BEIJING, Oct. 18 (Xinhua) -- Following is Xinhua's translation of the full text of the Communique of the Fifth Plenum of the 17th Central Committee of the Communist Party of China (CPC), which was passed on Oct. 18:Communique of the Fifth Plenum of the 17th Central Committee of the Communist Party of China(October 18, 2010)The Fifth Plenum of the 17th CPC Central Committee was held in Beijing from October 15 to 18, 2010.Present at the plenum were 202 members and 163 alternate members of the CPC Central Committee. Members of the Standing Committee of the CPC Central Commission for Discipline Inspection and leading officials of relevant departments attended the meeting as non-voting delegates. Some delegates to the 17th CPC National Congress, including a few from the grass roots and a few experts and scholars, also attended the meeting as non-voting delegates.The plenum was presided over by the Political Bureau of the CPC Central Committee. Hu Jintao, General Secretary of the CPC Central Committee, delivered an important speech at the plenum.The plenum listened to and discussed the working report delivered by Hu Jintao, who was entrusted by the Political Bureau of the CPC Central Committee, and adopted the "CPC Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015)". Wen Jiabao made an explanatory speech on the draft proposal to the plenum.The plenum fully recognized the work of the Political Bureau of the CPC Central Committee since the Fourth Plenum of the 17th CPC Central Committee. The plenum unanimously agreed that the Political Bureau of the CPC Central Committee, faced with the fallout of the international financial crisis and sweeping changes in international and domestic landscapes, has thoroughly implemented the guidelines of the 17th CPC National Congress and the First, Second, Third and Fourth plenums of the 17th CPC Central Committee, held high the great banner of socialism with Chinese characteristics, and followed the guidance of the Deng Xiaoping Theory and the important thought of the "Three Represents," and comprehensively implemented the Scientific Outlook on Development. The Political Bureau of the CPC Central Committee has united and led the whole Party, military and Chinese people of all ethnic groups to celebrate the 60th anniversary of the founding of the People's Republic of China, effectively implement the stimulus package to counter repercussions of the international financial crisis, improve macro-regulation in a targeted manner, consolidate achievements in fighting the international financial crisis, accelerate the transformation of the economic growth mode, maintain stable and relatively rapid economic development. TOKYO, Aug. 31 (Xinhua) -- Visiting China's special representative on Korean Peninsula affairs Wu Dawei said Tuesday that Beijing plans to put forward fresh measures to resume the stalled six-party talks at an early date.Wu made the comment to reporters after meeting with Japanese Foreign Minister Katsuya Okada, but he did not elaborate on what measures China will propose to bring Pyongyang back to the negotiation, which have been suspended since December 2009.Wu, who chairs the six-party talks involving Democratic People' s Republic of Korea and South Korea, China, Japan, Russia and the United States, said China needs to discuss the proposal with these member states and wants to hear their views about it.The Chinese envoy held talks with Japanese Chief Cabinet Secretary Yoshito Sengoku after meeting with Okada.The Japanese side agreed with China that the stability and peace of the Korean Peninsula are in the interest of all parties concerned, and vowed to continue push forward the six-party talks. Both sides said they will work to restart the stalled negotiation as soon as possible.Wu arrived in Tokyo on Saturday for a four-day visit to Japan after visiting Pyongyang and Seoul.

BEIJING, Nov. 5 (Xinhua) -- The quota shift, or the voting power redistribution of the International Monetary Fund (IMF), is just the start of IMF reform, a senior Chinese foreign affairs official said here Friday."G-20 leaders have pleged that progress should be made in terms of IMF quota reform prior to the Seoul summit, and now we will honor the commitment," said Chinese Vice Foreign Minister Cui Tiankai at a news briefing on China's outlook for the G20 summit in Seoul next week.At a G-20 finance ministers' meeting held last month, participants agreed to shift six percent of the IMF quota to emerging or under-represented countries such as China, India and Brazil, from developed economies."This is obvious progress," Cui commented on the proposal forged at the minister-level meeting, adding that the Chinese side hoped the IMF's board would agree on the quota transfer."China is one of the under-represented countries and it's rational and sensible to give China more quota," said the vice foreign minister.China would not try to maximize its own interests, but seek an all-win situation with other emerging economies and other IMF members, Cui added.Cui said the quota shift was far from the end of the IMF reform and he looked forward to more changes to the financial institution."This is not the end, not even the beginning of the end, but the end of the beginning," Cui said.Many countries have said that the way to calculate the quota itself needs to be reformed, as well as the IMF governance structure.

  

GUANGZHOU, Sept. 23 (Xinhua) -- Floods, landslides and heavy downpours brought by typhoon Fanapi had claimed 55 lives in south China's Guangdong Province, while another 42 were still missing, local authorities said Thursday.Meanwhile, more than 1.26 million people were affected and 98,000 in low-lying areas were forced to be evacuated, a spokesman with the provincial civil affairs department said.Rainstorms and and geological disasters had destroyed more than 4,200 homes and inundated more than 48,700 hectares of cropland, the spokesman said.Direct economic losses were estimated at more than 2 billion yuan (300 million U.S. dollars), he said.Tonnes of relief supplies, such as tents, clothes, quilts, bottled water and rice, have been dispatched to the disaster-hit areas.Helicopters were used Thursday to airdrop relief materials to victims.Typhoon Fanapi, the 11th and strongest typhoon that hit China this year, landed in Fujian Province at 7 a.m. Monday, but wreaked most havoc in Guangdong, which neighbors Fujian on the south.No casualties have been reported in Fujian.

  

BEIJING, Oct. 19 (Xinhua) -- Chinese State Councilor Ma Kai said Tuesday that China was willing to enhance energy dialogue and cooperation with other nations.China attaches great importance to energy-saving and environmental protection while striving to achieve a comprehensive, coordinated and sustainable development of energy, Ma said during a meeting with some participants of the 2010 China International Energy Forum in Beijing.The participants included Pierre Gadonneix, chairman of the World Energy Council, and Randall Gossen, president of the World Petroleum Council.Ma said China's energy consumption mainly depended on domestic supply. Meanwhile the country was an active participant in international energy cooperation.Gadonneix said the forum would pay more attention to the issue of energy development and environmental protection, enhance diversity and inclusiveness of the event, and contribute to the world's sustainable development.
