KANSAS CITY, Mo. — The Johnson County Library is searching for the owner of an old family photo it believes was mistakenly left at the library.A library employee found the photo in the donation bin at the Lackman Library in Lenexa, Kansas."Because of that we don't know who dropped it off, where it came from or who it belongs to," said Josh Neff, an information specialist at the library.The photo was left in the bin in March and the library has been holding on to it ever since."We have been holding on to it hoping that whoever accidentally lost it, would think to come back here and ask about it. But so far nobody has claimed it," said Neff.Now, the library is turning to social media in hopes of finding the photo's owner. On Monday, the library posted the image on Facebook and Twitter."We know the power of social media. We know that it's a great way to spread the message," Neff said. LA JOLLA (CNS) - A man was seriously injured Saturday when he lost control of his vehicle, which hit a median and rolled over a couple of times, police said.The man, 59, was driving a 2001 Toyota Tundra westbound in the 2500 block of La Jolla Parkway at about 6 a.m. when he experienced a possible medical condition, causing him to lose control of the vehicle, said Officer Tony Martinez of the San Diego Police Department."The vehicle veered to the left and struck the raised concrete median," he said. "The vehicle rolled over a couple of times and came to rest in the westbound No. 1 lane, facing east."The driver sustained a spinal fracture and he was taken to the hospital.Traffic Division officers responded to the scene and will be handling the investigation, Martinez said. 789

But they are not breaking the law.Wisconsin is an open carry state, meaning anyone who gets a gun legally can carry it in most public places without a license or permit.But that's not the case for minors like 17-year-old Kyle Rittenhouse, who is accused of shooting three protesters in Kenosha Tuesday night, killing two of them.Kenosha Police Chief Daniel Miskinis confirmed to reporters Wednesday that you have to be 18 to open carry in the state of Wisconsin.And according to a 2009 memo from the Wisconsin Department of Justice, police can stop someone openly carrying a gun to determine if a crime is being committed.The DOJ says officers can stop someone if they have "reasonable suspicion" of criminal activity, adding Wisconsin's open carry law, "...is not a shield against police investigation or subsequent prosecution."In this case, police could have asked Rittenhouse how old he was and stopped him before he allegedly pulled the trigger.There are some exceptions in Wisconsin state law allowing minors to carry guns, including if they are in the military and in the line of duty, as well as if they are under adult supervision and using it for target practice or instruction. It's part of a plan to redevelop the former 76 gas station at Pearl Street and Eads Avenue in downtown La Jolla, a station infamous for charging among the highest gas prices in the city. The station has been closed for about the last two years."It's a blighted area on Pearl," said developer David Bourne.
