SANTEE, Calif. (KGTV) -- Following hours of public comment and discussion, the Santee City Council approved a massive housing development that has been in the works for decades.Late Wednesday evening, the council voted 4-1 in favor of the Fanita Ranch project. The development was first proposed in 1999 and has gone through several revisions.The project includes nearly 3,000 new homes, as well as plans for a school, parks, and open space. Changes to state Route 52 are also a part of the plan.The development will be located north of SR-52, west of Eucalyptus Hills, off Magnolia Avenue and Cuyamaca Street.Fanita Ranch supporters have argued that more homes are needed in the area, but opponents believe the project would create a traffic problem, especially during an emergency situation like a wildfire. Noise and environment-related concerns have also been raised.The developers, HomeFed Corporation, said they have solutions for many of the issues brought up by project opponents, including evacuation routes in the event of an emergency.HomeFed also said the project would bring more jobs and revenue to the city of Santee.The project would be completed in four phases and would be finished in 10-15 years.Prior to the vote, some Santee residents asked the council to table the issue and allow them to have a vote on the land use with Measure N on the November ballot. 1385

Say goodbye to another 40 Sears and Kmart stores.Sears Holdings (SHLD), the bankrupt parent company of the two retailers, said Thursday that 11 Kmart locations and 29 Sears stores will close their doors in February 2019 — adding to the nearly 200?locations the company has already said will shut down in coming months.The closures are part of Sears Holdings' efforts to drastically reduce costs and find a viable way forward as it moves through bankruptcy proceedings. The company has?been struggling for several years and is drowning in debt.Liquidation sales at the 40 locations "are expected to begin late next week," the company said.Sears Holdings operated about 1,000 stores as recently as February but has been shuttering underperforming stores. When the company filed for bankruptcy last month, it said it only had about 400 stores that could turn a profit. Now, it's in the process of shedding more dead weight.In its bankruptcy filing, Sears named 142 of its worst-performing stores that would shut down in the coming months. (KGTV) - The captain of the sister ship to the one that caught fire off the coast of Santa Barbara, killing at least 25, is sticking up for its crew.Ian Higgins is the captain of the Vision, a sister ship nearly identical to the Conception, which caught fire near Santa Cruz island Monday morning. Higgins spoke to 10News after media reports calling the safety protocol of the Conception into question."That vessel is inspected by the Coast Guard annually and also every five years for a more complete inspection," said Higgins, who works for Truth Aquatics. "If you think the Coast Guard would allow a vessel carrying that many passengers to operate without any type of fire suppression system, I don’t know what one would believe."RELATED: 20 bodies recovered from boat fire off coast of Southern California, officials sayRecords show the Conception had no issues after a Coast Guard inspection in February. Higgins said any report that the passengers were locked in the ship is patently false. He said passengers are given safety briefings the morning after they get on the ship. SAN FRANCISCO, Calif. – California has confirmed its first openly gay justice to the state’s supreme court.Martin J. Jenkins made history Tuesday as he was confirmed as Associate Justice of the Supreme Court of California. The appointment was approved by a unanimous vote in the supreme court courtroom in San Francisco.Justice Jenkins fills the vacancy created by the retirement of Justice Ming Chin on Aug. 31, according to a press release from the state’s judicial branch.Along with being the state’s first openly gay justice, he’s also only the third African American man ever to serve on the court.The judicial branch says Jenkins has held several prominent state and federal judicial positions throughout his career, with his most recent being the governor’s judicial appointments secretary.Prior to his role with the governor, Jenkins served as an associate justice on the First District Court of Appeal from 2008 to 2019. He was appointed by President Bill Clinton to the U.S. District Court for the Northern District of California in 1997 and served on that bench until 2008.Jenkins earned a Juris Doctor degree from the University of San Francisco School of Law. 1180

SAN JOSE, Calif. – A woman was caught on video intentionally coughing on a baby at a California yogurt shop after getting into an argument with the child’s mother.The San Jose Police Department is asking for the public’s help in identifying the woman, who they call an “assault suspect.”Police say the adult female suspect was standing in line inside a Yogurtland in front of the mother and her 1-year-old child, who was in a stroller.A preliminary investigation revealed the suspect was upset the mother was not maintaining proper social distancing, so she removed her face mask, got close to the baby’s face, and coughed two to three times, according to police.Video then shows the suspect leaving the business.
