Police released new details late Tuesday afternoon about a dog owner who gunned down two people inside a Port St. Lucie home the day before.Investigators said Guy Alexander Hansman, 55, and his daughter, Harper Hansman, 11, were shot and killed by their neighbor, identified as Ronald Delserro, 82, at a home on Monday.According to police, the violence stemmed from a dispute over the gunman's dog, a bull mastiff named Roxy. Earlier on Monday, the animal had been declared dangerous in court."They all came home from court and then the suspect armed himself and went to the victim's house," St. Lucie County Sheriff Ken Mascara said at a news conference.Authorities said that after police officers and deputies arrived at the scene on Monday, they entered the home and exchanged gunfire with Delserro, who was armed with two handguns.An officer was shot in the arm and was treated at the hospital and later released.A SWAT Team later discovered Delserro dead inside the house, according to police. It's unclear how he died.In a truly tragic development, police said Harper Hansman was the person who called 911 before her death.According to the Port St. Lucie Police Department, the feud dated back to March 4, when Delserro's bull mastiff attacked and bit a woman who lived at the victims' home.That eventually led to a court hearing in which the animal was declared dangerous."I believe this to be an intentional act of violence against these neighbors," said Port St. Lucie Assistant Police Chief Richard DelToro on Monday. "It's tragic. You can't rationalize irrational behavior."On Tuesday, 24 hours after the violent and tragic attack, crime scene investigators continued processing the scene. Around 12 p.m., Port St. Lucie Animal Control arrived and officers appeared to take an animal away from the community.A contractor said he saw the gunman's wife just moments after the shots rang out."She said, 'I hope he didn’t do something stupid,'" Ray Layfield said. Port St Lucie Animal Control just pulled up as well. BALTIMORE, Md. – In looking for creative inspiration, engineering student Qiyuan Fu finds it in a box, with an interesting occupant. Inside: a real, live snake. “We can definitely learn something from them,” Fu said. The snake is a Kingsnake, which is native to deserts in California and Mexico and serves as the model for a new robot, developed in a mechanical engineering lab at Johns Hopkins University. “We added this one directional wheel, so it can only rotate in one direction,” said Fu, as he demonstrated how the robot moves. The “snake robot,” and its colleague, the “roach robot,” are so-called “bio-inspired robots” – taking their cues from mother nature. “We studied snakes here because they are exceptionally good at moving through almost any terrain,” said Johns Hopkins assistant professor Chen Li. Li said it’s an idea with practical applications: the robots could potentially help in search and rescue, by making their way through tight spaces to find people trapped in rubble. “People have actually tried to build snake robots for several decades,” he said. In the past, though, the robots fell short once they left the lab environments, unable to make it through different types of terrain. This time – using specially positioned cameras – they’ve observed how the snakes and roaches move across different surfaces and attempted to mimic what nature already does so well. “What's really unique about our work is that we focus on understanding the physical principles – starting by looking at animals,” Li said. “And then by understanding such principles, we can apply them to the to the robot.” The snakes have 200 vertebrae; the snake robot has 20 segments. It’s progress, these engineers say, with more to go. “There’s still going to be a lot of challenges ahead,” Li said.The engineering lab is now looking into modeling robots based on lizards. That’s because of their ability to leap across surfaces, which could further help robots make their way across uneven terrain. 2008

CLEVELAND — The family of a 75-year-old woman is fighting for more information after they say she received a letter from the Social Security Administration stating that she needed to repay nearly ,000. Teresa Licate of Stow, Ohio, is a two-time cancer survivor that suffers from a heart condition. She recently received a letter from Social Security, dated Oct. 17, 2018, that said she had been mistakenly overpaid ,796 and needed to pay that money back. Teresa's son, David, said she was in considerable distress when she received the letter. "Almost to tears. What am I going to do?” David Licate said of his mother's reaction. A trip to the Social Security offices in nearby Akron weren't of much help. David Licate claims an agent told him that she "didn't have any idea what the problem was." Since October, Social Security has withheld more than 0 a month from Licate's check. But David Licate said his mom's paperwork tells a different story. "We were able to go back and illustrate that they lost the data that the dollar amount was mistaken,” David Licate said. Beyond Social Security's mistake, the Licates are frustrated that Social Security couldn't see an issue coming with Licate's account. “The threshold for a flag to kind of check this out, to make sure this is accurate doesn't have to be ,000,” said David. “I would say a thousand dollars maybe." The Social Security Administration that it could not comment on Licate’s case until the appeals process is complete. "If a bank did this, they would be regulated out of business,” David Licate said. “They wouldn't be able to survive." The Licates also claim that Social Security promised it would send an emergency payment by Feb. 4, but they have not received anything as of Feb. 22. At least David Licate is there and able to help his mother."I feel sorry for seniors that do not have someone who can do that,” he said. “They're left out on their own." 1945

  

Days after a dad was caught on camera being shot as he shielded his children from gunfire at Bronx car dealership, a family friend says he has lost his job.An innocent bystander, 39-year-old Anthony Jefferson was struck in the right thigh when the shooting erupted Monday, officials said.On a GoFundMe campaign page started Thursday by close friend Serena Wingate, she wrote that Jefferson had lost his job due to the injury and also has to have surgery to remove the bullet.Jefferson's wife, Danica Jefferson, told TMZ that the injury left him temporarily unable to walk. This has resulted in the heroic dad being fired from both of his two jobs as a construction worker and head painter at a maintenance company, TMZ reported.Wingate said she set up the GoFundMe to help the dad with medical bills and help his kids with therapy after the traumatic experience.According the family friend, the father and his three kids were at the dealership shopping for a new vehicle to surprise his wife for her birthday.That's when shots rang out inside the Boston Road business. Three men opened fire on another man, who fired several rounds back, police said.Surveillance video shows the dad diving and huddling over the kids on the floor behind a couch.
