BEIJING, June 8 -- South China's Guangdong province has taken the lead in the country by introducing a new accumulating points system to grant urban hukou, or household registration, to migrant workers.The province plans to attract 1.8 million migrant workers to become urban residents via the points accumulation system before the end of 2012, according to Lin Wangping, deputy director-general of the Guangdong provincial bureau of human resources and social security."In addition to helping speed up the province's urban construction, the accumulating points system aims to let more migrant workers share in the province's economic growth achievements together with urban residents and help build a harmonious society," Lin said at a press conference on Monday."Guangdong encourages more farmer-workers to settle down in cities and become urban residents in the upcoming years," she said.Guangdong aims to achieve an urbanization target of 67.5 percent by the end of 2012.And mass events and social conflicts will be avoided or reduced in the years ahead when the province's large number of farmers-turned workers can enjoy the same social treatment as their urban counterparts, she said.Currently, farmers and migrant workers cannot enjoy the same treatment as their urban counterparts in employment, education, medical treatment, social security and related fields in the society.

BEIJING, June 6 (Xinhua) -- The Communist Party of China (CPC) Central Committee and the State Council, China's Cabinet, on Sunday jointly issued the country's Medium and Long-term Talent Development Plan (2010-2020), which sets a blueprint for creating a highly skilled national work force.The plan says as part of China's modernization process, people's education must be improved. China has to transform itself from being labor-rich to talent-intensive.The plan aims to increase the ratio of citizens with a higher education background in the work force from 9.2 percent in 2008 to 20 percent by 2020.The plan lists six major categories of "talent" that the government will help cultivate, ranging from political leaders, entrepreneurs to high-tech researchers and professional social workers.By 2020, more than 85 percent of government officials will have four years of college education, it says.The government will conduct large-scale training programs to encourage more college graduates to work in China's rural areas to help local farmers live a better life, the plan says.In terms of professional social workers, the plan says the government will put measures in place to train about 3 million social workers by 2020.

BEIJING, June 3 (Xinhua) -- Revised regulations on internal management, discipline and formation regulation of the People's Liberation Army (PLA) are issued Thursday to further advance the army's development and modernization.Chinese President Hu Jintao, also Chairman of China's Central Military Commission, recently signed an order to promulgate and enforce the three regulations.Unlike the previous version, the revised regulation on internal management adopted provisions on psychological counselling to armymen and provisions on their use of mobile phones and the Internet.It also modified a wide range of provisions covering oath, dress and bearings, as well as confidentiality rules, security systems and financial management.The three revised regulations are to come into force from June 15 this year.

ASTANA, May 28 (Xinhua) -- Defense ministers of China and Kazakhstan agreed Friday to upgrade cooperation of the two militaries to a new level.At a meeting with his Kazakh counterpart, Adilbek Dzhaksybekov, visiting Chinese Defense Minister Liang Guanglie recalled the smooth growth of the bilateral cooperative relationship since the establishment of diplomatic ties between China and Kazakhstan, including frequent top-level exchanges, deepening of political trust, and expansion of cooperation in all aspects.He recalled frequent meetings between Chinese President Hu Jintao and his Kazakh counterpart, Nursultan Nazarbayev. The two leaders held in-depth discussions on how to further bilateral strategic partnership, thus continuously adding new momentum and providing guidance to the development of bilateral ties.Liang said military-to-military relationship is a key part of overall bilateral relations. Supported by leaders of both nations, relations between the two militaries have been growing steadily while leaders of both militaries have maintained frequent contacts on bilateral and multilateral occasions. Exchange and cooperation between the two militaries are being strengthened across the board.Liang expressed the hope to increase contacts and deepen cooperation with the Kazakh side, so as to upgrade the relationship between the two militaries to a new level.Dzhaksybekov agreed.
