SAN FRANCISCO (KGTV/AP) — California’s education chief has applauded the state’s two largest school districts, Los Angeles and San Diego, for this week’s decision not to reopen classrooms this fall amid rising coronavirus cases. But Tony Thurmond says the same rules need not apply in counties with low rates of infection. In a media briefing, Thurmond says that in counties where the number of cases is low, schools could reopen for in-person classes as long as they follow the state's guidance on physical distancing and wearing face coverings. “Everyone shares the desire to reopen schools and agrees that the best place for children to learn and thrive is in the classroom connected with caring teachers and staff. We also understand that schools are more than a place of learning: They provide critical necessities like meals, relationships with caring adults, and support for working parents,” said Thurmond. “But we can only open schools if it is safe to do so. As the largest educational agency in the country, our stance has been consistent during this pandemic: Science, data, and safety must guide any decision about reopening a school. (KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SAN MARCOS (CNS) - A motorist was killed in a multi-vehicle crash this morning involving a semi truck on state Route 78 in San Marcos and another motorist suffered major injuries in a rollover crash around four-and-a-half hours later on the opposite side of the highway, authorities said.A semi truck was reportedly disabled around 12:15 a.m. in the left lane of eastbound state Route 78 west of Twin Oaks Valley Road, according to a California Highway Patrol incident log.At 12:55 a.m., someone told dispatchers that a vehicle crashed into the back of the semi truck and the vehicle was totaled.The driver of the Honda CRV that struck the semi truck was killed in the crash, CHP Officer Tommy Doerr said.CHECK 10NEWS TRAFFIC MAPAt 5:35 a.m., a crash between a Ford pickup and two other vehicles on westbound SR-78 west of Twin Oaks Valley Road caused the pickup to overturn and land on its roof, Doerr said. Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430
