JEJU, ROK, April 4 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), unveiled a new Confucius Institute here Saturday soon after his arrival.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, cut the ribbon for the Republic of Korea's 13th Confucius Institute, the Chinese-teaching institution overseas.     The institute was set up in Cheju Halla College, the largest private institute of high learning in Jeju Special-Governing Province of the Republic of Korea (ROK).     When addressing the opening ceremony, Li said that China and ROK were inter-linked geographically and culturally. "The cultural exchanges boast profound historic foundation and favorable realistic environment," he said. "I think the new Confucius Institute can surely add a new human landmark to the beautiful natural vista in Jeju," he said.     Li also donated a batch of Chinese language teaching textbooks, books on Chinese history and culture and some audio-video materials to the institute.     The world's first Confucius Institute was launched in Seoul, capital of the ROK, in December 2004. By March 2009, some 256 Confucius Institutes and 58 Confucius Classrooms were set up in 81countries and regions worldwide.     Li arrived in Jeju earlier Saturday. ROK is the last leg of Li's four-nation tour which has already taken him to Australia, Myanmar and Japan.

The two countries, key economic partners to the other, also carry out cooperation in cultural, educational and scientific areas.     "We also strengthen communication and coordination on major global and regional issues, including China-Japan-ROK cooperation, climate change and international financial cooperation, thus ushering the China-ROK strategic and cooperative partnership in a new phase," Li said.     "The development of relations with ROK takes an important position in China's foreign policy for neighboring countries," he added.     To further develop such ties, Li suggested both nations maintain high-level exchanges for increasing mutual trust in political area. "Besides governmental contacts, the exchanges between parliaments and political parties should also be strengthened. And the exchanges among political parties should form a mechanism," he said.     Li also proposed to make joint efforts for combating the spreading financial crisis and strengthening mutually beneficial cooperation. "We should adopt effective measures to ensure the steady growth of economic cooperation, increase cooperation in such key areas as energy, telecommunication, finance, logistic and environmental protection, and initiated negotiations of free-trade agreement at an early date," he said.     He also pledged to expand people-to-people contacts, in particular the communication among young people, so as to lay a solid foundation for bilateral ties. "Exchanges of academic and media circles could also be enhanced," he said.     On multi-lateral cooperation, Li suggested both keep close communication and coordination in preventing trade protectionism, reforming international financial system and strengthening global and regional cooperation on financial affairs.     Li expressed appreciation for ROK's adherence to one-China policy. Both agreed to actively advance regional cooperation for rejuvenating Asia. The two sides reached consensus that the foundation of the bilateral friendship depends on the peoples of the two countries and the future on the young generation.     Currently, there are more than 1 million South Korean learning Chinese, he said.     "We are willing to work with China for pushing forward cooperation in East Asia," he added.     Earlier on Monday, Li visited the Ewha Womans University, the largest women university in the world.     Li spoke highly of the efforts made by the university to train a contingent of female talents, who play active part in political, economic and cultural fields in South Korea. He urged both sides to further boost cultural and educational exchanges.     Li attended the Chinese curricular of Ewha. He encouraged the young students to work hard as the envoys for boosting bilateral exchanges.     In the afternoon, Li visited the Seoul Chinese Cultural Center, the first government-sponsored Chinese cultural facility in Asia.     ROK is the last leg of Li's four-nation tour which has already taken him to Australia, Myanmar and Japan.

UNITED NATIONS, April 13 (Xinhua) -- China's UN envoy said Monday that the UN Security Council's response to the recent launch by the Democratic People's Republic of Korea (DPRK) should be cautious and proportionate.     "Our position on the reaction from the Security Council has been very clear and consistent. That is, the reaction from the Security Council has to be cautious and proportionate," Zhang Yesui told reporters after the council adopted a presidential statement on the DPRK launch. The UN Security Council on April 13, 2009 adopted a presidential statement on the recent launch by the Democratic People's Republic of KoreaIn the statement, the 15-member council "condemns" the April 5 launch by the DPRK and calls on all member states to "comply fully with their obligations under resolution 1718," adopted by the council in October 2006.     The statement also called for the early resumption of the six-party talks, which gather China, the DPRK, Japan, South Korea, Russia and the United States.     "The reaction from the Security Council should be conducive to maintaining peace and stability in the Korean Peninsula and Northeast Asia, and conducive to the six-party talks and also to the process of denuclearization in the Korean Peninsula, and it should be also conducive to safeguarding the international nonproliferation regime," he said.     "That's why we had been consistent in the Security Council adopting a presidential statement instead of a resolution with new sanctions," he said.     Zhang called on all the parties concerned to work together to maintain peace and stability in the region, promote the six-party talks and push forward denuclearization on the Korean Peninsula.

BEIJING, Feb. 9 (Xinhua) -- China will establish a ministry-level joint meeting on the management and supervision of loan guarantee services, according to a circular from the general office of the State Council (cabinet) Monday.     The joint meeting will formulate policies to promote the development of loan guarantee services, set up a management and supervision system for such services and direct local governments to undertake supervision and risk management.     The government ordered local governments to take measures in line with local conditions to ease financing difficulties for small and medium-sized enterprises, the circular said.     Many borrowers in China use the services of guarantors, who charge fees for their participation.     The meeting will make regulations that cover how loan guarantors are established, how much they can lend and how they will be supervised. The regulations should be submitted to the State Council for approval.     The joint meeting is being organized by the China Banking Regulatory Commission, with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the People's Bank of China (central bank),the State Administration for Industry and Commerce and the Legislative Affairs Office of the State Council.
