SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. SAN DIEGO (KGTV) - As the world grieves the loss of Aretha Franklin, a local woman is recalling her final and historic San Diego concert on Shelter Island.Linda Moody is the widow of saxophone legend James Moody, who died in 2010. In 2005 during a newspaper interview, an excited Franklin, in town for a concert, learned Moody lived in San Diego. SAN DIEGO (KGTV) -- Callum Wagner rose up among the capacity crowd inside a University City ballroom Monday. He took the stage in front of hundreds, as they gave him a standing ovation."My mom keeps saying it's a big deal," said Callum, 12. "I don't like to talk about it."Callum's mom, Beverly Wagner, says she wouldn't be alive today if not for her son. That's why on Monday, Callum was one of three children honored as 2020 local 9-1-1 for kids heroes. It was July 1, 2019. Beverly had just got out of the jacuzzi in their Alpine home when she said she was feeling ill. Moments later, she was unconscious, suffering cardiac arrest. Callum was the oldest other person home at the time. He called 9-1-1, and Heartland Dispatcher Kim Gonzales picked up. "All I remember hearing him say was, his mom is dead, and at that point, it's go time," Gonzales said. For the next eight minutes waiting for first responders, Gonzalez instructed a desperate Callum how to deliver C.P.R. "She's not breathing," Callum told her on the phone call."It's OK, keep doing 1, 2, 3, 4. 1, 2, 3, 4," Gonzales responded. It was Callum's first time delivering C.P.R. He did it so well that Beverly made a full recovery, with no brain damage. "He did a great job because he broke my ribs, and that kept me alive," Beverly said. "They said that's a good sign of CPR."Beverly says Callum deserves all the accolades. During the 9-1-1 call, Callum told Gonzales that his mom was going to die. SAN DIEGO (KGTV) – Authorities are investigating a car fire in Spring Valley that may possibly be linked to a fire that scorched part of a La Mesa hair salon less than half an hour before.At around 3:10 a.m. Monday, firefighters and sheriff’s Bomb/Arson investigators were called to the Slay Lounge on 8739 Broadway in La Mesa in response to a fire in a Dumpster.The fire caused some minor damage to the salon and some other businesses at the strip mall.Investigators discovered an object at the scene that may have sparked the blaze.Less than 30 minutes later, crews were called to an import auto car lot in the 9100 block of Campo Road in Spring Valley in response to a car on fire. One car was completely destroyed, and the flames damaged other nearby vehicles. Investigators are trying to determine if the car fire is somehow related to the Dumpster fire in La Mesa. No injuries were reported in either blaze. 921

SAN DIEGO (KGTV) — Border Patrol is gearing up for what they anticipate to be a busy summer of illegal border crossings. The agency showcased its tools and tactics Tuesday at a site near the former border wall prototypes. Five migrants suspected of crossing illegally were rescued by Border Patrol several miles east of where the demonstration was occurring in the Otay mountains. Border Patrol says a member of the group called 911 early Tuesday morning after they ran out of food and water. One of the people from the group had to be airlifted because of a leg injury. Customs and Border Protection says they detain 170 people a day trying to illegal cross the border in San Diego sector. CBP adds with more the secondary wall project being completed, people are crossing in more remote areas and putting themselves in more dangerous situations. “A lot of the people we’re encountering are surrendering themselves agents,” said Justin Castrejon with Border Patrol.
