XI'AN, May 20 (Xinhua) -- Chinese Vice President Xi Jinping has urged local officials to help solve living difficulties for people who have suffered from a major earthquake.     Xi made the call during his inspection to northwestern Shaanxi Province, in which some counties were seriously affected by the deadly quake in neighboring Sichuan Province on May 12.     At Xujiaping village, Xi comforted villagers and encouraged them to resume production as early as possible. Among all 146 households of the village, 126 were affected by the quake and half of their houses were either damaged or flattened.     Xi urged local officials to offer whatever they could to help the people with rebuilding their homes.     The Vice President later came to a middle school, where he told the students and teachers the government had planned for the reconstruction of all quake-ravaged areas across the country.     He reminded local governments to carry out serious epidemic prevention, especially the safety of water and food after the disaster. BEIJING, Sept. 17 (Xinhua) -- An executive meeting of the State Council (cabinet), presided over by Premier Wen Jiabao, on Wednesday decided to launch national comprehensive tests of dairy products and reform the dairy industry.     According to the meeting, the incident involving the tainted Sanlu milk powder reflected chaotic industry conditions, as well as loopholes in the supervision and management of the industry.     It is necessary to learn lessons, properly deal with the incident, improve the inspection and supervision system and strengthen the management of the dairy industry, the meeting said.     The meeting also reached six other decisions and ordered governments at all levels to implement them. There are at least 6,244 infant victims of the contaminated milk powder, of whom 158, or 2.5 percent, have acute kidney failure, the Ministry of Health said on Wednesday.

Asahi Breweries Ltd., Japan's largest beer producer, is targeting the Chinese milk products market with an all-around manner with its new milk factory being under construction in China's Shandong Province, company officials told Xinhua Saturday.     A milk company, which has been building the factory, was established in Laiyang city, Shandong Province, in April. It's the first time for a large-scale Japanese corporation to enter the Chinese integrated milk business in the fields of both production and sales.     The company is owned 90 percent by Asahi. Business of the new company will involve the entire process from raising cows to marketing, while products will be sold to major cities such as Beijing, Shanghai and Qingdao under Asahi's proprietary label, according to Asahi Breweries officials.     Price of the Asahi milk products will be about 50 percent to 100 percent higher than average local milk, and sales in the first year will be targeted at 1 ton per day, they said.
