A group of California lawmakers is raising new questions about what the state is getting in return for the billions of dollars it has spent combating its homeless crisis.The seven lawmakers, all Republicans, are calling for an audit that will need bipartisan support to get going. In the last two years, California has invested .7 billion on homelessness, and Gov. Gavin Newsom is budgeting an additional .4 billion in next year's budget. "I don't know where that money is going, and it's being approved by the legislature," said State Sen. Brian Jones, Republican of San Diego County's 38th district, who is calling for the audit. "So if I don't know where it's going, how can the taxpayers know where it's going?"Newsom's office did not immediately respond to a request for comment. "We know the big buckets that the money just kind of disappears into, but what we don't do is we don't follow it all the way through to see how many folks were actually getting out of homelessness," he said. A man accused of gunning down an international student at the University of Utah on Monday has been captured after an overnight manhunt, authorities in Salt Lake City said.Both Austin Boutain and his wife, Kathleen, are in custody, police said. The couple also were wanted for questioning in connection to the death of a man several days ago in Golden, Colorado, according to University of Utah Police Chief Dale Brophy.Austin Boutain, 24, was arrested Tuesday, Salt Lake City police said in a tweet.The victim in Golden, who has yet to be identified, died within the last three to five days in a recreational vehicle, Brophy said.Golden Police Department Capt. Joe Harvey stressed that the Boutains are persons of interest, and not suspects, in the Colorado death. A California teacher was arrested Wednesday after a video posted to Reddit shows her cutting students' hair while singing the "Star-Spangled Banner."Margaret Gieszinger, 52, was arrested and changed with abandonment and neglect of children.According to NBC News, Gieszinger is a teacher at University Preparatory High School in Visalia, California. The video shows Gieszinger in a classroom, cutting chunks of hair from a male students' head and throwing it behind her as she sings the national anthem.After cutting the boys' hair, she threatens to cut other students' hair.The College of the Sequoias Chief of Police confirmed to NBC News that the video was the reason for the arrest.Gieszinger is currently being held in the Bob Wiley Detention Center in Tulare County, California on 0,000 bond.
