SAN DIEGO (KGTV) - The mother of a missing San Diego State graduate is offering a ,000 reward to find him.Wesley Billingsly, 24, was last seen in June. A San Diego Police flyer indicated he was prepared to meet friends and never arrived.Billingsly earned a degree in business administration and marketing from SDSU. He traveled to his native Sacramento and earned money for his return to San Diego, his mother Christel told 10News.Christel Billingsley said her son was looking for a job and wanted to save on rent. After June 1, he did not have a permanent address and started couch-surfing at friends’ homes in Pacific Beach.Wesley and his Ford Expedition disappeared June 12. “It’s completely out of character,” said his mother.Christel paid her son’s phone bill and described him as a social media junkie. About two months ago, the phone stopped showing activity.“Everything stopped on June 12. He just vanished off the face of this earth,” Christel said.Christel is employed as a school officer manager in Sacramento and recently returned to her job after summer break. She plans to take time off to search for her son.“Somebody knows something and I need somebody to tell me where my son is,” she said.Wesley Billingsly is 5’8”, 130 pounds with brown hair and brown eyes. SAN DIEGO (KGTV) – The Fleet Science Center is offering a program that helps San Diego students navigate their way through any challenges they face while distance learning.Participating students will have to go through a health screening before entering the building at Balboa Park.Once inside, classrooms are transformed into individual hubs. Students each have a workspace where they use their own electronic device to connect to their distance learning classrooms. Educators are there helping with any issues that may come up.Andia Pebdani, the Youth Engagement Manager for the Fleet Science Center, said the idea of the hubs came from families who needed help juggling the work life with schools being closed.“Some families don’t have the option at home, or it’s like, ‘I needed to do this so I can do my job, but I can also make sure my student is on the computer,’” said Pebdani.During breaks, educators work on different science activities with the kids or they get tours of different parts of their museum since their doors are still closed to the public.The cost for this program is 0-0 a week depending on whether you have a membership with the center. SAN DIEGO (KGTV) -- The ACLU is threatening to sue ICE over a policy that forbids detention center volunteers from speaking with the press.Souls Offering Loving and Compassionate Ears, also known as SOLACE, is not allowed to help at the Otay Mesa Detention Center until they sign a form promising not to speak with the media.In August, ICE discovered SOLACE wasn’t in compliance with their protocol before asking the group to resubmit the paperwork for their volunteers.ICE says the code of ethics is in place for the safety of the detainees. “These are often folks who don't have any family or friends in the United States so even if they could write or call they don't have anyone to connect with,” said Angela Fujii, a social justice coordinator with the First Unitarian Universalist.SOLACE volunteers are ready to help, but they want to make sure they can share with others about the place where things are kept pretty tight.SOLACE was also briefly barred from visiting during the Obama Administration but the compromise was met.Other groups are providing detainees with services, but SOLACE was the only one allowed to regularly visit. 1148

SAN DIEGO (KGTV) - The first of its kind "Pass the Torch" ceremony Saturday honored veterans and the 77th anniversary of the Battle of Midway, aboard the USS Midway.The ceremony acknowledged as time goes on, less veterans are able to tell their stories. This was the opportunity to share those incredible moments from the battle that turned the tide in WWII.Doctor Charles Monroe served during the battle and said this was the most challenging moment he faced, "One Jap Zero was above, I looked back and looked up and pulled my gun up to try and shoot him and the turret stopped working and the gun stopped working, so I prayed. I wasn't a Christian, but I prayed and said ,'Lord get me out of this mess and I'll go to church,' and I kept my word."Monroe was paired with Paige Dominguez, 26, who is enlisting as a hospital corpsman. She told 10News she felt goosebumps as she heard the harrowing tales from heroes who passed away.When the moment came to say the oath, she felt like everything fell away, "it felt like we got to have that little moment to share and it was just us and I thought that was really an incredible opportunity."An opportunity Monroe hopes will last a lifetime, ensuring his sense of duty is passed on, "realize that the Navy has has a great part in the defense of our nation.""I think it's extremely important just like learning about 9/11, and learning about WWI and WWII, all of that because we wouldn't be where we are today if we didn't acknowledge what has gotten up here," Dominguez said.Paige will start boot camp August 12th. 1567
