SAN DIEGO (KGTV) -- A principal in La Jolla apologized after sending an email to parents she says unintentionally reinforced stereotypes.La Jolla Elementary School Principal Donna Tripi last month sent an email after two parents expressed concern over a man they believed was following a parent and her two children out of a Starbucks and across the street.In the email, Tripi described the man as “an African American male, about 30 years old, about 6’1” tall, wearing a hooded sweatshirt.” Tripi added in an apology email that she was passing along the description she was given.RELATED: La Jolla students, teachers gather to battle bullying on campus“My email was a mistake. SAN DIEGO (KGTV) -- A portion of City Hall in Downtown San Diego was evacuated after crews working in the building possibly disturbed asbestos.According to the city, construction crews working on the lobby possibly disturbed the asbestos around 2 p.m. Thursday. The city said in a memo that a contractor working on the sprinkler system accidentally dislodged a section of the ceiling, causing it to crash to the ground. "Immediate action was taken to isolate and contain the material,'' according to the memo. The substance hasn’t yet been confirmed as asbestos, but hundreds of people were forced to evacuate as a precaution. Crews plan to conduct air testing Thursday night with the expectation of reopening City Hall Friday morning. The City Clerk’s office remains open and is working out of a nearby location until Thursday evening so candidates running for office can meet their 5 p.m. deadline. 909

SAN DIEGO (KGTV) - A handful of San Diego County fire departments have sent crews across the state to help with the Woolsey and Camp Fires. But Cal Fire officials tell 10News they're making sure that enough resources are left behind to cover any emergencies that happen here."We have an obligation here to make sure we keep enough strategic reserve to stay safe in San Diego," says Cal Fire Battalion Chief Jon Heggie.Through a process called "Mutual Aid," Heggie says Cal Fire sent three strike teams, consisting of 15 engines, to help around the state. That leaves 32 engines in San Diego. Heggie says those engines are placed around the county ready to pounce on any fires that spring up."The conditions they've seen up there are very similar to what we're seeing right now," says Heggie. But, he added that all time off had been canceled for Cal Fire employees while San Diego is in a Red Flag Warning."Everyone from the Chief down to the firefighters, they're staying in a heightened state of readiness," he says. "We'll never exceed those thresholds to make sure that we have enough adequate resources available for any fire that starts here in San Diego."Cal Fire's ability to respond quickly was put to the test Monday, when a house fire erupted in Ramona. SAN DIEGO (KGTV) — A San Diego craft brewery hit hard by the coronavirus pandemic is taking the rare step of opening a restaurant, despite the region going into the state's most restrictive purple tier.Dennis O’Connor says the pandemic hurt Thorne Brewing Company the moment the first shut down kicked in back in March.“It wasn't so much that nobody was coming in, but you also lost all those bars and restaurants that were buying your product,” said O’Connor, who co-founded the brewery in 2012.Not to mention, the price of cans increased, hitting the craft brewer’s distribution.Thorne operates three locations in San Diego County, at least one of which will likely have to shut down as the region enters the most restrictive purple tier, outlawing indoor dining. The restrictions take effect midnight Saturday, to help stop the increased spread of the coronavirus. “We are nowhere near thriving,” O’Connor said. “It’s survival at best.”But O’Connor has a new tool for survival.Connected to Thorne’s Barrio Logan location is a new full service distillery and wood-fired pizza restaurant the brewery finished in march, but never opened. O’Connor says it was a multimillion-dollar project that took years.“It was pretty much just a big blank warehouse,” he said.While the interior can't open, Thorne is converting the restaurant’s outdoor patio into its own barbecue eatery, with a bar in the back called Sideyard Barbecue by Hot Mess (the name of the adjacent pizza restaurant) . It'll seat 84 people and opens to the public Nov. 19.“If outdoor is the new norm then let's do an outdoor and let’s kick (butt) on it,” O’Connor said. “Let's not put it in the street, let’s not put it in a barn tent, let's do something special. So that's what this is.”O’Connor said he hopes the barbecue can help get Thorne and its now-limited staff through the pandemic. 1861

  

SAN DIEGO (KGTV) — A San Diego judge says police departments must release records related to officer misconduct.The decision comes after local media groups, including 10News, sued to keep some police unions from blocking departments from following a groundbreaking new law in California.“This court finds that Senate Bill 1421 applies retroactively, to all, keyword, all personnel records of peace officers not only now but prior to January 1, 2019,” said San Diego County Superior Court Judge Eddie Sturgeon.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.“These records have been under seal for 45 years, and when you have that kind of duration, and decisions are made for that long than it is going to create substantial disruption when the law changes, and all of a sudden these things have been under seal for four and half decades are available for public perusal,” said Richard Pinckard, attorney for the unions.An attorney for the ACLU argued they intervened in the case to defend the public right to know saying the law was designed to be retroactive.“These are fundamental matters that the public has a right to know,” said David Loy, attorney for the ACLU of San Diego & Imperial Counties. “To restore public trust the public has to have the right to know and observe what the officers have done and what the agencies have said about it.”The Judge ruled no records could be released before March 29. He’s giving the unions time to appeal if they want. 2028
