SAN DIEGO (KGTV) — Jalen McDaniels, San Diego State University basketball's sophomore forward, was accused of filming consensual sex acts with a classmate in 2016 without her knowledge and sharing it with friends, according to a civil lawsuit filed Wednesday in Washington.The civil suit alleges McDaniels recorded the intimate moments with an 18-year-old female student while they were both seniors at Federal Way High School near Tacoma, Wash.The lawsuit goes on to say while McDaniels later told the plaintiff about the unauthorized recordings and that he had shared it with his friends, she learned from other students that the video became widely circulated. When she confronted McDaniels, he explained he had gotten away with a similar incident involving another female student, according to the lawsuit.The plaintiff's attorney, Joan Mell, who filed the suit, wrote her client has suffered from several self-destructive behaviors as a result, including attempting suicide.SDSU is accused of wrongdoing in the lawsuit as well.Mell alleges in the lawsuit that SDSU was contacted by Washington police to provide them with McDaniels' phone number, but failed to do so. The suit says SDSU, instead, alerted former basketball coach Steve Fisher, who secured McDaniels a lawyer, and McDaniels refused to cooperate.The suit goes on to allege McDaniels' refusal to cooperate and, "that others concealed his wrongdoing prevented prompt criminal investigation and referral to the prosecutor's office for timely filing of criminal charges under Washington’s criminal offense of distribution of intimate images."In a statement, SDSU said there would be "no change in [McDaniels'] status at the university" at this time, after an investigation by Washington authorities resulted in no charges before McDaniels' enrollment at the school: 1837

Karina Sanchez searches for the right words. "We can't even believe how great business has been, we're so so thankful for it."Sanchez and her husband are owners of Waterhorse Charters in Mission Bay. Opening just last year, they offer scuba diving tours, party cruises, fishing and whale watching excursions.When the pandemic hit, they were forced to temporarily shutdown by state mandate. But once given the green light to reopen, Sanchez says business has been booming, with people want to get out and do it safely."I feel like people get a little more comfortable going out in the water," says Sanchez, "Something that's outdoors; than having, for instance, a house party or just going to bars or something like that."Sanchez connects with many of her customers through the site GetMyBoat.Com, which is kind of like Airbnb for boats."There's some data that suggests the average boat is only used 8 to 10% of the year," says Val Streif, who represents GetMyBoat.com from their headquarters in Minneapolis. "And the other time it's just sitting in a dock or marina."Streif says GetMyBoat has listings from private boat owners and charter services in 184 countries around the world, offering everything from kayaks and jet skis to pontoon boats and yachts."This is a way for people to earn some supplemental income," says Strief, "When they're not using the boat for themselves for personal purposes."There are increased regulations during the pandemic -- stepped up cleaning, fewer passengers for social distancing and other steps depending on the boat or excursion offered."We require everybody to wear a mask while they're on board," says Sanchez, "When they rent a regulator -- which is the piece you put in your mouth when you're diving -- every time people rent one from us we make them buy the mouthpiece."Sanchez says the changes aren't hurting business, as they've been sold out. And they're not the only ones, which is why GetMyBoat.com looking for more boat owners to sign up and perhaps help themselves "stay afloat" during these tough times, by renting out their boat.Sanchez says the demand is definitely there."Everybody is just grateful they can go out on the water. SAN DIEGO (KGTV) – Mayor Kevin Faulconer says changes are coming to the city's police department, as demands for police reform are made in cities around the nation.Faulconer says San Diego Police will develop a new de-escalation policy based on community feedback and best practices to reduce the number of use-of-force incidents. The new policy is expected to be unveiled next week.RELATED: Review board recommends de-escalation reforms to San Diego PoliceLocal protester seen being taken away by San Diego Police speaks out"It gives officers clear rules of the road on how to safely control a situation and resolve it with lower levels of force," Faulconer said Wednesday, adding the department has been working on changes since last week with input from special advisory meetings.Faulconer didn't specify what types of changes or additions to expect in the policy. Maresa Talbert, Co-chair of San Diegans for Justice, says training could give officers a variety of tools."It can be as easy as a voice command. It can be something as simple as creating some space to really kind of calm down the situation where you're not face-to-face or where you're not arm-to-arm or touching," Talbert said.San Diego's police, like many departments around the nation, have faced increased scrutiny for use-of-force policies amid demonstrations against police brutality. In response, SDPD has banned the use of the carotid restraint technique among officers. Jack Schaeffer, President of the San Diego Police Officers Association, says the department's use-of-force policy, which includes de-escalation tactics, is regularly updated.City leaders have also responded. The Office on Race & Equity was recently created to tackle racial equity issues and City Council President Georgette Gomez has requested leaders consider a proposed ballot measure to expand police oversight this month."We heard the comments from the community. We heard the calls for reform. And I'm not waiting. We want to make lasting changes now. Not a year from now," Faulconer said of the forthcoming policy.Calls for a decrease in police spending, however, were not met. This week, after more than 10 hours of public comment, city leaders sent the proposed fiscal 2021 budget to the mayor's desk, which included an increase of the police budget to 6 million. 2330
