TASHKENT, May 3 (Xinhua) -- Chinese Finance Minister Xie Xuren made three proposals to the Asian Development Bank (ADB) for its future development here on Monday.At a business session of the 43rd annual meeting for ADB Board of Governors that kicked off Monday, Xie said the ADB should fully tap its potential as a knowledge platform in seeking ways for Asia 's future development.It should also promote collective economic expansion of Asia by deepening regional economic cooperation, said Xie.Thirdly, the ADB should raise its assistance efficiency and enhance its capacity for institution building, while making active contribution to the regional prosperity and stability, he added.All Asian members are still facing difficult tasks of retaining economic growth and adjusting economic structure, because the basis for world's recovery from the global financial crisis has not been consolidated so far, said the Chinese minister.On the sidelines of ADB's first annual meeting in Central Asia, Xie also met with Uzbek President Islam Karimov, Uzbek First Deputy Prime Minister and Finance Minister Rustam Azimov and heads of delegations including Bangladesh, New Zealand and Fiji.

HARBIN, May 16 (Xinhua) -- Seven people were killed, and 98 more injured after a tornado and hailstorm struck northeast China's Heilongjiang Province Saturday, a local official source said Sunday.Altogether 8,502 people were affected, among whom 3,684 were evacuated, after 28 townships of Suihua City, about 120 km from the provincial capital Harbin, were hit by the violent weather from 3:15 p.m. to 5:50 p.m. Saturday, Suihua's emergency response office said in a statement.A total of 1,015 houses were toppled down in the tornado, and Minqiang Village of Gongrong township was hit the hardest, with the roofs of every house being uplifted, it said.Five people of Beilin District and one from Suihua's Lanxi County were killed. The strong wind tore through eight townships of Hailun city under the jurisdiction of Suihua, killing one more people."I was cooking at the outer room when the tornado came. I attempted to close the window, but the wind was so strong and fast that the house collapsed before I could close it," said Wang Junxia, a woman from Xinquan Village of Beilin District, Suihua City.Wang was temporarily buried beneath bricks, but she managed to crawl out of the rubble and saved by the rescuers.Relief work was underway.Two hundred quilts and more than 500 kg of bread were sent to the affected Beilin District.

NANNING, May 15 (Xinhua) -- Three people were killed and one was missing amid heavy rains that pounded a scenic city of Guangxi Zhuang Autonomous Region for the past two days, Guangxi's flood-control and drought relief headquarters said Saturday.Continuous rainstorms triggered mud-rock flows Thursday night in Ziyuan County of Guilin City, killing three people there, the headquarters said.On Friday morning, a fisherman was swept away by rain-triggered floods in Gongcheng County of Guilin.Rainstorms had incurred property losses to about 19,000 people in Guilin as more than 30 houses collapsed, 1,100 hectares of farmland were inundated and many public facilities were damaged.The economic damage was estimated at 13.2 million yuan (1.9 million U.S. dollars).In southern province of Guangdong, three rainstorms pelted Guangzhou, the provincial capital, over the past week, with rainfall up to 440 mm, a record high in 25 years.The precipitation equalled to a quarter of the city's annual rainfall, according to meteorological statistics, said Lin Liangxun, Guangdong's chief weather forecaster.Guangdong has reported one missing. More than 35,000 people have been affected by the three rounds of heavy rains.Latest weather forecast said the rain is expected to weaken over the weekend.In the central province of Hunan, more than 8,000 people were stranded Saturday after heavy rains inundated the key roads of a town. Rescuers were transporting food and daily necessities to the region through a small chain bridge.The rain triggered mountain torrents in Xupu County on Wednesday and Thursday, causing damage to its four major bridges and the trunk roads linking Shanxi Town to the outside. BEIJING, May 7 (Xinhua) -- The Chinese government has allocated another 200 million yuan (29.3 million U.S. dollars) to quake relief in the northwest Qinghai Province on top of 500 million yuan already earmarked, the Ministry of Finance said Friday.The funds will support relief efforts, including resettlement, subsidy on daily necessities, medical care, epidemic prevention, re-opening of schools, and infrastructure repairs, according to the ministry's website.The ministry ordered timely allotment and tightened management of the relief funds to help the quake-affected residents to restore production and life as early as possible.The 7.1-magnitude earthquake that hit Qinghai's Yushu prefecture on April 14 had left at least 2,200 people dead, with more than 100,000 homeless.

BEIJING, April 10 (Xinhua) -- President Hu Jintao on Saturday sent condolences to Polish parliamentary speaker Bronislaw Komorowski, who became acting president by law, over the death of Polish President Lech Kaczysnki in a plane crash.Hu said in the message that he was shocked and grieved to learn of the death of Kaczysnki and his Polish state delegation in a plane crash in the Russian city of Smolensk."On behalf of the Chinese people and in my own name, I express my deep condolences to President Kaczysnki and all other victims, as well as sincere sympathies to their families and the Polish people," Hu said.Premier Wen Jiabao and Foreign Minister Yang Jiechi also sent their condolences to Polish Prime Minister Donald Tusk and Foreign Minister Radoslaw Sikorski over the plane crash.A chartered plane carrying Kaczynski crashed in thick fog near the Smolensk airport in western Russia on Saturday, killing all 96 people on board the aircraft.
