SAN DIEGO (KGTV) — The beloved founder of the popular Roberto's Taco Shop chain which began in San Diego died last week, according to the company.Dolores Robledo, 90, died on July 14, the company said in a release. Robledo opened the first Roberto's Taco Shop — and San Diego's first taco shop — with her husband, Roberto, in 1964, according to the company. Prior to that, the couple started their food career providing tortillas to stores and restaurants from their San Ysidro tortilla factory."Since then, Sra. Dolores had been sharing her love for family and authenticity through each meal served," the company said in a release. "She has left the legacy of her love and perseverance. The way she touched lives will remain ongoing. Dolores Robledo will be deeply missed. Please keep her family in your thoughts as they go through this difficult time."Robledo was the mother to 13 children and had 39 grandchildren, 50 great-grandchildren, and 5 great-great-grandchildren. In 1990, Roberto moved to Las Vegas and soon after decided to open his first taco shop in Las Vegas. With the help of her family, Roberto's expanded to 60 locations across California and Nevada.The Roberto's chain is believed to have started the variety of other eateries with the "berto's" suffix in San Diego. It's long-rumored that the famed California Burrito was created at one of these "berto's" shops, but which shop can claim that title continues to be debated.On Instagram, the company continued: "Sra. Dolores Robledo, founder of Roberto's Taco Shop, loved cooking good Mexican food for her family and friends. She and her family expressed that passion by opening their first Roberto's Taco Shop in San Diego in 1964. She will be missed but her legacy of cooking fine Mexican dishes will continue for generations to come."Visitation services for Robledo will be held at 4 p.m. on July 29 at Glen Abbey Memorial Park in Bonita. SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly.  San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163

SAN DIEGO (KGTV) -- The effort to establish a new independent police commission in the City of San Diego appears to be heading to victory.As of Wednesday afternoon, Measure B was leading with roughly 75% voting yes.There is currently a Community Review Board on Police Practices, but supporters of Measure B said that body is far from independent.“Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Maresa Talbert with San Diegans for Justice told ABC 10News back in June.Proponents of the new Commission on Police Practices said they have been waiting for years for this to be a reality.“A lot of people will look at this and think, oh look, it happened overnight. Well, no,” said Martha Sullivan, one of the early members of Women Occupy San Diego. “It took nine years of very persistent [and] consistent, research, education, [and] lobbying.”One of the goals of Women Occupy San Diego ended up being police reform after the Occupy San Diego protests in 2011 and 2012. Sullivan said they submitted complaints to the review board at that time, but many of those complaints were lost.Since then, the push for an independent police commission grew. “This measure is the epitome of strength in numbers. It is the epitome of community support,” said Andrea St. Julian with San Diegans for Justice. She helped write the charter amendment that ultimately became Measure B.The Community Review Board will be dissolved and the new commission will be formed, once election results are certified. The commission will have independent counsel, subpoena power, and the ability to review officer misconduct and make recommendations.“They'll have greatly expanded powers, a lot more responsibility, and a lot more freedom to do the right thing,” St. Julian said.Jack Schaeffer, President of the San Diego Police Officers Association, said the POA took a neutral stance on Measure B.“We trusted the voters to decide on the type of oversight that they believe is necessary. We believe this election provided them an opportunity to do just that,” Schaeffer said in a statement to ABC 10News. “SDPOA will continue to support oversight in whatever form the community as a whole demands.” 2279

SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy.Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. The Gaslamp Promenade project could allow certain hours for vehicle traffic, such as 3 a.m. - 11 a.m. The projected cost is currently million. The association says they have a plan to use grant money and fundraise to make the project happen. “I think this is something that will take us to the next step and for many years in the future to help drive tourism, drive economic impact to businesses and the city.
