No one likes to step in the "you-know-what" that dogs leave behind. Thanks to science, some Wisconsin apartment complexes are finding out exactly what dog, and what owner is responsible for those unattended piles. "It resolved issues immediately," said Ed Muisenga, the property manager at Prairie Grass Living in Pewaukee. He says they implemented the dog DNA policy from the beginning. It's built into their pet policy so when dogs move in, their cheeks are swabbed and their DNA stored in a registry through the company PooPrints Wisconsin.Then if Muisenga finds any waste that hasn't been picked up, they can send it to a lab to be tested, and eventually matched to one of the resident's dogs. "A lot of people thought it was a cool idea, I do too," he said. "It was kind of something I thought was funny in the beginning but it made a lot of sense." Diane and Frank Busateri don't live in a complex with this policy but nearby. They said most dog owners in their community are responsible. "It's kind of weird," said Diane. "I think it's unnecessary if people are willing to cooperate with each other," added Frank. If the DNA test proves an owner didn't pick up their dog's poop, the Prairie Grass Living complex imposes a fee that's between 0 and 0. But for the most part, the policy leads to more accountability, according to Anna Schloesser, the owner of PooPrints Wisconsin. She says they have 60 properties in the state using this service and most property owners have reported very little issue with waste left behind. "You have 'he said she said' and you can't figure out who did it," she said. "This is just an easy way to pinpoint where it came from and solve the problem."The company says some municipalities are even considering implementing a similar policy, so waste left behind in parks or other public places could also be tracked.  1942

NEW YORK (AP) — Universal Music unveiled a previously unheard and unreleased song by the late Queen frontman Freddie Mercury.The record label announced the track, "Time Waits for No One," on Thursday. It was originally recorded in 1986 for the concept album of the musical "Time" with musician Dave Clark.A video to accompany the song was also released and includes unseen performance footage of Mercury. It was recorded in April 1986 at London's Dominion Theatre.Mercury died of AIDS-related pneumonia in 1991 at 45. NEW YORK CITY — The principals and teachers unions are calling for New York City to delay school reopening for at least a month.While most major cities have opted to start the school year virtually, New York City still plans on resuming in-person. Mayor Bill de Blasio responded while touring Village Academy in Far Rockaway, Queens on Wednesday with Schools Chancellor Richard Carranza."Unions will always sound various alarms and unions will say things sometimes in a very dramatic fashion, this is nothing new in New York City," de Blasio said. "But the question is really, what is the mission? The mission is to take care of our kids."Jacob Stebel, a high school film teacher in the Bronx, said a pod system, where students would be taught in groups in a single classroom, won’t work with high schoolers.“Students will be grouped by the classes they have to take together, instead of students moving from classroom to classroom, teachers are moving from classroom to classroom," Stebel said.That would put him in six to seven different classrooms a day with just as many groups of students.“If I have to go into eight different classrooms a day, I have to set up my materials again,” he said.According to the mayor and city’s top educator, with a month to go, they’re still working through the details."One of the things we're working on right now, and, again, with a month to go, is how can we compress things so even at the middle school and high school level, there's less movement," de Blasio said. NEW YORK, N.Y. -- A man was found decapitated and dismembered in his Lower East Side apartment Tuesday afternoon, according to the New York Police Department.The man's body was found shortly after 3:30 p.m. in the East Houston Street building, officials said.Police identified the victim as 33-year-old Fahim Saleh, a globe-trotting tech entrepreneur, according to his LinkedIn page.According to a police source, it was the victim's own sister who made the grisly discovery in his luxury apartment.Investigators told WPIX that Saleh's sister found an electric saw, still plugged into the outlet, and her brother's limbs placed in bags.Mitchel Glixon was walking his dog past 265 East Houston around 3 p.m. Wednesday when the woman burst out of the lobby, screaming and crying."She just says 'he has no head' and pointed to her arms and kind of making an arm motion as she went back to the lobby. People kind of surrounded her at that point," Glixon said.Officers said the victim was last seen on surveillance video entering the apartment Monday afternoon; 24 hours later, police dogs searched the surrounding area for clues.Police sources said the surveillance video shows Saleh and a well-dressed man all in black following him into the elevator that goes right to his apartment. It is believed this is when he was attacked.Neighbor Jason Gabriel tried to process the news. "It's a scary time right now. People have pent up anger.
