Nearly a year after walking off the job, teachers in West Virginia are going on strike again.Last year, teachers in the state went on strike for nine school days, fighting for higher pay. This year, they’re protesting an education reform bill that would bring charter schools to the state and create education savings accounts parents could use for homeschooling, private schools and other educational costs.Unions are calling it retaliation. "We are taking action,” said Fred Albert, with the West Virginia American Federation of Teachers. “We are left with no other choice.”Tuesday’s strike is just the latest of several strikes nationwide in recent months. Teachers in Denver, Colorado recently went on strike for three days. In Los Angeles, 30,000 teachers went on strike for six days. Teachers in Oakland are set to strike Thursday. Experts say the strikes will likely continue. “Once you have educators seeing that when they come together in collective action and they raise their voices together, they're looking around and they're seeing it's not just them,” says Becky Pringle, vice president of the National Education Association. On Thursday, the United States Air Force Academy announced that President Trump nominated Lt. General Richard M. Clark to become the Academy's first Black superintendent. According to the U.S. Air Force Academy, if the Senate confirms Lt. Gen. Clark's nomination, he will become the second Black general to head up a service academy. He will be in charge of the Academy's undergraduate academic program, cadet military, and athletic training and character development.“I am extremely humbled and honored by the nomination to serve as the Superintendent of the Air Force Academy,” said Lt. Gen. Clark. “I’m also excited for the opportunity to build on the tremendous work of Lt. Gen. [Jay] Silveria and to give back to the institution that has given me so much. Go Falcons!”Clark has a history of leadership with the Air Force Academy, previously working as the Commandment of Cadets and at other levels of Air Force Command. He has pilot expertise as well, ranging from bomber to air-refueling. He currently leads the nuclear expertise for the Air Force at the Pentagon.“I have no doubt that Lt. Gen. Clark will be an extraordinary leader for the Academy,” Silveria said. “He has a long history with USAFA and an exceptional leadership record.”Clark will replace Silveria after 35 years of committed service to the nation and the Air Force. PHILADELPHIA, Pa. – Around the world there are more than 100 safe injection sites, in countries like Canada, Australia and Spain. However, in the U.S. there are none. “In 2017, 1,217 Philadelphians died of overdoses. Last year about 1,150,” said Philadelphia’s former mayor, and the state’s former governor, Ed Rendell. Rendell has been leading a fighting for Philadelphia to open the first safe injection site in the country. He joined the organization Safehouse in this effort shortly after his best friend’s son overdosed on heroin. “When John Decker died, it became personal,” added Rendell. “Decker wasn’t my son, but I knew him since he was a 2-year-old boy.”Safe injection sites provide a place for users to inject drugs under medical supervision. The proposal has landed Rendell and supporters of the plan against the federal government. The Department of Justice sued Safehouse last year to block the site but then earlier this month this call happened. “It’s kind of a nuance. He just said it’s not unlawful activity,” said a board member of Safehouse who was on speaker phone in Rendell’s office. The call described a judge’s decision minutes earlier. The federal judge denied the Trump administration’s motion to block Safehouse from opening a safe injection site under the federal Crack House Statue. “It is clearly a victory,” said Rendell during the call. A victory against the D.O.J for now, but Rendell and Safehouse still have to win over the public. There’s a lot the criticism around the idea of a safe injection sites, some argue one in the U.S. would be promoting the use of opioid drugs rather than curbing it. “Ridiculous! No one is going to get hooked on opioids because they think of themselves well if I get her back and always inject in front of a medical personnel,” Rendell responds. However, many in the community of Kensington, where the safe injection site would be located, add additional concerns. Some neighbors fear a site would bring addicts from all over the city to a neighborhood already struggling and possibly take that neighborhood to a new low. “If you have time I’d say go out to Kensington and look at what’s there right now couldn’t get any worse,” argues Rendell. “My message to the neighbors is that we are going to bring it all indoors no one is going to be shooting up in front of your kid

Police released new details late Tuesday afternoon about a dog owner who gunned down two people inside a Port St. Lucie home the day before.Investigators said Guy Alexander Hansman, 55, and his daughter, Harper Hansman, 11, were shot and killed by their neighbor, identified as Ronald Delserro, 82, at a home on Monday.According to police, the violence stemmed from a dispute over the gunman's dog, a bull mastiff named Roxy. Earlier on Monday, the animal had been declared dangerous in court."They all came home from court and then the suspect armed himself and went to the victim's house," St. Lucie County Sheriff Ken Mascara said at a news conference.Authorities said that after police officers and deputies arrived at the scene on Monday, they entered the home and exchanged gunfire with Delserro, who was armed with two handguns.An officer was shot in the arm and was treated at the hospital and later released.A SWAT Team later discovered Delserro dead inside the house, according to police. It's unclear how he died.In a truly tragic development, police said Harper Hansman was the person who called 911 before her death.According to the Port St. Lucie Police Department, the feud dated back to March 4, when Delserro's bull mastiff attacked and bit a woman who lived at the victims' home.That eventually led to a court hearing in which the animal was declared dangerous."I believe this to be an intentional act of violence against these neighbors," said Port St. Lucie Assistant Police Chief Richard DelToro on Monday. "It's tragic. You can't rationalize irrational behavior."On Tuesday, 24 hours after the violent and tragic attack, crime scene investigators continued processing the scene. Around 12 p.m., Port St. Lucie Animal Control arrived and officers appeared to take an animal away from the community.A contractor said he saw the gunman's wife just moments after the shots rang out."She said, 'I hope he didn’t do something stupid,'" Ray Layfield said. CLEVELAND — The family of a 75-year-old woman is fighting for more information after they say she received a letter from the Social Security Administration stating that she needed to repay nearly ,000. Teresa Licate of Stow, Ohio, is a two-time cancer survivor that suffers from a heart condition. She recently received a letter from Social Security, dated Oct. 17, 2018, that said she had been mistakenly overpaid ,796 and needed to pay that money back. Teresa's son, David, said she was in considerable distress when she received the letter. "Almost to tears. What am I going to do?” David Licate said of his mother's reaction. A trip to the Social Security offices in nearby Akron weren't of much help. David Licate claims an agent told him that she "didn't have any idea what the problem was." Since October, Social Security has withheld more than 0 a month from Licate's check. But David Licate said his mom's paperwork tells a different story. "We were able to go back and illustrate that they lost the data that the dollar amount was mistaken,” David Licate said. Beyond Social Security's mistake, the Licates are frustrated that Social Security couldn't see an issue coming with Licate's account. “The threshold for a flag to kind of check this out, to make sure this is accurate doesn't have to be ,000,” said David. “I would say a thousand dollars maybe." The Social Security Administration that it could not comment on Licate’s case until the appeals process is complete. "If a bank did this, they would be regulated out of business,” David Licate said. “They wouldn't be able to survive." The Licates also claim that Social Security promised it would send an emergency payment by Feb. 4, but they have not received anything as of Feb. 22.
