MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. It became the second Russian company to be listed on the HK stock exchange, when it started trading on Oct. 21.

GENEVA, March 28 (Xinhua) -- The world is ill-prepared to respond to a severe influenza pandemic or to any similarly global, sustained, and threatening public health emergency, an independent expert-committee entrusted by World Health Organization (WHO) said at its fourth meeting here on Monday.The Review Committee, tasked to look into the experience gained in the global response to the influenza A (H1N1) pandemic in 2009, issued its preliminary report at the meeting.In the report, the Committee said, "global preparedness can be advanced through research, strengthened health-care delivery systems, economic development in low and middle-income countries and improved health status."It recommended that international society establish an extensive global public health reserve corps consisted of experts and public health professionals, which could be deployed to support countries in need, in case of future pandemics.Another suggestion was to create a contingency fund for public health emergencies to be held in trust at an institution such as the World Bank, in order to provide financial support during a declared public health emergency of international concern.The report also urged WHO member states to reach an agreement on sharing of viruses and access to vaccines, and encouraged them to run independent or cooperative influenza research program.WHO Director-General Margaret Chan said at the opening of the meeting that the report had offered "critical guidance to all ministers of health who need to make far-reaching decisions."She said the recommendations in the report would help to " improve the capacity of WHO and the international community to respond to public health emergencies" and therefore should be taken with "added urgency."In January 2010, WHO's Executive Board established a Review Committee, at Chan's proposal, to review the experience gained in response to the H1N1 pandemic, as well as the International Health Regulations and WHO's functioning in tackling the disease.The Committee is expected to prepare its final report out of the current preliminary version, and submit it to the decision- making body of WHO in May.

BEIJING, Feb. 23 (Xinhua) -- The Chinese People's Political Consultative Conference (CPPCC), China's top political advisory body, opened its door to 43 correspondents from 33 overseas media outlets on Wednesday, 10 days ahead of its upcoming annual session.It was the first time that the top political advisory body invited a group of overseas journalists, including those from Hong Kong, Macao and Taiwan, to tour its work place, which used to be the site of an imperial compound 100 years ago.The media tour was hailed by Zhao Qizheng, head of the CPPCC's Committee of Foreign Affairs, as a move that reflects the "enhanced openness" of the CPPCC.During the tour, resident reporters from countries and regions such as the United States, Russia, Germany and Japan visited the CPPCC auditorium and a gallery that exhibits the agency's history and its role in Chinese political life through numerous pictures and relics.Located in downtown Beijing, the CPPCC was established on September 21, 1949. It is a patriotic united front organization for Chinese people and serves as a key mechanism for multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC).The main functions of the CPPCC are to conduct political consultations, exercise democratic supervision and participate in the discussion and the handling of state affairs. Reporters raised many questions during the visit.Watanabe Yasuhito, a staff correspondent for the Kyodo News China General Bureau, has been working in China for four years. "As Japan doesn't have similar institutions like the CPPCC, the Japanese generally have little idea of it," he said. "I now have a more direct idea of the system by actually walking into the CPPCC."He told Xinhua that Kyodo News would send eight reporters to the upcoming two annual sessions of China's National People's Congress (NPC), its national legislature and the CPPCC, as many Japanese pay close attention to the major political events in China.He said the 12th Five-Year Program and hot economic issues are among their key concerns. So we are interested to see how China is addressing the challenges," he said.With the application still going on, overseas reporters who are to cover this year's annual CPPCC session are expected to exceed 1,100, similar to the figure last year, said Zhang Jing'an, head of the Bureau of News Service of the CPPCC's National Committee.Zhang said that besides the three news conferences in the Great Hall of People, five press conferences are devoted to issues such as China's urbanization, scientific innovation, culture and education.
