SAN DIEGO (KGTV) -- A San Diego psychiatrist no longer has a license after authorities say he was intoxicated while practicing.According to the Medical Board of California, Marco Antonio Chavez’s license was suspended following an investigation.The investigation began after authorities say a patient reported that Chavez sent him a box of medication in 2017 that contained an empty vodka bottle.During one of several office visits, an investigator said Chavez appeared to be intoxicated.Documents show that Chavez told the investigator that his mother gave him a “Mexican home remedy to stop his drinking” which consisted of vodka and cloves. At a hearing, Chaves said he had two of the drinks that morning.During the visit, the investigator told Chavez he believed he was “so intoxicated that he could not practice medicine” and told two patients in the waiting room to go home.A test conducted by a San Diego Police officer shows that Chavez had a blood alcohol level of .216. SAN DIEGO (KGTV) - After weeks of large crowds, no masks or social distancing in Ocean Beach, the City of San Diego put together a compliance team to educate people about the county’s public health order.A team of about 12 people consisting of code compliance, parking enforcement, and park rangers handed out face masks to those who didn’t have them on and asked for compliance.“There was unacceptable levels of people coming together, congregating together getting really, really close without masks or social distancing,” said Joel Day, the senior advisor for COVID Response and Recovery with the City of San Diego. “We’re asking people don’t congregate here, please wear a mask if you’re around other people, and please socially distance and so far it’s looking pretty great.”Within one hour, Day said the team handed out about 300 masks.Earlier in the day, residents noted that Veterans Plaza in Ocean Beach appeared to be less crowded. But as the sun went down, the drum circle returned, and so did the crowds. They cleared out by about 10:30 PM.Resident Tim Johnson said home and business owners have had to deal with the same scene repeatedly. Crowds are filling up the park after the farmers market.“There’s piles of trash that get left and open containers, aggressive behavior,” he said.On Tuesday, the city put up a fence to keep the crowds out, but it was quickly torn down.While Johnson said he appreciates the city’s efforts, he said more needs to be done to solve the problem.“The COVID issue is secondary to the other problem, and that other problem is that illegal, obnoxious, aggressive behavior has continued on without being enforced,” said Johnson. 1677

SAN DIEGO (KGTV) — An 18-year-old San Diego student who has already cemented her place in climbing has now grabbed a historic Olympic accolade.Sunday, Brooke Raboutou, of Boulder, Colo., qualified for the Tokyo 2020 Games to become the first-ever American to qualify for Olympic climbing, according to the U.S. Olympic Committee. The University of San Diego sophomore finished ninth in the combined qualification round at the IFSC Climbing World Championships in Hachioji, Japan, according to Team USA. Her final rank will be based on the results from all three events.U.S. athletes will have two more chances to qualify for the 2020 team. SAN DIEGO (KGTV) - An ash-filled stolen trailer in Miramar contained heartbreak for more than 100 military families in the form of hand-carved model aircraft burned and damaged. Many of the coveted items are simply too far gone from the damages."They are hand-carved, hand-painted and personalized," said John Pineda, who owns Squadron Toys.He says his model aircraft are ordered by service members and veterans - and their loved ones to commemorate service. Many of them are gifts for a retirement or Christmas.Those gifts disappeared overnight, in minutes."We are heartbroken," said Pineda. He showed 10News the surveillance video.Just past 1 a.m. on Nov. 3, a U-Haul truck drives into the parking lot. Five minutes later, you can see it again, this time hauling Pineda's trailer, filled with more than a hundred model aircraft to be shipped out the next morning.The discovery of his trailer missing was followed a week later by a call from the CHP.The trailer was found on fire on a street in Vista. He towed it back Thursday.Pineda looked in the trailer and found about 60 of the models were missing. There were also burned model planes and helicopters. SAN DIEGO (KGTV) — A surfer was found unconscious, face down in the water near Pacific Beach early Wednesday.San Diego lifeguards were notified of the woman in her 30's just after 8 a.m. inside the surf zone at Tourmaline Surf Park.10News spoke to Jason Glover, a paddleboard surfer who set up a robot-camera on the beach to capture surf videos. One of the clips captured the audio of the exact moment bystanders found the woman unconscious.“Hey! Hey! Call 9-1-1,” they said. Fellow surfers immediately pulled her out of the water and started CPR. Lifeguards continued life-saving efforts once they arrived, according to San Diego Fire-Rescue spokeswoman Mónica Mu?oz.The woman began breathing again and was transported to Scripps Memorial Hospital, but her condition was not immediately known.“They immediately brought her in. But that’s what surfers do. Whenever there’s a crew out here, you know you’re going to be fine because everyone looks after each other,” Glover said.It's unclear what caused the woman to become unconscious. 1042
