to Hamilton County court documents.The medications stolen by 42-year-old Orlantha Shields included "combinations of morphine, fentanyl, codeine, oxycodone" and others, police said. "As she immediately left the facility, before the end of her shift and without proper medical supervision for the patients, she asked if anyone was going to tell on her and then exited the building," the affidavit for her arrest reads.A pharmacist taking stock of the assisted living facility's emergency supplies noticed the missing medication and Shields' signature in the logbook directly before the theft.Shields was indicted April 25 and charged with theft of dangerous drugs, a fourth-degree felony. 919

(KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079
